Operational Programme 'Moravia Silesia'

Programme under Convergence objective, co-funded by the European Regional Development Fund (ERDF)

Programme description

The European Commission approved on 3 December 2007 a regional operational programme in the Czech Republic for the period 2007-2013, entitled the Regional Operational Programme "Moravia Silesia". This programme involves Community support for this region within the framework of "Convergence" objective. The total budget of the programme is around EUR 842 million and the Community investment through the ERDF amounts to EUR 716 million.

1. The purpose and aim of the EU investment

The overall objective consists in supporting the economic, social, territorially balanced and sustainable development of the Moravia Silesia region, according to its specific needs and resources, focusing on transport infrastructure, urban and rural development. The Moravia Silesia region could become more attractive places where to live, invest and work.

This objective will be achieved in close coordination with the actions implemented by other operational programmes at the national level.

2. The expected impact of the investment

The programme is expected to reduce the unemployment rate by two percentage points. 10 km of new roads will be constructed and 200 km will be renovated. 100 km of new cycle-path will be built. The number of inhabitants served by public transport should rise by 140 000.The Operational programme will significantly contribute to the attractiveness increase of towns in the region.

3. Priority axes

Speed up the Region’s development and upgrade its competitiveness through more efficient exploitation of its potential. The objective will be met namely through the improving the quality of life of the residents and attractiveness of the region for investors and visitors; by improving and modernization of the transport infrastructure and the development of other attributes related to the satisfaction of the Region’s residents and visitors. Competitiveness of the Moravia Silesia Cohesion Region will be strengthened by creating of convenient conditions for business and by active marketing of the Moravian-Silesian Region.

The Regional Operational Programme Moravia Silesia is structured according to the following priorities:

Priority 1: Regional infrastructure and accessibility

Upgrade the transport infrastructure, the infrastructure of crisis management and transport serviceability in the region and, at the same time, to respect environmental protection rules. To ensure the overall development of the region’s infrastructure, which will increase mobility of persons, goods and services, reduce the environmental impact of human activities and make crisis management in the region more efficient.

Priority 2: Support for the prosperity of the region

Economic prosperity, better quality of life in the region and reduction of the unemployment rate. These targets shall be reached by building, modernizing and reconstruction of the public services infrastructure, creation of better conditions for the tourism development and by appropriate use of abandoned sites according to the region’s needs.

Priority 3: Urban development

Ensure the development of town centres and make them more attractive, to improve the quality of life and housing in the town parts that are lagging in development, to revitalize and humanize housing quarters and public space, encourage citizens' cohesion and to activate towns' growth potential – to revitalize brownfields and to guarantee the new development zones' preparation for all functions (services, leisure time).

Priority 4: Rural development

Support the complex development of rural areas and to preserve basic functions of the rural space in the Moravia Silesia region for both its citizens, visitors and investors. The objective shall be achieved by the improvement of rural municipalities and their environment, by the preservation and development of the rural areas identity and rural cultural and natural heritage. Building and modernization of public services infrastructure in rural areas will be supported as well.

Priority 5: Technical assistance

There is also provision for technical assistance in order to implement the programme. Financial support is available covering administration, monitoring and control.
