Glossar: Öko-Regelungen
Öko-Regelungen betreffen Prämienzahlungen in der Landwirtschaft, die zur Schonung von Umwelt und Klima beitragen sollen. Sie sind ein Schlüsselelement des neuen Legislativvorschlags zur Zukunft der Gemeinsamen Agrarpolitik (GAP) (siehe Artikel 28 des Verordnungsvorschlags des Europäischen Parlaments und des Rates: KOM (2018) 382) und werden im Rahmen der Direktzahlungen in die GAP-Säule 1 eingebettet. Als künftige GAP-Innovation sollen diese Öko-Regelungen Landwirte unterstützen, die umwelt- und klimaschonende landwirtschaftliche Praktiken einhalten. Es ist eine Maßnahme, um Landwirte für eine nachhaltigere Betriebsführung und Flächenbewirtschaftung zu belohnen und zu motivieren, mit dem Ziel das öffentliche Gut zu erhalten. Die Teilnahme der Landwirte ist freiwillig. Die Mitgliedstaaten sind jedoch verpflichtet, ein oder mehrere Öko-Regelungen in ihre GAP-Strategiepläne aufzunehmen. Dennoch räumt es ihnen im Vergleich zu den Greening-Maßnahmen (derzeitige Direktzahlungen der GAP) mehr Flexibilität ein, da die Mitgliedstaaten den Inhalt und das Budget der Öko-Regelungen frei festlegen können. Dadurch können sie die Öko-Regelungen auf nationaler und regionaler Ebene entsprechend ihren Umwelt- und Klimabedürfnissen gestalten. Weniger Verwaltungsaufwand und jährliche Zahlungen statt Langzeitverpflichtungen tragen zu einer Vereinfachung bei.
