As I look back on the first half of 2025, I am reminded again of the increasingly polarised world we live in, where societies are closing in on themselves, and patience for nuance and debate is wearing thin. The temptation to exist within echo chambers, rarely venturing out to challenge our own perspectives, is high. Yet, it is precisely in this context that the work of the EU Policy Lab becomes even more vital.
A key element of our work is to provide a space for discussion, where diverse voices and viewpoints come together to shape the future policies tapping into collective intelligence. This is a precious commodity in today's world, and one that needs to be defended.
At the EU Policy Lab, our commitment to interdisciplinary collaboration and evidence-based policymaking is unwavering. We know that lasting, future-oriented solutions require openness and a willingness to grapple with complexity.
Our foresight, behavioural insights, and design methods may take time, but they are essential for building resilient, future-proof policies, as is the use of science for policy in general to maintain trust in institutions. This is something I recently had the opportunity to speak about on a podcast on policy innovation in the EU with the Irish Health Research Board if you want to hear more reflections on the matter.

Exploring the horizons of neurotechnology: Foresight for governance

Complex innovations such as neurotechnologies require an all-of-government approach, working across sectors and policy domains, as well as bringing expertise from different fields of science and policy – just what the EU Policy Lab was set up to do.
In this report we identified eight policy areas that could be impacted by emerging applications of neurotechnologies: from consumer protection, to health, fundamental rights, education and even defence.

Beyond warnings: The role of behavioural insights in disaster preparedness

Traditional approaches to disaster preparedness have often relied on the assumption that if people are informed about risks, they will act to protect themselves. Yet, evidence suggests that this is rarely the case. People require knowledge about what to do, as well as the motivation to act. Even when well-informed, people may still fail to take appropriate action.
This gap between knowledge and action is where behavioural insights prove invaluable.
