POR Basilicata ESF

Programme description

The ESF programme in Italy’s Basilicata region promotes sustainable employment and growth, with a focus on young people, women and disadvantaged groups.

Basilicata’s regional operational programme (OP) for investment and growth reinforces Italian labour market policy and works towards the region’s Europe 2020 goals for employment, education and social inclusion. The OP, worth almost EUR 290 million, will receive half of its funding from the EU budget.

The programme has the following priorities:

  • Long-term unemployment, youth and female employment will be addressed. Projects will train jobseekers in skills for the economy, improve the mobility of people who live far from jobs and help workers adapt to changes in the labour market. Vocational training, traineeships, and grants for apprenticeships and self-employment will further expand the number of possible routes to employment. These initiatives, using 41% of OP funds, will be supported by higher-quality, more effective public employment services.
  • Jobseekers who are disadvantaged or in poverty will receive support to find work so they can participate more fully in society. To improve the work-life balance for carers – primarily women – and increase their range of potential jobs, care services for children and the elderly will be improved. This priority will use 25.3% of the OP budget.
  • A quarter of the budget is reserved for improving education and vocational training. To equip people with the qualifications and skills they need for jobs, early school leaving will be reduced using new methods of encouraging students to complete secondary education and better application of existing methods. Other measures will link school more strongly to work in order to ease students’ transition into working life. The programme will also encourage more people to follow higher education and increase their qualification levels.

The OP is expected to assist almost 29 000 jobseekers and inactive people and 2000 disadvantaged people, as well as improve training and qualifications for 32 300 people.

Support for increased institutional and administrative capacity will improve the overall performance of public administration and increase transparency and access to public data.
