Regional programme Guadeloupe Conseil Régional 2014-2020

Programme description

Main objectives

The ERDF-ESF operational programme for Guadeloupe aims to stimulate economic growth and to help deliver the Europe 2020 goals for smart, sustainable and inclusive development. The OP will help the region to improve growth and jobs by increasing its regional capacity for innovation, its competitiveness in the private sector, the use of information and communication technologies (ICTs), and by greater social inclusion and regional cohesion. Consequently, over a third of the total budget (40 %) is allocated to research, innovation, the competitiveness of SMEs (small and medium-sized enterprises), ICTs and energy transition; 22 % is set aside for conservation and protection of the environment, climate change adaptation and risk prevention; 11 % is earmarked as compensation for extra costs arising from Guadeloupe's status as an ultra-peripheral region, and nearly 10 % goes towards improving the skills of jobseekers with low levels of qualifications. 

Funding priorities

The main focus of the programme will be as follows:

  • to strengthen Guadeloupe's commitment to research, innovation and business competitiveness to support digital development, which is a key tool for increasing the region's competitiveness
  • to support the transition to a low-carbon economy
  • to promote climate change adaptation and risk prevention
  • to protect and make the most of the environment and cultural heritage
  • to improve the internal and external accessibility of the regionto promote urban development
  • to invest in human capital and stimulate employment
  • to improve access to the job market by young people not in education, employment, or training (NEETs), through access to apprenticeships
  • to promote social inclusion and combat illiteracy
  • to strengthen administrative capability to support regional development

 Expected impacts (by 2023):

  • support the investment and innovation plans of over 1 400 businesses;
  • Provide over 150 000 additional households with high-speed Internet access;
  • Increase renewable energy production by over 75 MW;
  • Enhance waste water treatment for more than 70 000 people;
  • Structural improvements of 50 schools in order to make them better equipped to withstand earthquakes;
  • Support of more than 12 000 long-term jobseekers by training programmes;
  • Over 54 000 people will be able to participate in targeted training courses;
  • 7 500 young people will be supported to complete their schooling.
