POR Umbria ESF

Programme description

Investment and growth are driving ESF funding in Umbria, where the focus is on improving training, promoting social inclusion and finding a better work-life balance.

The ESF operational programme (OP) for investment and growth in Umbria will reinforce labour market policy and contribute to the EU’s 2020 strategy for smart, sustainable growth and an inclusive economy. With a budget of over EUR 237.5 million, the OP also aims to strengthen Italy’s corporate social responsibility in employment, social policies, education and administrative capacity.

Umbria’s main ESF OP priorities are:

  • By promoting skills and mobility, the funding will reduce long-term unemployment by creating more jobs, especially for young people. Through vocational training and traineeships, and grants for apprenticeships and the self-employed, the labour force will become better adapted to market demands. Similarly, efforts will be made to improve child-care services in an attempt to bridge the employment gender gap by allowing greater female participation in the labour market.
  • The focus on social inclusion aims to reduce poverty by promoting the participation in the labour market of the most disadvantaged and vulnerable groups in society. By supporting and improving child care and services for the elderly, the social economy will be strengthened.
  • In response to the rising unemployment rate among young people in Italy, the OP will prioritise cutting the number of early school leavers. Higher education standards, promoting tertiary degrees and giving students better key competences will facilitate the transition from education to working life. Young people and others new to the labour market will be offered technical and vocational training and encouraged to take apprenticeships and acquire skills better suited to a mobile labour market.

Finally, the OP will allow investment of over EUR 9 million in improving public administration.
