Phase 1: Recueil d'informations
a. Mise en évidence et analyse des facteurs
sociaux, économiques, environnementaux,
culturels, ... favorisant les comportements à
risque de cancer et de maladies cardio-vasculaires
(déséquilibre alimentaire, tabagisme, sédentarité;
...) dans les milieux socio-économiquement défavorisés
(Revue de la littérature)
b. Analyse, par entretiens, de l'attitude actuelle
des médecins généralistes en ce qui concerne la
prévention dans les milieux socio-économiquement
défavorisés, principalement en Belgique, dans
les régions concernées (Bruxelles, Hainaut) mais
aussi en France et au Luxembourg.
Phase 2:
a. Conception, réalisation et mise à la
disposition des généralistes d'outils adaptés
(guide, formation continue, séminaires, etc.) les
aidant à faire de la prévention dans les milieux
socio-économiquement défavorisés.
b. Sensibilisation des médecins généralistes au
problème croissant de la pauvreté dans les pays
occidentaux. Leur donner un rôle stratégique, en
accord avec l'orientation des positions de l'Union
Européenne à ce sujet, pour améliorer la prévention
des cancers et des maladies cardio-vasculaires
dans les milieux socio-économiquement défavorisés.
c. Echange et diffusion des résultats et outils
avec des experts d'autres pays de la Communauté
européenne (séminaire européen). Production de
recommandations d'actions. |

Au vu de la diversité des approches utilisées en
matière de communication sur les thèmes santé
dans les différents pays d'Europe, il nous a paru
opportun de réunir des experts de quelques pays
en vue d'échanger sur l'élaboration des stratégies
de communication (les modalités de préparation
des campagnes, les études préalables, les stratégies
utilisées et les méthodes d'évaluation).
Il s'agira d'un séminaire
"fermé" les experts (20 à 30) représenteront
l'Europe (communautaire et non communautaire) en
veillant à une représentation nord/sud.

L'organisation d'un prix européen pour la santé

The elaboration of a short document describing the
scope of responsible self-medication and the
organisation of a symposium provisionally entitled
"defining the scope of responsible
self-medication" at which the text of this
document would be agreed between European doctors,
European pharmacists, the European pharmaceutical
industry and consumer/patient groups. The text of
the document/brochure will show how the
establisment of the EU's legal framework for
non-prescription medicines (e.g. marketing
authorization, consumer information,
classification and advertising) has led to
improvements for European citizens. The text will
be drafted and the organisation of the symposium
prepared at preparatory meetings in the course of
1996. The symposium is scheduled to take place in
1997. |

The object of the meeting is to build upon and
complete the work previously undertaken by the
group and representatives of the Commission and in
so doing agree and finalise the specification,

By carry out a Primary Care Audit in BIrmingham
and Rotterdam, the project seeks to establish :
- to what extent service users, their carers, and
representative organisations participate in health
promotion and service delivery,
- who actually benefits from current
healthpromotion services,
- how the process of health promotion and service
delivery actually works,
- who sets health promotion priorities,
- how do these priorities relate to both wider
strategic objectives and locally defined needs.
They aim to form
the basis for :
- developing a more strategic approach to resource
allocation in the area of health promotion,
- decision making processes which are more
transparent and encourage user involvement,
- facilitating collaborative approaches between
health promotion professionnals, NGOs, and other
service providers to ensure integrated community

The main aim of this project is to develop and
evaluate best options for European mental health
key-concepts.These concepts are needed in the
planning, implementing, evaluation and monitoring

mental health and well-being issues from the
perspective of prevention health promotion. During
the course of the project the ENWHP will develop

Es ist beabsichtigt, aus allen 15 EU-Mitgliedsländern
vorhandene Daten und Hinweise auf Ernährungs- und
Gewichtsstatus sowie ûber die Verbreitung
manifester Eßstörungen bei Heranwachsenden zu
ermitteln. Diese sollen sowohl aus den nationalen
Institutionen der Gesundheitsforschung und des
Gesundheitswesens als auch aus einer direkten
Erhebung an Schulen in 6 Staaten (Vereinigtes Königreich,
Finnland, österreich, Frankreich, Spanien,
Deutschland) gewonnen werden. Es ist geplant,
durch eine Untersuchung mittels Fragebôgen die
gegenwärtigen kulturspezifischen Körper- und Schönheitsideale
sowie deren Auswirkungen auf Dispositionen für
und die Verbreitung von Eßstörung unter
Heranwachsenden im alter von 8 - 16 Jahren zu
erfassen.
Hierzu sollen Schülerinnen/Schüler befragt
werden zu :
- ihrer subjektiven Einschätzung der Akzeptanz
ihres Körpers sowie der.
- sie diesbezüglich beeinflussenden
psychosoziokulturellen, salutogenen Faktoren und
Risikofaktoren.
- zu ihren Eßgewohneiten und ihrem Eßverhalten
sowie zu.
- gegebenenfalls von ihnen eingesetzten
gewichtsregulierenden Methoden.
In einer parallelen
Untersuchung der Lehrerinnen/Lehrer sollen erhoben
werden :
- der Informationsstand und das Problembewußtsein
über Erscheinungsformen von Eßstörungen.
- deren subjektive Einschätzung der
salutogenenFaktoren und der Risikofaktoren bei der
Entwicklung eines gesunden/gestörten Eßverhaltens
und einer positiven Einstellung zum eigenen Körper
bei ihren Schülern/innen.
- Methoden zur Einbeziehung des Themenkomplexes in
die Arbeit mit den Schülerinnen/Schülern, sowie.
- der Informationsstand über die Existenz und die
Verfügbarkeit pâdagogischen Materials zum Thema.
Die Studie kann als
Ausgangsbasis zur Entwicklung und Durchfûrhung
von môglichen/notwendigen Präventionsmaßnahmen
genutzt werden.

The general aim of the project is to stimulate
national policy implementations of the previously
proposed European strategies (the Tampere
document) for the promotion of health-enhancing
physical activity (HEPA) by further developping
and promoting the pertinent message, network and
grassrot actions in all EU countries. More
specifically it aims at :

The Ageing Well Europe Programme is an
innovative pan-European health promotion
programme for and with older people. The main
aim is to prolong active and independent life
for older people by promoting good health and
reducing illness. The programme aims to
establish national Ageing Well networks in each
Member State in collaboration with local and
national older people's organisations, in
partnership with relevant health professionals
and other organisations. The programme will
encourage project development, the spread of
good practice and dissemination of information
relevant to health promotion for older people.

comparable projects located in the regions of

OBJECTIVES
AND CONTENTS OF THE PROJECT:
This project refers to the organization of the 1st
European Conference on the Network of Health
Promoting Schools (ENHPS), aiming to stimulate the
planning of European policy and to ensure the
promotion of health of the young European citizen
during the school years and through the
educational system. A 3 days Conference and 1 day
business meeting is proposed. The Conference
includes about 300 participants and the business
meeting 60 country representatives and experts.
The Conference objective is
the countries exchange of experience from the five
years implementation of the ENHPS project in all
European Member States and in most other European
countries. The assessment and evaluation of the
project will be critically discussed together with
the successes, the problems, the needs and the
health benefits from the project of pupils,
teachers, and schools. Participants in the
Conference will be policy planners, NGOs,
teachers, students, parents, scientists,
politicians and academicians. The Conference will
conclude with a plan to be proposed to the
European Parliament including key principles for
the institutional organization of Health Promoting
Schools in Europe.

The ultimate goals of the project are :
- to stimulate all higher education and most of
the research institutions in Public health in the
Member States to develop a true european approach.
- to increase the competencies and performances of
a majority of the policy and decision-makers in
the health sector in the EU as regards a European
approach.
- to contribute to the promotion of a european
concept in the health and social in the different
Member States.
There are several options to
consider for the most appropriate infrastructure
supporting the programme, depending on where the
management and the delivery are located : one
center for everything or a centre for the
management, acting as the hub of a network of
collaborating centres in several of the Member
States for the delivery.
An incremental
implementation within a comprehensive plan of a
substainable development is probably the most
advisable way to go forward.

All earlier Community initiatives in Public Health
result in a growing interest in training
institutions and in the health professionnals
community for learning more about these
developments. A number of training initiatives are
accordingly emerging in the educational
institutions, usually under the title of European
Health Policy or of European Healthy Public
Policies.
The aim of the project is to
promote a greater and common level of information
and understanding about the health policies of the
EU in general at the level of the training
institutions notably the teachers in charge of
courses on European Health Policies and through
their training courses for the health
professionnals as well as at the level of policy
makers in the area.
The timing for such a
project is particulary suitable as those
initiatives are for most of them in their
beginning phase, and it is always easier to bring
forward common standards before programmes are
fully developped and firmly established.

Cette enquête sera conduite dans 6 Etats membres

Overall aim is the development and maintenance of
a European Network of Health Promotion Institutes
leading the development of Health Promotion in
Europe. which facilitates, stimulates and
coordinates joint projects regarding certain
themes in the field of health promotion.
In order to reach this overall aim, the following
more specific aims were the main outcomes of the
two-day working meeting of all the national
collaborators, steering committee, project staff
and a representative of the European Commission in
Helsinki, on 2-3 September 1996.
1. Facilitation of exchange of information and
experiences.
2. Development of the capacity (infrastructure,
skills, methodology) for Health Promotion.
3. Establishment of partnerships to improve
cooperation and coordination.
4. Development of the capacity (infrastructure,
skills, methodology) UHPE
5. Development of joint initiatives for Health
Promotion for socio-economically disadvantaged
groups Network.
The core-network of national
institutes will function within the wider context
of the IUHPE-Euro, linking a large number of
institutions and individuals in Europe in a much
wider professional network accross Europe. This is
in line with the philosophy of open networks,
espoused by the Commission, and therefore does
make it possible to realize a maximum of synergy
between the general aims of a professional
organisation and the more specific aims of this
network of leading institutes within this
professional organisation.
