Equipping people for a competitive Europe: The Union of Skills

To support the development of resilient, quality, inclusive and adaptable education, training and skills systems, the Communication on the Union of Skills was adopted on 5 March 2025. The Union of Skills is an integrated policy framework that builds on a variety of other initiatives, such as the Council Recommendation on Upskilling Pathways aiming to improve the level of basic skills for adults, the European Education Area, the Pact for Skills, the Action plan on labour and skills shortages, European strategy to modernise vocational education and training, and the Skills Portability Initiative The Union of Skills will also prioritise VET through a dedicated European Strategy, enhancing the prominence and quality of VET programs. Additionally, the Skills Portability Initiative will be developed to facilitate the recognition of skills and qualifications acquired between countries, promoting mobility and flexibility within the European labour market.
