EU climate target for 2040

Climate change remains the defining challenge of the coming decades. This Communication will start a process to establish a 2040 climate target putting the EU firmly on a path towards climate neutrality by 2050. It will be supported by an in-depth impact assessment, which will inform a draft law setting the 2040 target.

Financing for European action outside EU borders – evaluation of the instruments (2014-2020 & 2021-2027)

The European Commission wishes to evaluate two sets of instruments that fund activities outside the EU, as follows:

• a mid-term evaluation of instruments under Heading 6 (Neighbourhood and the World) of the EU’s Multiannual Financial Framework (MFF) period 2021-2027.
• a final evaluation of instruments used in the previous MFF period 2014-2020, under Heading 4 (Global Europe), which will also include an evaluation of the 11th European Development Fund.

EU competition rules on technology transfer agreements – evaluation

The Technology Transfer Block Exemption Regulation, which exempts certain agreements and practices from the EU’s general competition rules, will expire on 30 April 2026.

The purpose of this initiative is to evaluate how the Regulation and related guidelines are working in practice, to help decide whether the Commission should:

• Let the Regulation expire;
• Prolong the duration of the Regulation;
• Prepare a revised Regulation and related guidelines.
