Title: EUROPEAN DIGITAL CITIZENS
Summary
EUDIGIT aimed to support the fight against the digital divide suffered by many European citizens. Despite public efforts, the facts are alarming: 169 million Europeans do not have basic computer skills. This acts as a real brake to slow down the fight against social exclusion. This backwardness creates differences between citizens, big cities and villages, endangers the principle of regional cohesion and may damage the feelings of belonging to the “EU project”. This fact has been noted by all EUDIGIT's cities, which expressed their concern about the link between digital exclusion and European Union citizenship especially among disadvantaged people.Digital divide actually acts as an accelerator of social exclusion for not enough connected, trained and informed people who are missing “the bus of progress”. Even when “connection is good”, many citizens show poor interest for European matters; communication from the EU and Member States comes mainly online with no close contact with citizens.This stake requires all public players to be involved in order to tackle social issues that hamper the design of “smart cities for all”. On the basis of ground-level states of play, EUDIGIT explored how cities can become actively involved in reducing the digital divide via policies and an evolution of public services tailored “with and for all citizens”, alongside a better communication with them.The main objectives of the project were to strengthen EU citizenship and citizens’ awareness; to contribute to reduce the digital gap in cities and to co-build digital policies with citizens.Partners were: - The City of Marseille in France, lead Partner;- TheMayor.EU – the European Portal for Cities and Citizens association;- The Cluj-Napoca Metropolitan Area Intercommunity Development Association, Romania;- The City of Genoa, Italy;- The City of Rotterdam, Netherlands;- The City of Hamburg, Germany;- The City of Varna, Bulgary.Topics tackled by the project:Five topics had been chosen by cities: youth, elderly, disablility, urban/rural areas and communication (specific tools, an adapted approach, direct communication with citizens...). Before each seminar, each city have realized its own state of play in order to give everyone a good vision of the local situation (public policies, NGOs and citizen’s involvement, citizen’s needs, issues and challenges, good practices...) and assess the impact on EU citizenship and citizen’s awareness to EU rights and opportunities.Conferences, seminars & capitalisation:- 2 conferences have been organised at the beginning (kick-off meeting) and at the end of the project (final conference);- Meanwhile, 5 intermediate seminars have presented the situation by theme and by city;- A total of 657 participants have been part of the seminars during the project; - Best practices, problems and challenges have been highlighted with the support of experts and the testimony of citizens during 30 local workshops bringing together a total of 664 participants with an average of 260 people involved per topic; - An e-book has been delivered after each seminar and focusing mainly on recommendations (5 e-books published in 7 languages at last ; ensuring that the budget is kept under control in spite of the substantial cost not initially foreseen);- 20 steering committee meetings have been organised during the project time table. We had set ourselves a target of 500 expected participants over the 2 years, and we have reached at last 1 321. With these results, the expected number of 30 000 indirect participants was reached.We have been keen to put citizens at the center of our concerns and to collaborate with targeted associations and external experts to better understand their expectations
