Programme description
Main objectives
The ERDF-ESF Programme for Haute-Normandie aims to boost economic growth in the region and contribute to achieving the Europe 2020 targets for smart, sustainable and inclusive growth. It should create jobs and boost productivity, particularly in SMEs. More than 39% of the ERDF budget ist allocated to Research, Development and Innovation. More than 5 % of the budget will be allocated to get young people to work – the region benefits from the Youth Employment Initiative that provides additional funding to tackle youth unemployment. Around 15% of the budget will be dedicated to lifelong learning in order to raise the level of qualification of the most disadvantaged people.
Almost 18 % of the budget are allocated to support the competitiveness and innovation in SMEs. Almost 21 % of the funding will support actions against the effects of climate change in all sectors, in particular with an increased production of energy from renewable sources.
Funding priorities
The main priorities of the programme are:
- Suport the shift towards a low-carbon economy
- Enhance competitiveness by promoting research and innovation and telecommunications
- Promoting natural and cultural heritage
- Promote sustainable urban development
- Provide training to increase youth employment
- Provide lifelong training
Expected impacts
- Increase of domestic expenditure on research and development of administrations of 30%
- Increase the number of SMEs that dispose of a website allowing e-commerce to a tenfold
- Increase in production of renew able energy with 32%
- Increase the number of people getting a first level of qualifications among the unemployed, in particular the young people
- Increase access to training, including higher education, for all publics.
