Procedure and timing (for the 2013 edition)

I. Preparatory phase
16th November 2012 Deadline for Eurostat units responsible for a particular statistical subject to provide their proposals/suggestions for changes to the content of the publication to Åsa Önnerfors, Unit E4. The aim is to agree on a detailed chapter plan for each chapter. This is your opportunity to give detailed input to our external contractor – Informa. Any proposals regarding substantial changes in the structure and content of the chapter should be made now, not later on in the process after the drafting/editing has begun.
30th November 2012 Informa will provide a consolidated document that details all of the proposed changes received (as well as the initial reaction from ESTAT Unit E4 and Informa); the document will also include ESTAT Unit E4 and Informa’s own evaluation/suggestions for changes for the next edition. The document will be circulated for approval, with the aim of having agreement on all of the structural changes to be made for the next edition of the Regional yearbook by Christmas.
During december 2012: Optional; individual meetings could be arranged between Eurostat units responsible for a particular statistical subject, ESTAT Unit E4 and Informa if there are any problematic or complicated issues that need to be discussed.
21st December 2012: Deadline for finalising the detailed chapter plans; no more changes should be made after this date.
II. Drafting phase
15th February 2013: DATA EXTRACTION for maps, tables and figures – to be carried out by Informa. The data processing will focus on the production of the MS Excel files required as input for producing the maps as a priority action.
1st March 2013: Deadline for the first delivery of data sets for maps by Informa to ESTAT Unit E4.
2nd April 2013: Deadline for the first delivery of draft text, tables and figures by Informa to ESTAT Unit E4.
2nd April – 9th / 19th April 2013: Eurostat production units review period for the draft text, tables, figures and maps.
9th April 2013: Deadline: comments and corrections on the maps should be sent to Åsa Önnerfors in ESTAT Unit E4 by the 9th of April; this allows almost two weeks for the maps to be finalised.
19th April 2013: Deadline for comments on the draft text, tables and figures and the final version of the maps should be sent to Åsa Önnerfors in ESTAT Unit E4 by the 19th of April, any proposed changes made to the text should be made using the track changes feature of MS Word and any proposed changes made to the MS Excel content (tables and figures) should be highlighted (either shading cells that are changed or changing the font colour where changes are made). The formatting of the MS Excel files should not be changed as these files will already have been processed for the layout stage.
26th April 2013: Informa will address any outstanding issues and raise these/discuss these with ESTAT Unit E4. Exchange e-mails (or in exceptional circumstances arrange one-off meetings) to finalise each chapter.
26th April 2013 – 10th May 2013: Informa to finalise all of the inputs required for the completion phase.
III. Completion phase
10th May 2013: The English version of the text + all tables, figures and maps will be finalised and used as an input for the paper edition and for Statistics Explained.
17th May 2013: Deadline for Informa to load the finalised EN language content onto Statistics Explained.
24th May 2013: Deadline for validating the EN articles on Statistics Explained, after which the English content of the publication should be available online to external users.
June - October 2013 During the summer ESTAT Units E4 and B6 will prepare the printed version of the publication in English and insert the German and French translations of the articles in Statistics Explained (following translation by DGT). The proof-reading, lay-out work and printing will be on-going during the summer and all pre-press work will be done by Jouve, the same layout company as in previous years. The official publication of the printed version is planned for October 2013.

Rules and principles for the publication process

  • NUTS version: Please note that all of the work for the 2013 edition of the Eurostat regional yearbook should be based on NUTS 2010.
  • Data extractions: The extraction date is set for the 15th February 2013. There will not be any opportunity during the production phase to make multiple extractions of the same data. Later revisions/updates of data can not be integrated into the publication, the only exception is corrections of obvious mistakes.
  • Map production: One of the main elements of the regional yearbook is its collection of statistical maps. For detailed rules and instructions regarding the production of maps, please read a detailed article in the Regional yearbook map production tutorial. Note that the MS Excel files for map production will be produced by INFORMA based on the data that is downloaded on 15th February 2013. Another external contractor (ABACO) will be responsible for the production of the maps.
  • Colour schemes for the maps: the relevant Eurostat publication theme colours will be applied to each map as defined in the Eurostat graphical style guide. This will make it easier to reuse the same map in other publications.
  • Drafting of chapters and processing of tables and figures: All chapters will be written in English and the tables, figures and maps will first be produced in English. The tables and figures will be formatted by INFORMA using the layout rules for Statistics Explained.
  • Consultation phase with Eurostat units: Draft chapters will be distributed to Eurostat units (by Åsa Önnerfors) by 2nd April 2013 for comments within two weeks – as such the deadline for comments will be no later than 19th April 2012. If the person responsible for providing comments will not be available during this planned two-week period, Åsa Önnerfors in Unit E4 should be contacted in advance so that a replacement may be agreed.
  • Finalisation in Statistics Explained: Once comments have been integrated the chapters will be processed and appear as draft articles on Statistics Explained. The contact persons in the units will not be asked to comment upon the articles again since the content of each chapter will already have been agreed – the formatting for Statistics Explained will be checked and validated by the regional unit and the dissemination unit; all articles (chapters) of the publication should be available online within Statistics Explained before the end of May 2013.
