PROJECT OBJECTIVES AND ACTION PLANS :

1. Final coordination of the mutilingual thesaurus on health promotion in 12 languages (Danish, Finnish, Norwegian, Swedish, Dutch, English, French, German, Greek, Italian, Portuguese and Spanish). The aim of the thesaurus is to improve communication and collaboration in the field of health promotion and health edcuation at a European level through stimulation of a common, uniform way of retrieval of terms in the field of health promotion and health education throughough Europe.

2. This project will develop activities for promotion and produce recommendations on maintenance procedures.

This project relates to thesaurus work done in three European Regions. In 1994 and 1995/6 IUHPE/EURO (Utrecht/Woerden) coordinated a project for the western region of Europe, which resulted in a Multilingual Thesaurus on Health Promotion in Dutch, English, French and German. In 1996 CSESI (Perugia) coordinated a project for the southern region of Europe, which resulted in a Multilingual Thesaurus on Health Promotion in Greek, Italian, Portuguese and Spanish. In 1997/98 SPRI (Stockholm) coordinates a project for the northern region of Europe, which will result in a Multilingual Thesaurus on Health Promotion in Danish, Finnish, Norwegian and Swedish.

In 1997 ENHPA coordinated a meeting in Luxembourg at which representatives of all participant countries and the European Commission discussed the final development of a European Multilingual thesaurus on Health Promotion in 12 languages.

The current request for subvention concerns the continuation of the coordination and clearing house functions of the technical secretariat of the European Network of Health Promotion Agencies (ENHPA). The ENHPA in general has the following aims :

1. Facilitation of the exchange of information on, experiences with, and models of, good practice of health promotion in Europe;

2. Improvement on the profile of health promotion among key decision makers in Europe as a valuable instrument in health policies;

3. Improvment of the conditions for an effective operation of health promotion in Europe across settings, population groups and health problems;

4. Improvment of cooperation between professionals, organisations and networks in health promotion, both nationally and internationally.

The ENHPA has a technical secretariat in the Netherlands (Woerden) and a liaison office in Belgium (Brussels). The ENHPA liaison office is responsible for the exchange of information and experiences between policy makers in the European Commission and health promotion experts and organisations across the European Union.

The ENHPA technical secretariat is responsible for:

a) the coordination of the network as a whole;

b) the collection and dissemination of information(clearing house function).

This request for subvention concerns the continuation of the tasks of the ENHPA technical secretariat.

Socio-economic inequalities in health have been documented in all Member States of the European Union. Research into the explanation of these inequalities has pointed to the importance of a number of contributing factors, including life-style factors, material disadvantage, and psychosocial factors. In several countries, national, regional and local initiatives to develop specific interventions and / or intersectorial policies to reduce these inequalities are underway. The EU Network on Interventions and Policies to Reduce Socio-economic Inequalities in Health was founded in 1996 and currently has participants from Finland, the Netherlands, Spain, Sweden and the United Kingdom.

Its main objectives are:

- to exchange ideas and experiences with regard to interventions and policies aiming at a reduction of socio-economic inequalities in health;

- to stimulate comparative and / or collaborative research to support the development of these interventions and policies;

- to produce a resource for education, training and practice in health promotion, which can be used throughout the EU to promote the health of lower socio-economic groups.

We apply for funding by the EU to support these activities and to enable us to extend the network to all interested Member States of the EU.

Research has shown a clear relationship between unemployment and mental ill-health. Therefore in the next few years, emplyment/unemployment will be one of the most important issues also in the filed of public health/mental health within the European Union. Work conditions and the labour market have changed dramatically during the last few decades. The qualifications of workers are getting higher, making it increasingly difficult for many groups of people to enter the job market, or to keep up with its hectic pace. From the public health perspective, the above mentioned issues are very relevant in regard both to mental health and mental ill-health. Work supports individual's health and well-being at least in the following ways: it is the source of income and security; it provides structure to time; it creates opportunities to social interaction; it is one of the main means of maintaining a positive self-image; it often provides meaning and content to life and it is an established measure of social prestige.

The overall objective of this project is to develop a European strategy (action plan) aiming at improving the mental health and well-being among individuals, families and communities affected by unemployment; raising awareness among the different stake-holders about the manifold links and interactions between mental health/well-being and unemployment; effective marketing of the results and recommendations of this project.

The Conference "Challenging Ages, the role and position of elderly in the 21st century" will bring people together who are working in this field to facilitate the exchange of experience and expertise, to assist experts to provide better services, to stimulate discussions and to contribute to the development of a new attitude towards the older generations, based on empowerment rather than dependency.

Sachant que la morbidité de la population Rom -minorité ethnique migrante- en situation de précarité dans l'Union européenne s'assimile à celle des groupes vulnérables en grande difficulté, le réseau ROMEUROPE a recueilli des données quantitatives et qualitatives dans 3 pays membres (Espagne, France et Grèce) afin d'atteindre 3 objectifs :

1. Identifier les principaux déterminants de l'état de santé des Roms (à partir de l'analyse des données) avec les associations Roms et six pays concernés par la migration des Roms : Allemagne, Espagne, France , Grèce, Italie, Portugal.

2. Elaborer des programmes de promotion de la santé (sur la base des principaux déterminants identifiés) répondant aux besoins en santé publique des populations concernées et en adéquation avec les systèmes de santé des pays membres.

3. Sensibiliser l'ensemble des pays membres de l'Union européenne et les pays d'origine de migration à la mise en place de programmes de promotion de la santé des populations Roms.

L'expérience du réseau Romeurope et les premiers résultats expliquent que Médecins du Monde, relativement à la population Rom migrante d'Europe, déplore l'absence ou l'insuffisance:

- des donnés synthétiques et analytiques d'actions de promotion en matière de leur état de santé;

- de conception et d'application d'actions de promotion en matière de santé publique;

- de coordination transnationale et de politiques communautaires pour la promotion de la santé, l'information et l'éducation à la santé de cette population.

The project aims to launch the Policy Guidelines for health promotion for older people, developed in "Making the Case for Healthy Ageing" (Agreement No SOC 98 200543 05F03), to a high level audience at a conference in September/October 1998. One of the aims of the conference will be to identify practical measures towards the adoption of the Policy Guidelines in all Member States.

Through "Making the Case for Healthy Ageing" the evidence base will be clearly established for the wise and equitable expenditure of public funds. A short guidance document, published in May 1999, for policy makers in EU Member States and the Institutions of the EU, will ensure this evidence is presented in a form, which is readily accessible and acceptable to policy makers. A timely and practical follow up in the form of a conference launch will give a strong impetus to the adoption of the Policy Guidelines in the Member States. The project promotes health information and education, encourages co-operation between all EU and EEA Member States, and has the backing of the World Health Organisation. As such, the project is in line with the new article 152 of the EC Treaty, and the Commission's strategy for implementing it. The project complements the Commission's 1999 priorities, which aim to improve the quality of relevant information and develop partnerships with NGOs public bodies and international organisations.

PROJECT OBJECTIVES AND ACTION PLANS :

This project fits within the objectives enunciated by the Ottawa Charter. Its starts with detailed, and in many cases industry-specific material, gathered, evaluated and/or developed by the ENWHP. This material provides not only case studies, but evaluation according to criteria developed or adapted for WHP. The existing material also gives guidance - by providing the "key" ingredients for success - for WHP projects. It is not designed for creating initial awareness of employers or workers concerning the benefits of WHP. This project will help schools in specially adapting the ENWHP material for this purpose, and in giving it practical expression. Our partner organisation, OPUS, is national co-ordinator for Germany of the ENHPS. This network has evolved as a pan-European programme which has influenced national policy making in the field of HP in schools, and has affected the development of a national curriculum in schools.

Our project aims to use a holistic approach to create a highlighted awareness in the Target Groups (TGs) - those in work, those preparing to work, and those seeking work - concerning WHP. OPUS, itself national coordinator for Germany of a HPS network, will be able to open up to other members, like itself, of the ENHPS, the possibility to use the infrascture and training and materials already built up, to cooperate with local business in the task of creating a hightened awareness of WHP. OPUS itself has given great importance to the development by schools of their abilities for working with and participating in internet-based data and learning systems, including those of an international network, and in identifying local characteristics and has expressed the wish to participate in this project, as being one which shows synergy with this aims and the development so far of its resolution. Our own experience has shown that HP in such areas as alcohol and substance abuse carried out in the workplace and by NGOs outside it, has not achieved the benefits which an integrated approach could bring, and behaviour in the one environment has often reduced the benefits which would have been achieved in the other. This project, by combining workplace and school (and in an extended approach also the parents), will help overcome this phenomenon, with holistic results. Most national WHP is based on the demand by companies for information. Our project is aimed at encouraging them to do that, as well as empowering the TGs to encourage this process, and to be aware themselves of the benefits available for HP.

5. To establish academic training opportunities for HEPA promotion;

6. To further strengthen the role of walking (and cyling) as HEPA with emphasis on MS, where walking is not yet prevalent;

7. To further strengthen, improve and expand the Europe on the Move! information network.

The present request for funding concerns the search of a European framework to tackle social inequalities in health throughout Europe.

The proposed project will :

- find out what is happening across Europe in terms of health policy, implementation and research on inequality in health;

- improve interchange of information between Member States (and avoid parallel working between researchers, fieldworkers policy makers and administrators);

- narrow the gap between the social welfare organisations and the health promotion organisations;

- convince (often middle class oriented) health promotors that SED groups are not reached by the classic individual or mass-media campaign approaches, but that a more locally oriented and community empowerment approach is needed;

- provide a strategic basis, a professional consensus and a framework for good practice at European level.

The proposed project will be using the existing network of the ENHPA (European Network of Health Promotion Agencies). The project intends to build on the previous and on-going activities of the ENHPA in relation to inequalities in health and to realize a more in-depth and focused approach to the issue by all members of the network. It will also build on the work of WHO-Euro on social inequalities in health.

The proposed project pursues three main goals :

1. to describe and analyse the current practice of workplace health promotion (WHP) in small and medium-sized enterprises (SMEs-) in the Member States;

2. to identify and market good practice for WHP in SMEs :

- 2.1 to develop a European consensus about criteria for good WHP practice in SMEs;

- 2.2 to identify and document 4 models of good practice (MOGP) for WHP in SMEs in all Member States;

3. to increase awareness and enhance commitment of all stakeholders by dissemination of good practice.

Workplace health issues are receiving more and more attention from the different stakeholders at European, national, regional and local level. However, the current practice is rather limited to larger organisations. SMEs are less organised and difficult to target for health promotion activities. At the same time, the numbers of employees in SMEs is constantly increasing. In addition, the SME sector is not homogenous and there are many national differences in regard to size categories in Europe. Targeting the SME sector with workplace health services is now on the agenda of many national agencies. Thses institutions need to develop appropriate marketing and delivery strategies to promote health at work to SMEs. For these reasons the European Network WHP has identified the SME sector as a high prioirty in its action plan and therefore adopted the Cardiff Memorandum for WHP in SMEs. To support the development of WHP activites, the European Network will build alliances and partnerships with the SME sector, and identify and disseminate good practice in WHP in SMEs. This project will realise the targets of the European Network in the next two years.

PROJECT OBJECTIVES AND ACTION PLANS :

To promote the exchange of information of good practices between health promotion workers in the field.

While the exchange of scientific knowledge is common on a university level (conferences, reviews, etc.), the recognition and exchange of helath promotion work in the field between field workers needs to be developed. The organisation of the award has specific aims throughout the process to attain this objective:

- encourage health promotion workers to formalise their work by writing down the objectives, methodolgy, means, experience, results and evaluation of their actions;

- allow participants to discover innovative (in terms of method, means, setting ...) actions in their country and across Europe;

- select actions which represent good practices and are transferable;

- diffuse and share these good practices will all participants (applicants, laureats, jury members, networks, public health schools .....) as well as with the general public (through general and specialised press, the existing web pages ...);

- increase cooperation between different networks and members of networks at a European level.

Bases
Private welfare organisations and charity associations contribute in an effective and irreplaceable way to the health promotion, information and education of socially disadvantaged and excluded people. For this reason they are capable of providing information about their needs and giving indications about the appropriate methods and strategies for primary and seconday health prevention. These practices could be increased and efficiently supported by health policy makers for "proximity" and effective health promotion and a dignified way of life for socially disadvantaged persons.

Findings
The mental and physical health situation of disadvanted people is deteriorating at the same time as public services - for any citizen - are becoming increasingly effective and specialized. Their life expectancy is curbing (75 years, national average, to 40 years, homeless average, cf. "Crisis", London 97). Infectious and acute pathologies are increasing and this affects negatively the national health budget. Information about health care and hospital services and their access remains difficult, sometimes impossible. Health promotion, primary and seconday prevention measure do not reach them. Specific training is lacking, for the general practitioners as well as the specialist doctors. Networking remains difficult.

Aims
1. Observing and evaluating the mental, physical and social health needs of disadvantaged people.
2. Recording, analysing and assessing the various good practices and methods in several European cities.
3. Providing the local, regional and European health policy makers with appropriate methods and indications which best ("proximity" way) meet the health needs of this group of citizens.
4. Promoting support and developing an interdisciplinary and inter-sector-based collaboration between the welfare organisations, charity associations and the public health services for a new partnership and action.
5. Developing local network and stucturing the European MHSE network and liaising this network with other European networks working in the health sector.
6. Publising the results. Opening an Internet forum and promoting training for social and health actors.
7. Preparing a feasiblity study for the pilot and transnational project \"Health in the street\" in order to bring health promotion, education and prevention where they are: on the street, in the subway, and for circulating the information and facilitating access to health care.

PROJECT OBJECTIVES AND ACTION PLANS :

The goal of the Second European Symposium on Community Action to Prevent Alcohol Problems, whose theme will be "Alcohol, youth and the new designed drinks", is to create a place for debate, allowing researchers and professionals from various disciplines and nationalities to debate and exchange experiences between different perspectives of local approaches on alcholol related problems, making it possible for them to have a global idea of this phenomenon.

In the ambit of an economical globalisation and European construction, there is no point in acting on the community level without taking account of the external factors interacting with the problem configuration: act locally, think globally.

Bearing in mind the symposium objectives, we believe that it becomes important to make an effort to try to make available communications from the highest number of European MS, which will favour a broader perspective of the problem, including a significant contribution to characterise the EU area in what concerns the subject.

Therefore, we believe that the meeting should last three days and should be held in plenary sessions for generic subjects and in workshops for more specific subjects, which will allow to reach a broader number of subjects.

This initiative also aims to create a European Network on Local Alcohol Prevention, Research and Evaluation, which may centralise the data about this problem making it available on the Internet, a useful tool to researchers, professionals and to the public in general, since there are no other international references in this domain.

The present request for funding concerns the search of a European framework to tackle social inequalities in health throughout Europe.

The proposed project will :

- find out what is happening across Europe in terms of health policy, implementation and research on inequality in health;

- improve interchange of information between Member States (and avoid parallel working between researchers, fieldworkers policy makers and administrators);

- narrow the gap between the social welfare organisations and the health promotion organisations;

- convince (often middle class oriented) health promotors that SED groups are not reached by the classic individual or mass-media campaign approaches, but that a more locally oriented and community empowerment approach is needed;

- provide a strategic basis, a professional consensus and a framework for good practice at European level.

The proposed project will be using the existing network of the ENHPA (European Network of Health Promotion Agencies). The project intends to build on the previous and on-going activities of the ENHPA in relation to inequalities in health and to realize a more in-depth and focused approach to the issue by all members of the network. It will also build on the work of WHO-Euro on social inequalities in health.
