Global Banner planned deployment.

We are currently implementing the Global Banner at platform level with a planned deployment date of the 28 October as a part of minor release 2.5.142.  If you have already implemented the Global Banner, you will be required to remove the code before the deployment to avoid duplication.

We will send out further communication nearer the deployment date.
