Join the Initiative for coal regions in transition in Velenje on 11-12 July

The events will continue over the summer, as the fifth Annual Political Dialogue of the Initiative for coal regions in transition will be held from 11-12 July in Velenje, Slovenia.

The event is jointly organised by the European Commission, the Ministry of Cohesion and Regional Development of Slovenia and the Municipality of Velenje. It invites stakeholders from all EU coal, peat, lignite and oil shale regions – the coal+ regions – to gather, take stock of the progress achieved (since the start of the Initiative in 2018), and discuss common challenges they face in today’s quickly-evolving energy landscape.

The programme features a number of high-level speakers with discussions on green transition, energy poverty and district heating systems, as well as an exhibition on repurposed brownfields, industrial infrastructure and coal mines.

Spotlight on JTF projects: Magnets in Estonia and new jobs in Poland

In this new feature of the JTP Newsletter, we are shining a spotlight on Just Transition Fund (JTF) projects that are making an impact in EU regions.

In this issue we are looking at Ida-Viru, Estonia, and Konin, Poland, both of which were recently featured in a France 24 film. Co-financed by the DG Regional and Urban Policy (DG REGIO), the film delves into Europe’s green transition, including one of the key pillars of the European Green Deal: the JTF.

One of the projects featured in the film is in Narva, Ida-Viru, where the JTF is supporting the construction of a facility to produce rare earth magnets, including a research and development centre for new materials and applications. Magnets are important for Europe's energy transition and can be used in wind turbines and hybrid and electric vehicles.

This project will help to reduce strategic dependencies in the area of rare earth magnets in the EU. Thanks to an EU grant of €18.75 million, the factory will also create 1,000 new jobs in one of Estonia’s most deprived regions. This will support the economic diversification of the region, whose economy has traditionally been focused on the carbon-intensive extraction of oil shale.

The other featured project is Jobs after coal, which aims to transform employment in the Wielkopolska region. With a JTF contribution of almost €42 million, this project will support the re-skilling and up-skilling of 2,200 individuals, primarily former employees of mines and power plants affected by the phase-out of lignite energy production in Konin.

The project provides targeted assistance to support participants on their path towards new, sustainable employment. A bottom-up initiative of trade unions, it has the potential to set a precedent for supporting the transition in other coal-dependent regions.

Capacity building corner: An update from JTP Groundwork and JTPeers

First workshops for this year’s participants

In another new feature of our newsletter, we look at the latest news from the JTP’s two capacity building services for JTF regions aiming to advance their just transition.

JTP Groundwork provides tailored support with regions’ needs, ranging from project development to stakeholder engagement and communication strategies. JTPeers gives regions the opportunity to learn from each other by way of exchanges between different JTF regions as well as between regions and JTPeers Experts listed on our online database.

The first activities under the current round of JTP Groundwork and JTPeers took place in May. Participants from Médio Tejo, Portugal and JTPeers Expert Corina Murafa exchanged on monitoring and evaluating the just transition. Dr Murafa shared best practices from regional development monitoring in Romania, and the group worked on a framework to monitor the just transition in Médio Tejo.

JTP Groundwork is assisting Megalopolis, Greece in identifying projects that can be financed under the Public Sector Loan Facility, the third pillar of the Just Transition Mechanism, which aims to mobilise public investments. The first of four workshops brought together interested partners for an introduction to the Public Sector Loan Facility and an initial brainstorm on project ideas.

Watch JASPERS’ recent webinar on State aid

The Joint Assistance to Support Projects in European Regions (JASPERS) project recently held a webinar on the topic of State aid. This term refers to government support provided to companies, which may enable them to gain an advantage over competitors.

The European Commission is in charge of ensuring that State aid complies with EU rules, ensuring that this prohibition is respected and exemptions are applied equally across the EU. More information about these rules is available on this State aid legislation webpage.

If you are interested in finding more information about State aid in the context of just transition projects, please refer to the presentations from JASPERS’ recent Webinar on State aid for JTF Projects in the 2021-2027 Period. Additional resources are also available on the web page of this previous JASPERS training on the topic, which took place in July 2023.

Check out the EU’s new toolkit on funding and support for rural areas

Many EU funding and support initiatives have great potential to make rural areas more prosperous. But how can potential beneficiaries identify the most appropriate schemes? Where can they find tips and guidance?

The Rural toolkit is the first comprehensive online guide to EU funding and support opportunities for rural areas in the European Union. It helps local authorities, institutions, NGOs, businesses and individuals to take advantage of EU programmes, fostering development in rural territories.

The Rural toolkit is an initiative of the European Commission’s DG REGIO and the Joint Research Centre, in collaboration with the Directorate-General for Agriculture and Rural Development. It is part of the long-term vision for the EU’s rural areas.

Capture your climate action with the Climate Pact’s photo competition!

The European Climate Pact is currently running a photo competition to showcase climate action in homes, communities and cities.

The Pact is a movement of people taking steps to build a more sustainable Europe. It is a place to learn about climate change, develop and implement solutions, and connect with others for an even bigger impact.

The photo competition, which is open until Friday 28 June 2024, 12:00 PM CEST, aims to shine a light on local climate action, raise awareness and drive change across the European Union. You do not have to be a professional photographer to take part, so the competition may be of interest to just transition stakeholders across Europe.

Entering is easy. Choose your favourite climate action snapshot and craft a caption. Your photo should focus on answering these questions: What climate action have you taken or noticed around you, in your home, community or city? Why does this make you proud or passionate?

You could be one of 10 winners walking away with an invitation to the Pact’s 2025 event (with travel to Brussels and accommodation covered), a digital certificate, features across the Climate Pact's digital platforms, and your climate action photo showcased at a physical exhibition during the event.
