Webtools - URL Shortener : Upgrade

Webtools will upgrade the URL Shortener today, 25 January 2022, between 10.00 and 12.00.
Short URLs will continue to redirect to the long URLs.
However, some downtime is expected between these hours for both the web application and the API.
