Europe's chief scientific advisers have just published a report on how crises can be better managed in changing circumstances. The war in Ukraine, the energy crisis and the worsening climate change shows how crises are increasingly cross-sectoral as well as cross-border. This calls for faster and more effective governance.

The report, based on the analysis of dozens of experts and hundreds of research papers, makes recommendations to the European Commission on how to better predict, manage and recover from crises. Most of the universal advice offered can be taken into account by countries or municipalities.
