Programme description
Main objectives
The ERDF-ESF Programme "Nord-Pas de Calais" aims to boost economic growth and contribute to achieve the Europe 2020 targets for smart, sustainable and inclusive growth, and to ensure economic, social and territorial cohesion in a region facing a strong population concentration in urban areas. 24% of the overall budget is allocated to research and innovation and competitiveness and 26% to low carbon economy. The Nord-Pas de Calais region benefits from the Youth Employment Initiative which provides additional funding to help tackle youth unemployment.
Funding priorities
The Programme will focus on the following priorities:
- Increasing innovation and favouring the economic valorisation of research. Developing sectors with high potential through the Research and Innovation Strategy for Smart Specialisation
- Encouraging competitiveness of businesses. Favouring the creation of SMEs, their competitiveness and growth
- Increasing broadband coverage, telecommunication infrastructures and numerical activities as a tool for the 3rd industrial revolution and for the Smart Specialisation Strategy
- Encouraging sustainable development and low carbon economy (reduction of energy consumption and of greenhouse gases emissions, development of renewable energies, increasing energy efficiency in public infrastructures and housing, eco-mobility and new urban models)
- Reparation (previous activities and crises) and prevention (climate change) of the territory in order to foster a balanced development (biodiversity, coastal risks)
- Contribute to employment and social inclusion and invest in life long learning (in particular in the environment and energy sectors), improved skills and qualifications, apprenticeships and more equal access to higher education
Expected impacts
- Support to 260 R&I companies. Support to 500 SMEs and to 12.400 new jobs in SMEs
- Develop 75 renewable energy production capacities
- Increasing the protection of 50.000 inhabitants against floods
- Long term integration in the labour market of 5.300 participants younger than 25 years
