OSCE/Argonne’s Energy Security Training Course - Protecting Critical Energy Infrastructure: From Risk Analysis to Risk Management

Global security risks are increasing due to extreme weather conditions and natural disasters, such as hurricanes, floods, droughts, and forest fires, fueled by climate change. Moreover, man-made attacks such as sabotage, terrorism, and cyber-attacks are a constant threat to critical energy infrastructure security.

The urgent need to increase the share of modern renewable energy sources presents an additional challenge. Hence, guaranteeing the uninterrupted and proper functioning of critical energy infrastructure is a vital concern.

In response to these challenges, the Organization for Security and Co-operation in Europe (OSCE) partnered with the U.S. Department of Energy’s Argonne National Laboratory offer a series of learning modules supporting energy practitioners from the public and private sector, academia, and civil society in improving the resilience of critical energy infrastructure from natural and man-made disasters. In addition, the Joint Research Centre contributed to the development of the e-learning modules with interesting insights on the EU’s efforts to increase resilience through risk analysis.

Through this course, participants can learn:

• The basic and advanced risks to energy systems;
• Information security and cyber risk management;
• Risk analysis and risk management approaches, techniques, and tools and how to apply them;
• The fundamentals of critical energy system resilience.

Each e-Learning module is self-paced and lasts approximately 2 hours. The course is open to anyone who is interested in the topics of energy security and critical energy infrastructure protection. No prior training, criteria or conditions are required. The course is available on the OSCE E-learning Platform.
