MEPs approved the creation of a European Health Data Space (EHDS), improving citizens’ access to their personal health data and boosting secure sharing in the public interest.
The EHDS has two main aims:
- to place citizens at the centre of their healthcare, granting them full control over their data, with the goal of achieving better healthcare across the EU;
- to allow the use of health data for research and public health purposes, under strict conditions.
The JRC will fully support the EHDS implementation, offering its expertise in health data standardisation and harmonisation. To begin with, the JRC is an advisory board member of the QUANTUM project and looks forward to collaborating with other stakeholders.

European Health Union: stronger and better prepared for the future
On 22 May 2024, the European Commission adopted a Communication on the European Health Union, which highlights the strides made in EU health policy over the last four years, for the benefit of citizens in the EU and worldwide.
The EC Knowledge Centre on Cancer, its first flagship initiative, supports many actions of the Europe's Beating Cancer Plan.
♦ Stronger health security measures, to better respond to future crises.
♦ Equal and timely access to affordable medicines for all citizens
♦ A world-leading Cancer Plan
♦ Game-changing initiatives to digitalise healthcare
♦ Comprehensive action for better mental health
♦ Rules to boost patient safety and secure the supply of medicinal products
♦ A One Health approach to tackle major health risks

On 31 May 2024, European Economic and Social Committee adopted an opinion on "Europe’s Beating Cancer Plan: Driving forces for the security of medical radioisotopes supply"
Radiological and nuclear technologies are indispensable in the fight against cancer. They contribute significantly to all stages of cancer patients' care, including early detection, diagnosis, treatment and palliative care.

On 24 April 2024, the European Parliament approved the new Regulation on standards of quality and safety for substances of human origin (SoHO) intended for human application.
The new regulation,
proposed by the Commission in July 2022, provides a holistic approach for the regulation of substances of human origin. The new rules notably include better protection of recipients and donors of substances of human origin, as well as children born from medically assisted reproduction.
The new rules will:
- strengthen the protection of all patients treated by transfusion, transplantation or medically assisted reproduction;
- improve access to safe and proven SoHO therapies;
- create more opportunities for patients to access the treatment they need, regardless of where they live in the EU;
- support innovation.

Check out the latest estimates for cancer burden in Europe.
"Cancer touches us all. Only in the time taken to read this statement, around five new cancer cases have been diagnosed. This European Week Against Cancer, we owe it to them – and all those touched by cancer – to continue making a change, spreading dignity and hope for all."

Statement by Commissioner Kyriakides to mark World No Tobacco Day - 31 May 2024
Check out the Health Promotion and Disease Prevention Knowledge Gateway Tobacco and Smoking policy brief.
"Tobacco consumption is the largest avoidable health risk in the European Union, responsible for 700 000 deaths each year. It also massively increases the risk of developing cancer, and smokers are also more likely to suffer a range of illnesses because of their tobacco use, including cardiovascular and respiratory diseases."

The EU Cancer Inequalities Registry published a factsheet on ‘Liver cancer inequalities in Europe and the role of viral hepatitis’ prepared by European Centre for Disease Prevention and Control (ECDC)
Viral hepatitis is an infectious disease and a risk factor for primary liver cancer. Liver cancer is highly fatal (less than 10% survival in over 65yo), but vaccination against hepatitis B and screening and treatment against viral hepatitis, could reduce the heavy burden of liver cancer.

Welcome to the 1+Million Genomes Minimal Dataset for Cancer
The European 1+Million Genomes Initiative (1+MG) has developed the 1+MG Minimal Dataset for Cancer (1+MG-MDC).
This endeavour contributes to standardising data collection in cancer research by delineating 140 essential items across 8 domains, facilitating the aggregation of genomic and clinical data.
The minimal cancer dataset should facilitate data collection for research directly from hospital data sources. Through the application of a minimal dataset, data can be more easily queried among different centres, allowing standardised analytics to be executed at multiple locations. This comprehensive dataset captures the longitudinal aspects and the key complexities of cancer, the diagnostic process, the different therapies and specific regimens and complex mixtures of cycles of therapies.
Genome sequencing plays a pivotal role in precision medicine, especially in cancer care. The 1+MG-MDC serves as a blueprint for constructing high-quality databases, enabling standardized collection of cancer genomic and clinical information to foster international collaboration and advance precision medicine. The 1+MG-MDC framework is engrained into the Genomic Data Infrastructure project: a federated, sustainable, and secure infrastructure facilitating access to genomic and clinical data to European researchers and innovators.

Invitation to policy makers to fill in a survey on gastric cancer screening
TOGAS is an EU co-funded research project designed to explore the opportunities for gastric cancer screening implementation in the EU. The TOGAS consortium is mapping Member States’ needs, willingness and readiness regarding the implementation of gastric cancer screening. To reach this goal, a survey was developed for representatives of Ministries of Health and cancer screening authorities in policy making positions.
TOGAS methodology is coordinated with approaches used in the EU, including European guidelines and quality assurance schemes.

European Week Against Cancer: spotlight on CAPABLE, an EU-funded project serving the needs of cancer home patients and their caregivers
The overall aim of CAPABLE project is to combine the most advanced technologies for data and knowledge management with a sound socio-psychological approach in order to develop a coaching system for improving the quality of life of cancer home patients. The system aims at early detecting and managing cancer-related issues and at satisfying the needs of patients and their home caregivers.
