Climate change is already disrupting lives, economies and ecosystems across Europe – from deadly heatwaves to rising food insecurity and infrastructure damage. The European Commission is developing a new framework to strengthen climate resilience and better manage climate risks, building on the 2021 EU Adaptation Strategy.
This framework will tackle key barriers such as lack of awareness, insufficient funding, weak governance, and fragmented regulation.

It will guide action at EU, national and local levels to protect people, secure prosperity, and foster innovation in sectors from health and agriculture to infrastructure and insurance.
Your voice matters – take part in the Call for Evidence! The European Commission is inviting stakeholders from all sectors – public authorities, businesses, researchers, NGOs and citizens – to share their views and experience. Your input will help shape future EU policies: from risk disclosure and investment incentives to climate-proofing infrastructure and essential services.
Feedback is open in all EU languages and is part of a broader consultation that feeds into the impact assessment.

New Video: Proactive Climate Adaptation to Tackle Flooding
|
Climate change is increasing the frequency and severity of floods across Europe. Our new video explores how regions are turning to nature-based solutions and smart planning to boost resilience.

From Sheffield’s Green to Grey project in the UK to flood prevention in Emilia-Romagna, and the climate-smart design of Várzea Urban Park in Setúbal, the video shows how cities and regions are tackling flood risk management with innovation, community involvement and support from the EU Mission on Adaptation to Climate Change.

Nordic Regions Share NbS Solutions for Flood Resilience
|
Regional climate leaders from Denmark, Finland and Sweden came together for an online exchange on how nature-based solutions (NbS) are helping manage flood risks in both urban and rural areas. Organised by Tyrsky Consulting (MIP4Adapt’s Member State Facilitator) through the MIP4Adapt platform, the session showcased practical examples from Gothenburg, Western Uusimaa and Vordingborg.

|
|
Participants shared technical insights, challenges and lessons learned, from multifunctional parks and restored streams to engaging stakeholders and integrating flood control into long-term planning. The exchange highlighted how Nordic regions are turning adaptation plans into action and building resilience through shared learning and Mission support.

New Local Success Stories from the EU Mission on Adaptation
|
Across Europe, regions and municipalities are turning climate ambition into action, with the support of the EU Mission on Adaptation to Climate Change.
Here are some of the latest success stories added to the growing community.
|
|
|
|
- Košice, Slovakia is translating strategic plans into on-the-ground solutions. The region is developing nature-based solutions, boosting citizen engagement, and preparing funding-ready projects that target local climate risks.
- Torres Vedras, Portugal is driving forward inclusive, community-based climate adaptation. With a strong focus on governance, planning, and public participation, the municipality is building innovative frameworks for long-term resilience.
- Vidzeme, Latvia is creating its first regional Sustainable Energy and Climate Action Plan (SECAP). With expert support, stakeholder coordination, and a forward-looking approach, the region is laying the groundwork for a climate-resilient future.
- Euskirchen, Germany is putting nature-based adaptation into practice. Through support from the Mission and the LAND4CLIMATE project, the county is transforming urban spaces to strengthen resilience, enhance biodiversity, and support community well-being.

Local Lessons in Climate Adaptation: From Historic Gardens to the Black Sea
|
Two new stories from the wider climate adaptation community show how local and regional efforts are turning climate challenges into opportunities for lasting change.

Oldenburg, Germany Adapting historic parks requires more than structural change, it’s also about shifting mindsets. In Oldenburg, citizen engagement and clear communication are key to transforming green spaces while preserving their cultural value.
Black Sea Region A cross-border project is improving water monitoring to support climate adaptation. By bringing together public and private stakeholders, the initiative is building regional cooperation and using sensor data to guide smarter action.
These examples highlight the power of participation and collaboration in building climate resilience.

Reminder: Key Outputs from the EU Mission’s Thematic Working Groups
|
The Thematic Working Groups (TWGs) continue to play a vital role in the EU Mission on Adaptation to Climate Change, bringing together experts to share knowledge and develop practical resources for local and regional adaptation.
Covering six priority areas, the current TWGs focus on: Citizen and Stakeholder Engagement, Climate Services, Financing Climate Action, Integrating Mitigation and Adaptation, Monitoring and Evaluation, and Transformational Adaptation.

|
Over the past six months, they have produced several important new outputs, including:
- A Position Paper on better aligning mitigation and adaptation, from the Integrating Mitigation and Adaptation TWG, offering recommendations for joined-up climate planning and funding.
- A Briefing Note on knowledge exchange platforms, by the Citizen and Stakeholder Engagement TWG, featuring case studies and tools to enhance local participation.
- A Policy Brief on Transformational Adaptation, sharing a common vision and best practices developed by the Transformational Adaptation TWG.
- A synthesis document on Monitoring Climate Adaptation Activities, created by the Monitoring and Evaluation TWG, highlighting lessons from EU projects.
These resources continue to build the Mission’s shared knowledge base and support regions and local authorities in advancing climate resilience.

|
Help Shape Future EU Climate Policies – Participate in the NEVERMORE Survey
|
The EU-funded NEVERMORE project is inviting participants to take part in an online survey that will help evaluate and improve climate policies across Europe.
The project aims to develop a common assessment framework to understand the impacts and risks of climate change and to make climate policymaking more effective at all levels, from EU to local. Survey responses will feed into policy simulations run through the integrated assessment model WILIAM.

|
What’s involved? The survey explores views on potential land use, agriculture, energy and dietary policies, framed within two future scenarios. It uses the Delphi method, meaning participants will complete the survey twice: once initially, and again after reviewing a summary of group responses, with the option to revise their answers.
The survey takes approximately 45 minutes to complete and should be submitted by 22 August 2025.
Who can take part? They welcome people from a wide range of backgrounds, especially those working in or with experience in spatial planning, social or natural sciences, energy, transport, political science, or climate-related policymaking. You don’t need to be an expert to contribute, your perspective matters.

TRANSFORM Project: Rethinking Crop Rotations for Climate-Resilient Farming
|
TRANSFORM focuses on innovative crop rotations as a nature-based solution to help agriculture adapt to the realities of climate change. As part of the project, the team recently spotlighted Brittany and Normandy, key farming regions in northwestern France known for their dairy production, cereals, vegetables, and iconic local products.
|
|
|
|
These regions already feel the impacts of a changing climate, including warmer winters, drier summers, more frequent heatwaves, and shifting pest and disease pressures. In response, local efforts are focused on rethinking crop rotations, trialling resilient crops like buckwheat and sorghum, improving water use, managing soil health, and developing more diversified agroecological systems.
Brittany and Normandy demonstrate how traditional farming regions can lead the way in building climate-resilient food systems.

Call to Action: Submit Your 2025 CDP Questionnaire
|
CDP and the European Environment Agency (EEA) invite all Signatories to the EU Mission on Adaptation to complete the 2025 CDP Questionnaire. Mission-specific questions have been tagged to make reporting easier.
The data helps track local adaptation progress, highlight actions taken, and support learning across Europe. Signatories aiming for a CDP score should submit by 17 September 2025.

Call for Papers: Finance for Climate Adaptation
|
The journal Energy and Climate Management has opened a Call for Papers for a Special Issue on “Finance for Climate Adaptation: Concepts, Measurements, Instruments, and Diversified Channels.”
|
|
|
|
Guest-edited by World Adaptation Science Programme (WASP) co-chairs Minpeng Chen and Sivapuram Venkata Rama Krishna Prabhakar, along with members Denyse Dookie and Soenke Kreft, the issue will explore key dimensions of adaptation finance. Topics include emerging concepts, measurement approaches, innovative financial instruments, and diverse mobilisation channels. Case studies, best practices, and new developments in adaptation finance are especially welcome.

Coming Soon: Adaptation Gap Report 2025
|
Work is well underway on the Adaptation Gap Report 2025 (AGR2025), the flagship annual assessment from the United Nations Environment Programme (UNEP), co-produced with the World Adaptation Science Programme (WASP).
|
|
|
|
Each year, the report reviews global progress on climate adaptation, highlighting the persistent gap between adaptation needs and available resources, especially in developing countries. It also explores practical ways to accelerate planning, financing, and implementation at national and global levels.
Several members of the WASP serve on the report’s Steering Committee, helping to shape its content and ensure its policy relevance. The 2025 edition is currently in development and will launch in the lead-up to UNFCCC COP30 in Belém, Brazil this November.
Stay tuned for insights and recommendations that aim to drive stronger, more inclusive adaptation action worldwide.
