Regional Operational Programme for Calabria
Programme description
The European Commission will actively participate in the development of Italy's Mezzogiorno by part-financing the Objective 1 programme for the Calabria region in 2000-06. The programme is instrumental in implementing the Community Support Framework for Italy's Objective 1 regions. The contribution from the Structural Funds amounts to EUR 1 194 million out of an overall budget of EUR 5 863 million.

The programme revolves around six priority areas and technical assistance measures. Special importance is attached to integrated development projects, which, by a process of synergy, allow greater enhancement of local specificities.Priority 1 : Natural resourcesThis priority focuses in particular on improving water supply, on soil and coastline protection, on enhancing the value of the natural environment, on the treatment of waste and on energy management (renewable resources and distribution networks).
Priority 2 : Cultural resourcesEnhancing the value of cultural resources with a view to contributing to the economic development of the region.
Priority 3 : Human resourcesThese measures are closely connected with the Commission recommendations and the national action plan in the context of the European strategy for employment. Measures are also planned in the field of research and technological innovation.
Priority 4 : Local development systemsPromoting local production systems (in particular industrial districts and export systems) and new businesses, supporting demand for high-quality services and improving tourism supply.
Priority 5 : Towns and citiesEnhancing the role played by towns and cities in the area in which they are situated, the aim being to increase competitiveness, social potential and the quality of life in urban areas.
Priority 6 : Service networks and hubsThis priority is aimed first of all at transport, i.e. ensuring accessibility, effectiveness and quality and a balanced combination of modes of transport while respecting the environment. It also concerns the education system, general government and the productive fabric, the aim being to speed up their transition to the information society. It also includes measures to encourage the internationalisation of the regional economy.
Technical Assistance : Measures will be equally provided to assist with the management of, information on, implementation of, control and evaluation of all aspects of the programme.
2. Description of the eligible areas
A region whose development is below the European average, Calabria is characterised in particular by a high level of unemployment, a remarkable yet fragile natural environment and a cultural heritage in need of enhancement.
3. Management and contact details
The Management authority for the Objective 1 programme is responsible for coordinating the implementation of the programme and organising the meetings of the Monitoring Committee.
