Modernisation de la riziculture au Portugal grâce aux techniques d’agriculture de précision
Découvrez comment le FEADER a aidé Orivárzea, un groupe de riziculteurs portugais, à améliorer la production de riz sur le plan économique et environnemental en modernisant son infrastructure d’irrigation, âgée de 30 ans et inadéquate, couvrant environ deux tiers de la surface de production (661,9 hectares). Grâce à de nouveaux tuyaux et à un réseau efficace de capteurs, il a été possible de réduire la consommation d’énergie et d’intrants, tout en maintenant l’eau à un niveau faible mais suffisant dans l’ensemble des rizières.

Réponses rurales à la crise du COVID-19
|
Le REDR collecte des exemples de projets et d’initiatives lancés principalement par les communautés rurales en vue de gérer la crise du COVID-19, de soutenir les entreprises rurales et d’encourager la solidarité avec les personnes les plus vulnérables face à cette situation exceptionnelle.
L’épidémie de COVID-19 affecte significativement tous les aspects de la vie en Europe. Elle menace notre santé, mais met aussi sous pression nos systèmes socioéconomiques. Dans les zones rurales, les agriculteurs, les entreprises et les communautés sont tous affectés. Cette page entend partager des exemples qui peuvent inspirer d’autres parties prenantes rurales et fournit des informations sur les initiatives de la Commission européenne visant à atténuer les difficultés auxquelles l’Europe rurale est actuellement confrontée. Renforcer la résilience de l'Europe en enrayant l'appauvrissement de la biodiversité et en mettant en place un système alimentaire sain et durable
|
La Commission européenne a adopté une nouvelle stratégie globale en faveur de la biodiversité afin de ramener la nature dans nos vies, ainsi qu’une stratégie « De la ferme à la table » visant à mettre en place un système alimentaire équitable, sain et respectueux de l'environnement. Les deux stratégies, qui se renforcent mutuellement et s’inscrivent dans la droite ligne du pacte vert pour l’Europe, tissent des liens entre nature, agriculteurs, entreprises et consommateurs pour construire conjointement un avenir compétitivement durable. Elles sont également accompagnées d’un document expliquant les liens entre la réforme de la PAC et le pacte vert.

Changement climatique : vous avez la parole !
|
La Commission européenne a lancé une consultation publique en vue de connaître le point de vue des citoyens sur les façons d’intensifier l’action climatique et de réduire davantage les émissions de gaz à effet de serre d’ici 2030. La consultation vise à recueillir des avis sur le niveau d’ambition souhaité pour les politiques en matière de climat et d’énergie, les actions nécessaires dans différents secteurs ainsi que sur la conception de stratégies spécifiques pour accroître les ambitions en matière de climat d’ici à 2030. Elle entend également recueillir d’autres informations telles que des feuilles de route, des notes stratégiques et des études pertinentes en vue de réduire plus encore les émissions de gaz à effet de serre.

Rural Inspiration Awards 2020
|
Cette année, 71 candidatures ont été soumises à la compétition du REDR, les Rural Inspiration Awards 2020 : 30 dans la catégorie « Atténuation du changement climatique », 23 dans la catégorie « Bioéconomie » et 18 dans la catégorie « Adaptation au changement climatique ».
Nous sommes actuellement en train d’évaluer les impressionnantes réalisations en matière d’action climatique et de bioéconomie que le FEADER a soutenues à travers ces différents projets en Europe rurale. Les lauréats seront bientôt annoncés. Consultez les réseaux sociaux et le site web du REDR pour plus de détails sur ces projets de développement inspirants.

Rural Evaluation News – le numéro 15 est désormais en ligne !

La newsletter d’avril de la Mission d'appui à l'évaluation du développement rural européen inclut des articles portant sur les rapports annuels de mise en œuvre (RAMO) 2019 des PDR et l’évaluation ex ante des plans stratégiques relevant de la PAC, sur le lien entre les indicateurs de résultats et les objectifs spécifiques, ainsi que sur la gestion des données pour l’évaluation des effets des PDR. Elle permet également de faire connaissance avec Sophie Helaine, chef de l'Unité C.4 « Suivi et évaluation » de la DG AGRI.

Évaluation des modalités prévues de suivi, de collecte des données et de mise en œuvre des plans stratégiques relevant de la PAC
|
Des outils de soutien, des exemples et des questions d’orientation, élaborés par la Mission d'appui à l'évaluation, sont disponibles ici pour aider chaque État membre à développer son propre système pour respecter les exigences du cadre de suivi et d’évaluation des performances. L’évaluation ex ante peut accompagner ce processus et évaluer la pertinence du cadre de suivi et d’évaluation des performances (CSEP) au niveau de l’État membre afin de faciliter la notification, le suivi et l’évaluation des performances du plan stratégique relevant de la PAC lors de sa mise en œuvre.

Instruments financiers du FEADER
|
Avec le soutien de fi-compass de la BEI, la DG AGRI prévoit d’organiser la « Sixième conférence annuelle de l’UE sur les instruments financiers du FEADER pour l’agriculture et le développement rural pour la période 2014-2020 » le 16 novembre 2020. Cette année, la conférence sera axée sur la préparation des plans stratégiques relevant de la PAC 2021-2027 et sur l’utilisation des instruments financiers du FEADER. Elle inclura 24 rapports nationaux sur les déficits de financement des secteurs agricole et agroalimentaire dans les États membres de l’UE.
Un récent webinaire des Fonds ESI s’est penché sur les derniers changements dans la base juridique relative aux instruments financiers. VISENET - Village Social Enterprise
|
Le projet Erasmus+ VISENET - Village Social Enterprise learning material, guidance and networking a organisé une série d’ateliers pour les communautés rurales en Estonie, Finlande, Écosse et Roumanie pour encourager le développement des entreprises sociales. Selon le projet, l’entrepreneuriat social se définit comme de l’entrepreneuriat ayant un objectif social robuste et dont les bénéfices sont réinvestis dans la communauté locale. Les communautés rurales impliquées dans le projet ont identifié deux étapes clés pour soutenir l’entrepreneuriat social : cartographier les opportunités locales qui ont le potentiel d’engendrer des entreprises avec un fort impact social, et identifier les atouts humains, infrastructurels et naturels.

Publication de données actualisées de suivi des PDR
|
Le REDR a récemment publié des fiches techniques actualisées sur le degré de mise en œuvre de la politique de développement rural. Elles présentent, dans un format pratique, l’exécution financière et la réalisation des objectifs des programmes de développement rural par État membre et par priorité du FEADER jusqu’à la fin 2018, sur la base des derniers rapports annuels de mise en œuvre (soumis par les EM en juin 2019).

Bioéconomie : fiche technique sur le suivi de l’action climatique
|
Cette fiche technique du REDR souligne l’importance des connaissances, des données et du suivi pour faciliter l’action climatique rurale et permettre aux acteurs ruraux de présenter leurs succès tout au long des chaînes de valeur, aux consommateurs et à la société en général.

Catalogue des bonnes pratiques LEADER en Andalousie (Espagne)
|
L’Association pour le développement rural en Andalousie (ARA) a publié un catalogue des bonnes pratiques de développement rural mises en place par les groupes LEADER de la région. Ce document explore la mise en œuvre de l’approche LEADER, ainsi que la conception et la gestion de stratégies de développement local. Des exemples provenant d’autres régions d’Espagne sont aussi inclus.

Relever les défis du déploiement du haut débit dans les zones rurales et reculées
|
Le réseau des bureaux de compétences en matière de haut débit a publié un nouveau guide : « Facing the challenges of broadband deployment in rural and remote areas » (Relever les défis du déploiement du haut débit dans les zones rurales et reculées). Ce document s’adresse aux responsables de la politique rurale et aux gestionnaires de projets de haut débit qui souhaitent déployer efficacement des réseaux haut débit dans les territoires ruraux et reculés. Il explore les facteurs de réussite et les bonnes pratiques à travers 12 études de cas relatives à des projets ruraux de haut débit.
