News from MIP4Adapt in 2023

Thriving Community of Practice Created

Our online EU Mission Adaptation Community of Practice is now home to over 800 members! Its membership comprises Charter Signatories, Friends of the Mission, national authorities, Mission projects, European Commission representatives and Mission Board Members.

The online platform highlights include:

  • 10 events held for members of the Community of Practice.
  • More than 1000 members attended the events to network, share best practices and knowledge, and learn from each other.
  • 7 Thematic Working Groups involving different Mission projects were launched to strengthen collaboration on specific topics.
  • The first joint event with the EU Mission on Climate-Neutral and Smart Cities was held for Signatories involved in both Missions.

A vibrant 2024 is around the corner for the EU Mission Adaptation Community to continue building project capacity and networking. Upcoming exclusive events for the Community include nature-based solutions, the adaptation planning cycle and more.

Second Annual Forum Success

The EU Mission on Adaptation to Climate Change successfully hosted its Second Annual Forum in June 2023 in Blekinge, Sweden. The event saw over 400 in-person and online delegates gather for a day full of insightful and inspiring discussions, fostering collaboration between national authorities, regions and other Mission stakeholders to deliver on climate adaptation.

We’re looking forward to the Third Annual Forum taking place next year! More information about the event will be coming early 2024.

EU Mission on Adaptation to Climate Change at COP28

As the global community faces escalating climate challenges, COP28 is a conference where nations converge to foster international cooperation and commitment to address the urgent environmental issues.

Adaptation Beyond Borders: An EU Mission Towards Climate Resilience was an event hosted by the European Commission at COP28, which highlighted the role of the Mission as an innovative initiative established to address climate adaptation challenges.

By learning from the EU's experience and innovative approach, the speakers hoped to encourage international collaboration and action at the local level. Several themes were explored, including cross-border initiatives, the importance of citizen engagement and the role of different levels of government in implementing climate adaptation solutions.

Over 300 regions and local authorities have joined the EU Mission for Adaptation to Climate Change in 2023

By signing the Charter, the 311 authorities confirmed that they want to cooperate, mobilise resources and develop activities to reach their climate adaptation goals.

Covering 40% of Europe, 294 signatories come from 25 EU countries, with 17 more parties from non-EU countries that are associated or potentially associated with Horizon Europe, the EU's research and innovation programme.

Sixty-three private companies, service centres, research networks and local action groups have also committed to improving climate resilience by becoming Friends of the Mission.

MIP4Adapt supports these European regional and local authorities to prepare and plan their adaptation pathways to climate resilience.

Round up of the MIP4Adapt Technical Assistance for Charter Signatories

MIP4Adapt’s technical assistance provides Charter Signatories with tailored technical support in their adaptation pathway planning and implementation.

Highlights from 2023 include:

  • 73 applications received 
  • 45 eligible applications and 12 under evaluation
  • 34 support commissioned and 11 scheduled

Charter Signatories can apply for the technical assistance at any time, and the next cut off date to review applications is 31 March 2024.

EU Mission Adaptation Portal Launched

The Mission Portal is a hub for European regional and local authorities preparing and planning their adaptation pathways to climate resilience. The Portal provides:

  • Background information on the Mission 

  • Knowledge, data and tools to support regions and local authorities in their adaptation journey. 

  • EU Mission Solutions that showcase best practices and examples of effective climate adaptation action.  

  • News and events relevant to the Mission and climate adaptation and resilience. 

  • A gateway to the Mission’s EU Adaptation Community of Practice.   

Mission Solutions launched to support and inspire climate action

The Mission Solutions showcase effective climate adaptation initiatives across Europe.

They demonstrate the power of collaborative effort and innovative approaches in addressing climate challenges and creating a more resilient and sustainable future for Europe.

Under the Solutions area of the Mission Portal, regions and local authorities can access the following:

  • Mission Stories: real-life examples of regional or local actions and good practices regarding the planning, funding, implementation and monitoring of climate adaptation solutions. 

  • Mission Case Studies: highlighting useful practices and transformative solutions at various scales and geographical locations, focusing on meeting the Mission’s needs and objectives. 

  • Citizen Engagement Manual: for regional and local authorities to better understand stakeholder engagement and associated tools and methods. 

DIY Citizen Engagement Manual Published

To support regions and local authorities in developing a citizen engagement strategy for adaptation, MIP4Adapt has developed a “do-it-yourself” (DIY) manual to identify which participatory activities, tools and methods can be implemented in each step of the Regional Adaptation Support Tool (RAST) cycle.

Adapting to the impacts of climate change is a complex challenge. Identifying and implementing effective solutions can be facilitated by engaging and mobilising citizens with diverse values, beliefs and perceptions. This DIY manual was developed to guide users through the challenge of stakeholder engagement. It is there to help build a shared understanding and ownership of climate adaptation plans and actions, which is key to their successful delivery.

Climate Risk Assessment Guide Available

An effective climate risk and vulnerability assessment underpins any impactful climate adaptation plan.

To help you develop your region’s climate risk assessment, MIP4Adapt has published a step-by-step guide with examples and templates for you to use. Per the Intergovernmental Panel on Climate Change, this guide describes the core elements of a climate risk assessment. It highlights different pathways depending on the resources available and the issues that must be addressed.

MIP4Adapt team launch the Mission Adaptation Lunchtime Webinar Series

The lunchtime webinar series offers guidance on different aspects of the adaptation cycle.

In the first webinar, Spotting the Risk of Maladaptation Together, we explored how to reduce the risk of failing to adequately adapt to climate change. It introduced the concept of maladaptation and why it matters in every climate adaptation project. Maladaptation is when adaptation goes wrong, or actions have direct or indirect negative outcomes that are usually unintended.

The webinars are created to facilitate a learning environment that is as hands-on as possible, so we encourage participation from attendees through breakout rooms, Q&As, exercises and more.

Mission Project Updates

Introducing the Mission Projects

A wide range of EU-funded projects are undertaking research and developing innovative approaches and options for climate adaptation. They are conducting innovation calls and producing guidance, tools, data, and case studies to help regional and local authorities deliver the EU Mission on Adaption to Climate Change.

Pathways2Resilience launch two open calls

The calls for applications will select regions and communities to receive direct support from the Pathways2Resilience (P2R) programme to develop transformative strategies and action plans towards climate resilience.

The selected 100 regions will be directly supported by the P2R consortium and receive a share of €21 million to advance their approaches to climate adaptation. This process is the start of the central objective of P2R: supporting 150 regions in developing transformative adaptation plans.   

REGILIENCE training for climate resilience pathways

Throughout 2023, REGILIENCE hosted several training sessions to enable regions to co-design and finalise climate resilience pathways and to offer comprehensive support to regional and local policymakers.

The training sessions covered various topics, including the EU climate resilience landscape, the adaptation cycle, financial support and climate risk management. The objective was to inform interested European regions and regional actors about available support (e.g. opportunities on the European level, tools and solutions, indicators, maladaptation, funding) and technical solutions for adaptation (sectoral solutions and good practice implementations).

CLIMAAX launch first open call

Mission project CLIMAAX launched its first open innovation call in 2023. CLIMAAX invites public entities overseeing Climate-Related Risk Assessments and Risk Management Plans and non-profit organisations dedicated to mitigating climate change impacts and enhancing community resilience to apply for its open call. Successful applicants can receive:

  • Financial support of up to EUR 300,000  

  • Access and support to the comprehensive CLIMAAX methodological framework and toolbox 

  • Tailored technical guidance to implement region-specific methodologies
