The Technical Support Instrument (TSI) is an EU programme that provides tailor-made technical expertise to the EU Member States, and regional and local authorities to design and implement reforms. The support is demand-driven and does not require co-financing from Member States. The TSI offers Member States a unique service to help them tackle reform challenges in a wide range of areas. The support can take the form of, for example, studies and analyses, capacity building and training, strategic advice, and expert visits on the ground. It can cover any phase in the reform process, from preparation and design to development and implementation of the reforms.

The session aims to present the program, and its opportunities and spark some ideas for proposals to the programme. While only the national authorities (from the EU Member States) can apply to the program, NEB is implemented through the collaboration of a plethora of stakeholders who can submit their proposals to the national authorities to apply to the TSI programme.
