A 41.93 km dual carriageway section of Poland’s Lublin – Rzeszów S19 express road between the Lublin Węglin and Kraśnik South junctions is under construction. Part of the core trans-European transport (TEN-T) network, it will help achieve national territorial cohesion with a European dimension, in line with Poland’s National Road Construction Programme.

In each direction, the road will have two 3.5 m-wide lanes and one 2.5 m-wide emergency lane. Including road boundaries, the central reservation will be 5 m wide and the soft shoulders at least 1.25 m wide.
To allow for adaptation to forecast traffic levels, space will be set aside for an additional lane on each carriageway. The design speed and maximum axle load for the road will be 100 km/h and 115 kilonewtons/axle respectively.
Connections with existing roads
The project entails construction of five road junctions: Strzeszkowice, Niedrzwica Duża, Wilkołaz, Kraśnik North and Kraśnik South. Combined with a network of access roads, these junctions will ensure safe links with the existing road network and adjacent areas.
The project also encompasses two connecting roads of 1.3 km, linking the newly constructed road with the existing road network. Sections of the national road DK19, totalling some 10 km in length, will be renovated. Also, parts of national, regional, district and local roads crossing the S19 will be modified to adapt the network to the planned route.
Further construction work covers civil engineering structures such as bridges, viaducts and culverts, a road maintenance depot, and eight service areas. All accompanying infrastructure like pavements, cycle paths, sewer system, acoustic screens, lighting and other safety elements will be set up, and a traffic management system will be implemented. Wildlife passages and other environmental protection measures will be put in place and roadside greenery will be planted.
Benefits for road users and residents
Objectives of the project include eliminating bottlenecks and improving conditions for transit traffic in existing corridors by adding a safe section of express road with high levels of comfort for long-distance, high-speed traffic. In this way, the project should relieve adjacent areas of congestion, thereby benefiting local residents.
Adhering to legal provisions for express roads will ensure interoperability with the rest of the road network, improving accessibility to and connections within the TEN-T network and strengthening Poland’s internal transport links. This will support free movement of people and goods, thus contributing to the EU’s external competitiveness and internal cohesion.
Total investment and EU funding
Total investment for the project “Construction of the S19 express road Lublin-Rzeszów, section junction Lublin Węglin – junction Kraśnik Południe” is EUR 346 057 443, with the EU’s Cohesion Fund contributing EUR 171 235 510 through the “Infrastructure and Environment” Operational Programme for the 2014-2020 programming period. The investment falls under the priority “Development of the TEN-T road network and multimodal transport”.
