Programme description
Main objectives
The ERDF-ESF Programme of Languedoc-Roussillon aims to boost economic growth, create jobs and boost productivity, particularly in SMEs and contribute to achieving the Europe 2020 targets for smart, sustainable and inclusive growth in a region facing a strong demographic growth by improving innovation and competitiveness of enterprises - 40% of the overall budget is allocated to research, innovation and competitiveness of SMEs; developing digital infrastructure and the use of Information and Communication Technologies; ensuring energy transition by promoting renewable energy sources - 19% of the overall budget is allocated to low carbon economy; supporting integrated development in urban and rural areas; increasing youth employment and enhancing access to lifelong learning.
Funding priorities
The Programme will focus on the following priorities:
- Increasing research activities in particular in the sectors identified in the Smart Specialisation Strategy
- Improving SMEs' size and competitiveness
- Encouraging creation of start-ups
- Improving broadband access for priority sites (economic activity areas, schools, universities, hospitals…)
- Encouraging low carbon economy (renewable energies, energy efficiency in buildings and businesses)
- Improving risk prevention (floods and coastal risks) and promoting biodiversity
- Sustainable integrated urban and rural development
- Education, including lifelong learning: to help poorly-skilled jobseekers into work, job-related training is offered along with measures to increase workforce qualifications. Overall, the programme aims to see 85% of programme participants obtain a qualification or diploma. It also intends to improve the quality of training in the region, making it more flexible and responsive to the needs of different groups
- Youth Employment Initiative: to support the transition into work, co-funded initiatives will offer high-quality apprenticeships, jobs, internships or training to young people within four months of leaving school. Further measures will specifically help disadvantaged young people and those from marginalised groups find jobs
Some of the expected results
- Support to 11 000 companies
- Produce additional 9 400 Gwh from renewable sources of energy
- Reduce by 104 KT of oil equivalent the green housing gas emissions from transportation
- Raising by 50% the use of public transport
