Regional programme Guyane Conseil Régional 2014-2020

Programme description

Main objectives

The ERDF-ESF Programme of Guyane aims to boost economic growth and contribute to achieving the Europe 2020 targets for smart, sustainable and inclusive growth in the region. The programme will help the region rise the employment rate, increase its innovation capacity and the competitiveness of the private sector and enhance digital economy with Information and Communication Technology as a vector for social inclusion and better accessibility to this remote territory. The programme will also help Guyane face its demographic growth by upgrading infrastructure and encouraging an integrated and sustainable urban development.

More than 22% of the overall budget is allocated to research, innovation and competitiveness of SMEs, about 12% to energy transition and more than 13% to lifelong training actions focused on the less skilled people.

Funding priorities

The Programme will focus on the following priorities:

  • Rising investments and efforts in applied research and increasing the innovation capacity of regional businesses (in the fields identified in the Smart Specialisation Strategy)
  • Increasing the size of companies as well as their perennity
  • Improving broadband access in cities, giving a high speed internet connection to remote territories and fostering the use of electronic services (e-administration, e-education and e-health)
  • Improving energy efficiency and offering clean public transport in Cayenne area
  • Improving waste management and prevention
  • Increasing access to drinkable water in urban areas
  • Preserving biodiversity
  • Offering more and better social, health and educational infrastructure to a growing population
  • Investing in education, training and vocational training to raise the skills level and competencies, especially of disadvantaged groups and less-qualified people
  • Reducing the additional costs due to the remoteness of the region (for the SMEs and transport sector)

Expected impacts (by 2023)

  • Reaching a 3-year survival rate of 75% for newly created businesses
  • Offering an access to telephony and/or internet services to 70% of the population living in remote areas (92% in coastal areas)
  • Getting 16 300 daily users of collective public transport
  • Offering an access to drinkable water to 90% of the population
  • In the 18-24 year old age range, limiting to 30% the share of school leavers with no diploma
  • Increasing job chances of 5100 disadvantaged unemployed people
