Last month, in a nutshell

October has been a defining month for Europe’s climate and energy agenda. Ahead of COP30 in Belém, Brazil in November, the Commission and the High Representative presented a new international strategy for securing Europe's place in global markets – setting out a vision for the EU’s role in shaping a fair, secure and sustainable global transition. At the same time, cities and regions from across the continent came together for the 2025 EU Covenant of Mayors Ceremony to reaffirm their commitment to a resilient, climate-neutral future at local level. And, with the launch of the 2026 Commission Work Programme, the Commission set out its roadmap for tackling geopolitical challenges while accelerating the clean transition.

Climate policy was high on the agenda at the European Council, where leaders discussed the Commission proposal for a 90% emission reduction target by 2040, to be agreed by Environment Ministers on 4 November. Meanwhile, the last Environment Council approved the conclusions on the EU's preparations for COP30. At the same meeting, Commissioner Wopke Hoekstra announced upcoming proposals to strengthen the stability of the new emissions trading system for road transport and buildings (ETS2).

On 30 September 2025, more than 1,600 people took part in a high-level conference under the heading Climate action that works for you: an agenda for competitiveness, prosperity and resilience. With President von der Leyen and Commissioner Hoekstra among the speakers from the Commission side, the day offered a moment of reflection and discussion on the future of climate action.
