The objectives of the project are to make use of the ECDP network to:
– evaluate and consolidate policies and strategies relating to drug problems in the towns and regions of Europe and neighbouring states;

– design, develop/improve and support programmes to reduce the risks of infection, mortality, physical and social degradation and marginalisation affecting drug users (including measures outside the ECDP network);
– provide ongoing training of policymakers, intermediaries and qualified workers in the fields of drug abuse and AIDS prevention, medical and psycho-social treatment for drug users, and their reintegration into society; creation of a network linking local and regional authorities for all purposes connected with drugs (multidisciplinary and multinational perspective);
– transfer and disseminate specialised knowledge and experience acquired, with a view to facilitating the implementation of measures to reduce the harmful effects of drugs.
