The Business Of Payroll Throughout 2022

Now in production for 20 years, the payroll system of the European Institutions continues to improve and evolve in order to support a growing population of staff and post-active clients.

NAP (Nouvelle Application Paie), the payroll system of the European Institutions, continues to serve its clients more than ever! Since the beginning of 2022, the payroll cycles have been running continuously for active staff, pensioners and the unemployed. Some 740,000 pay slips have been produced in this period. One big thing to mention is that the NAP system surpassed 20 years of being in produced in February this year – what a remarkable achievement!

The main achievements

The team’s working methods continue to evolve day after day, following the PMO reorganisation, towards a vision focused more on the business needs more so than the technical. New synergies have been put in place within the PMO and with DIGIT through a new methodology (SAFe) which improves the collaboration and communication between the teams.

For NAP, the priority is always given to the production – it should also continue to calculate and produce the payslips of each customer each month. Further to this, the security of all of our data and personal details remains a constant concern and the system is evolving accordingly. For example, Multi-Factor Authentication (MFA) has been implemented to strengthen the security of the system by adding an additional layer.

For the first time, a salary indexation was granted in June with a retroactive effect to January. The success and quick implementation of this work (albeit in two payroll cycles) was down to the close collaboration between PMO, DIGIT, DG HR and DG BUDG. Furthermore, significant efforts were devoted to putting in place the elements required to issue the first “Brexit Invoice”. To simply put it, the UK is still liable for financing a part of our pensions, and the precise calculation of this sum was a complex task.

The system continues to improve

More agencies are joining SYSPER and Transcode at a rate of almost one per month. There is also increased interaction between NAP and Payment Factory on the topic of debt management due to the ongoing NHS (National Healthcare System) projects, with the focus currently on the CZ case. 

The system has been getting many improvements for the PMO.1 gestionnaires to respond to the increasing amount of active cases the teams must process. According to PMO.1 “The Transcode from SYSPER to NAP requires very careful monitoring to ensure it’s finalisation in 2023. We have similarly seen efforts  being made to improve the quality of data and the efficiency of payroll management, for example, reporting functionalities in SYSPER and NAP, a reduction of the volume of non-transcoded data, data consistency checks, the annual verification of data for EUROSTAT etc”.
