Procedure and timing (for the 2015 edition)

I. Preparatory phase
to December 2014 Deadline for Eurostat units responsible for a particular chapter/article to provide their proposals/suggestions for changes to the content of the publication to Åsa Önnerfors, Unit E4. This is your opportunity to make suggestions for changes to the content. Any proposals regarding substantial changes in the structure and content of the chapter should be made between now and Christmas 2014. The information provided will be used to produce a detailed chapter plan for each part of the publication.
Christmas to 15 January 2015 INFORMA will prepare and provide a consolidated document that details all of the proposed changes received (as well as the initial reaction from Unit E4 and INFORMA); the document will also include Unit E4 and INFORMA’s own evaluation/suggestions for changes for the next edition. The document will be circulated for approval to all concerned within Eurostat, with the aim of having agreement by the end of 6 February 2015.
6 February 2015 Deadline for comments on the detailed chapter plans to be provided to Åsa Önnerfors, Unit E4.
13 February 2015 Finalised version of the detailed chapter plans to be produced by INFORMA; no more structural changes should be made to the planned content after this date.
II. Drafting and review phase
17 March 2014 DATA EXTRACTION for maps, tables and figures — to be carried out by INFORMA. The data processing will focus on the production of the MS Excel files required as input for producing the maps as a priority action.
31 March 2014 Deadline for the delivery of data for maps by INFORMA to Unit E4 (to then be sent on to ABACO).
5 May 2014 Deadline for the first delivery of draft text, tables and figures by INFORMA to Unit E4. Deadline for the first delivery of the maps by ABACO to Unit E4.
5–19 May 2014 Eurostat production units review period for the draft text, tables, figures and maps.
19 May 2014 Deadline for comments and corrections on the maps, text, tables and figures: feedback should be sent to Åsa Önnerfors in Unit E4 by the 19 May:
  • any proposed changes made to the text should be made using the track changes feature of MS Word.
  • any proposed changes made to the MS Excel content (tables and figures) should be highlighted — shading cells that are changed or changing the font colour where changes are made or adding comment boxes with precise descriptions of changes. The formatting of the MS Excel files should not be changed as these files will already have been processed for the layout stage.
19–30 May 2014 Comments on maps will be processed by INFORMA as a priority by 23 May and provided to ABACO for any final changes to be made to the maps during the following two weeks. During the same period, any necessary changes to the text, tables and figures will be made by INFORMA.
30 May 2014 By 30 May the content should be finalised. INFORMA will address any outstanding issues and raise these/discuss these with Unit E4.
III. Completion phase
30 May 2014 The English version of the text and all tables, figures and maps should be available. Layout of the paper publication and SE articles to begin.
6 June 2014 Finalised maps to be delivered by ABACO.
20 June 2014 INFORMA to deliver finalised EN language content on Statistics Explained.

INFORMA to deliver the layout of the paper publication.

27 June 2014 Deadline for validating the EN articles on Statistics Explained, after which the English content of the publication should be available online to external users. Unit E4 to send the finalised Word documents to translation service (based on validated SE content). Deadline for Eurostat for checking the paper publication.
4 July 2014 Deadline for INFORMA to provide Eurostat Unit B6 with the final files for the 2014 edition of the Regional Yearbook for print reproduction and in PDF format for the Eurostat website.
summer/early autumn 2014 As a function of the translations being provided during the summer and early autumn, INFORMA will load these onto Statistics Explained.

Rules and principles for the publication process

  • NUTS version: please note that all of the work for the 2014 edition of the Eurostat regional yearbook should be based on NUTS 2010.
  • Data extractions: the extraction date is set for the 17th March 2014. There will not be any opportunity during the production phase to make multiple extractions of the same data. Later revisions/updates of data can not be integrated into the publication, the only exception is corrections of obvious mistakes.
  • Map production: one of the main elements of the regional yearbook is its collection of statistical maps. For detailed rules and instructions regarding the production of maps, please read a detailed article in the Regional yearbook map production tutorial. Note that the MS Excel files for map production will be produced by INFORMA based on the data that is downloaded on 17th March 2014. Another external contractor (ABACO) will be responsible for the production of the maps.
  • Colour schemes for the maps: the relevant Eurostat publication theme colours will be applied to each map as defined in the Eurostat graphical style guide. This will make it easier to reuse the same map in other publications.
  • Drafting of chapters and processing of tables and figures: all chapters will be written in English and the tables, figures and maps will be produced in English. The tables and figures will be formatted by INFORMA using the layout rules for Statistics Explained.
  • Consultation phase with Eurostat units: draft chapters will be distributed to Eurostat units (by Åsa Önnerfors) by 5th May 2014 for comments within two weeks – as such the deadline for comments will be no later than 19th May 2014. If the person responsible for providing comments will not be available during this planned two-week period, Åsa Önnerfors in Unit E4 should be contacted in advance so that a replacement may be agreed.
  • Finalisation in Statistics Explained: once comments have been integrated the chapters will be processed and appear as draft articles on Statistics Explained. The contact persons in the units will not be asked to comment upon the articles again since the content of each chapter will already have been agreed — the formatting for Statistics Explained will be checked and validated by the regional unit and the dissemination unit; all articles (chapters) of the publication should be available online within Statistics Explained before the end of June 2014.
