Project objectives
The "Injury Prevention Programme" (IPP) is already supporting initiatives to improve the quality of HLA data collection in terms of representativity (population incidences by hospitals catchment areas) and coding conformity (v2000 as common Coding Manual). In addition to the common IPP Coding Manual, a common Quality Management Manual (QM-Manual) for HLA data collection is being developed (IPP/2000/1070).
However, no common control procedure for actively supporting and maintaining minimum requirements in the Member States has been implemented so far.
We therefore propose a pilot project for the Development of a Training Session for the Member States on Common Quality and Coding Standards for HLA Data Collection. Provision and training for the Coding Manual and the QM-Manual would improve the consistency of data collection methodology and coding practice between Member States. Training in these measures would improve the quality of the European HLA databases within EUPHIN HIEMS and EUPHIN INJURY.
The implementation of the Quality Control Manual would assist the member States in complying with the new DG SANCO requirements, and greatly enhance the quality of HLA data. As a future aspect, it would also enable DG SANCO to partly decentralise the quality controls prior to aggregation and final acceptance. The national teams require training for this task to be performed effectively. Training is necessary to facilitate standardisation of HLA quality controls and coding practices.

5. Key health messages
The project had mainly methodological goals. Indirectly, health messages can be derived for establishing injury surveillance in the EU: Common training and training materials are a prerequisite for maximum harmonisation of data collection and reliability of results - that in turn ensure the right priority setting and efficient development of counter measures in injury prevention.

- IDB CDROM addresses the necessity of an “IDB starter und update kit” for the current system of data collection in the Member States for the IDB
- The Coding Guide provides a means for a further harmonisation of coding practices in the Member States.
- For the implementation of the IDB Coding Guide and dissemination of IDB CDROM, regular training sessions (IDB work shops) by DG SANCO are proposed
- The maintenance of both IDB training tools shall be taken care of by a special NDA Task Force.

8. Future policy development:
A comprehensive and readily accessible documentation and support tool like the current IDB CDROM is likely to help avoiding conflicting initiatives in the future. Also the new structure and Mandate of the Accident and Injury Working Party of the Public Health Programme with its close links between the Working Party members and the NDAs is a safeguard in that respect.
