Welcome to the December issue of our newsletter! As we approach the end of 2023, here are this year’s EU climate news highlights. 

At COP28 in Dubai, EU negotiators secured an outcome keeping the Paris Agreement goal – limiting the global temperature rise below 1.5°C within reach. This includes transitioning away from fossil fuels and reducing global emissions by 43% by 2030 but also, following an EU initiative, tripling renewable energy capacity and doubling energy efficiency by the end of this decade. Together with its Member States, the EU also pledged more than €400 million in support of the most climate-vulnerable nations via a loss and damage fund that was established at the beginning of COP28. 

Closer to home, 2023 has been an eventful and successful year for EU climate action. After the adoption of all EU climate legislation under the Fit for 55 legislative package earlier in the year, this month we rolled out financial support to foster the green transition under the Innovation Fund and Modernisation Fund – among much more. Scroll down for a full end-of-year account of the EU's main climate achievements!  

But a lot remains to be done to tackle the climate crisis. Marked by record-breaking high temperatures and extreme weather, 2023 reminded us of the stark reality of a boiling planet. This is why next year, the EU will continue to push for a greener, safer and fairer future for all Europeans.

Climate action highlights of 2023

The urgency to take decisive climate action has never been greater, and at the European Commission we’ve been busy working on that in 2023. Here are some of the highlights of the past 12 months.

COP28: World agrees to transition away from fossil fuels and reduce global emissions by 43% by 2030

At the end of COP28, the EU and world leaders recommitted to delivering the Paris Agreement goals and limiting the global average temperature increase to 1.5 C. They agreed to accelerate emission reductions towards net zero by 2050, with urgent action in this critical decade. This includes transitioning away from fossil fuels and reducing global emissions by 43% by 2030.

EU leads global initiative at COP28 to triple renewable energy capacity and double energy efficiency measures by 2030

At the World Climate Action Summit in Dubai, President Ursula von der Leyen launched the Global Pledge on Renewables and Energy Efficiency together with the COP28 Presidency and 118 countries.

EU announces €175m financial support to reduce methane emissions at COP28

Under the Global Methane Pledge, launched by the EU and the US, more than 150 countries are now implementing a collective goal of reducing global anthropogenic methane emissions by at least 30% by 2030, from 2020 levels.

Commission calls on Member States to improve their National Energy and Climate Plans to ensure collective achievement of the EU´s 2030 targets

The Commission has published its assessment of EU Member States' draft National Energy and Climate Plans (NECPs) and issued recommendations to assist Member States in raising their ambitions in line with EU targets for 2030. The final Plans must be submitted by 30 June 2024.

EU economy emissions in 2022: down 22% since 2008

In 2022, greenhouse gas (GHG) emissions generated by economic activities of EU resident units stood at 3.6 billion tonnes of CO2 equivalents (CO2-eq). This indicates a 22% decrease compared with 2008, according to Eurostat.

EU invests an additional €2 billion of emissions trading revenues in clean energy infrastructure projects in Member States via the Modernisation Fund

Under the Modernisation Fund, €2.17 billion has been disbursed today to help modernise the energy systems in nine Member States through 19 selected projects. These investments will help lower-income EU countries to meet their 2030 climate and energy targets and will reduce greenhouse gas emissions in energy, industry and transport, and improve energy efficiency.

Innovation Fund: 37 large-scale clean tech projects sign grant agreements worth €3.45 billion supporting the EU’s clean energy transition

The newest batch of highly innovative clean technology projects will receive funding from the EU’s Innovation Fund, one of the world’s largest funding programmes for the demonstration of innovative low-carbon technologies.

EU to invest over €65 million to scale up innovative clean tech projects

The Commission has selected 17 small-scale innovative clean tech projects to receive over €65 million in project support under the EU Innovation Fund. These funds will help companies in Europe, including small businesses, to bring breakthrough technologies to the market in energy-intensive industries, renewable energy, and energy storage.

The European Commission has welcomed the provisional agreement reached between the European Parliament and Council on updated EU rules to decarbonise the gas market and create a hydrogen market.

EU supports just climate transition in Bulgaria with a budget of €1.2 billion

Bulgaria will receive €1.2 billion from the Just Transition Fund (JTF), following the adoption of Bulgaria's Territorial Just Transition Plans (TJTPs) by the European Commission.

The European Commission has welcomed the provisional agreement reached between the European Parliament and the Council to reduce the emissions and energy use of buildings across the EU.

Connecting Europe Facility: Nearly €600 million for energy infrastructure contributing to decarbonisation and security of supply

EU Member States have endorsed a Commission proposal to invest €594 million of EU funds in eight cross-border energy infrastructure projects under the Connecting Europe Facility (CEF) for Trans-European Networks for Energy.

Halting biodiversity loss: EU outlines achievements 1 year after adoption of global plan for nature and people

One year on from the Kunming-Montréal Global Biodiversity Framework agreed at the United Nations Conference on Biodiversity (COP15), the EU has made progress in implementing the deal but more needs to be done ahead of COP16 in October 2024.
