3.1. Data description | |||
The Continuing Vocational Training Survey (CVTS) collects information on enterprises’ investment in the continuing vocational training of their staff. Continuing vocational training (CVT) refers to education or training measures or activities which are financed in total or at least partly by the enterprise (directly or indirectly). Part financing could include the use of work-time for the training activity as well as financing of training equipment. Information available from the CVTS is grouped around the following topics: - Provision of CVT courses and other forms of CVT (training/non-training enterprises) - CVT strategies - Participants in CVT courses - Costs of CVT courses - Time spent in CVT courses - Characteristics of CVT courses - Assessment of CVT activities The CVTS also collects some information on initial vocational training (IVT). All users have equal access to statistical information. All statistical information is published at the same time – at 9 a.m. on the day of publication of statistical information as indicated in the calendar on the Official Statistics Portal. Relevant statistical information is sent automatically to news subscribers. The President and Prime Minister of the Republic of Lithuania, their advisers, the Ministers of Finance, Economy and Innovation, as well as Social Security and Labour or their authorized persons, as well as, in exceptional cases, external experts and researchers have the right to receive early statistical information. The specified persons are entitled to receive statistical reports on GDP, inflation, employment and unemployment and other particularly relevant statistical reports one day prior to the publication of this statistical information on the Official Statistics Portal. Before exercising the right of early receipt of statistical information, a person shall sign an undertaking not to disseminate the statistical information received before it has been officially published. 11.1. Quality assurance | |||
Quality of statistical information and its production process is ensured by the provisions of the European Statistics Code of Practice and ESS Quality Assurance Framework. In 2007, a quality management system, conforming to the requirements of the international quality management system standard ISO 9001, was introduced at Statistics Lithuania. The main trends in activity of Statistics Lithuania aimed at quality management and continuous development in the institution are established in the Quality Policy. Monitoring of the quality indicators of statistical processes and their results and self-evaluation of statistical survey managers is regularly carried out in order to identify areas which need improvement and to promptly eliminate shortcomings. Data quality is in accordance with principles of accuracy and reliability, timeliness and punctuality, coherence and compatibility. The main measure of error – coefficient of variation – does not exceed 5 per cent. Before the results are provided for users, additional macro statistical data quality control is performed. Statistical indicator estimates are compared with the results of the previous period and respective indicators from other statistical surveys. |

12.1. Relevance - User Needs | |||
The main users of statistical information are State and municipal authorities and agencies, international organisations, the media, research and business communities, students, whose needs are satisfied without a breach of the confidentiality principle. Statistical information is needed to analyze the continuing vocational training of employees in enterprises, it is important in shaping the lifelong learning strategy, monitoring the progress of its implementation, and making social decisions. |

12.2. Relevance - User Satisfaction | |||
Since 2005, user opinion surveys have been conducted on a regular basis. Official Statistics Portal traffic is monitored, website visitor opinion polls, general opinion poll on the products and services of Statistics Lithuania, target user group opinion polls and other surveys are conducted. In 2007, the compilation of a user satisfaction index was launched. The said surveys are aimed at the assessment of the overall demand for and necessity of statistical information in general and specific statistical indicators in particular. 13.1. Accuracy - overall | |||
The survey is carried out by sampling method. A stratified random sample is used in the survey. The sampling list is compiled on the basis of the Statistical Register of Economic Entities. Enterprises are stratified by type of activity and number of persons employed. The non-report rate is low. Data processing errors are avoided by analyzing the primary information, communicating with respondents. When calculating the estimates of the main indicators, the data are analyzed by evaluating the exceptions, data are edited. The overall accuracy of the indicators is high enough and meets the needs of users. |

13.2. Sampling error | |||
Methodology as described in the CVTS 6 manual prepared by EUROSTAT was used to derive sampling design and estimation procedures. The Statistical Business Register (SBR) was used as a source for the sampling frame. Enterprises belonging to the NACE Rev.2 categories: B, C10-C12, C13-C15, C17-C18, C19-C23, C24-C25, C26-C28 and C33, C29-C30, C16+C31-32, D-E, F, G45, G46, G47, I, H, J, K64-K65, K66, L+M+N+R+S, with 10 and more employees and with status code equal 1 (operating enterprise) were taken from the latest updated list of active enterprises to construct the sampling frame. According to the sample plan, the sample frame was stratified by 20 NACE categories and 3 size categories of the number of employees. |

Information on newly registered enterprises and enterprises which cancelled their activity is updated as these changes occur. Some enterprises reported the data by mail. Specialists of data preparation divisions of Statistics Lithuania performed the entry, logical and arithmetical control of data provided by mail. After the completion of data entry, R statistical package software was used for data coding, editing, weighting, imputation and tabulation. |

In 2021, 31.7 thousand euros were allocated for the statistical survey. In 2021, the gross sample of the survey consisted of about 3990 respondents. In 2021, the average time of respondents to fill in the Statistical Report on Continuing Vocational Training of Employed Persons (MVG-02) – 43 min. Compared to a statistical survey conducted five years ago, the statistical reporting burden has decreased by 1 hour 27 min. Statistics Lithuania pays a lot of attention to reducing the statistical reporting burden on respondents. Its obligations to implement the Law on Reducing the Administrative Burden of the Republic of Lithuania and to reduce the statistical reporting burden of the respondents are defined in the Policy of Reducing the Statistical Reporting Burden of the Respondents. Statistics are collected in the electronic statistical data production and transmission system e-Statistics. The data are presented in the statistical report on Continuing Vocational Training of Employed Persons MVG-02, approved by order No. DĮ-378 of 18 December 2020 of the Director General of Statistics Lithuania in 2020. The form of the statistical report is published at the following address: http://estatistika.stat.gov.lt/statistiniu-ataskaitu-formos.html. The statistical report form is based on the standard questionnaire provided in the Eurostat survey manual. 18.4. Data validation | |||
To ensure the quality of the statistics, the analysis of the statistics, verification and validation of the data, editing and recording of missing values are performed. Completeness and reliability of the entered statistical data are checked, data are compared with the data of the previous period, with additional data sources. Selective Editing and Hidiroglou-Berthelos methods are used to determine exceptions. In case of any questions, respondents are contacted, adjustments are made to the statistics. The analyzed statistics are transmitted for calculation of estimates. Missing values can only be recorded if there are no answers to some of the questions in the statistical survey specified in the Eurostat Methodological Manual. Data for each enterprise that contains omitted values are analyzed individually. If the enterprise does not respond to more than 50 per cent of questions, it shall be deemed not to have been settled. If the same enterprise cannot be contacted, an attempt is made to subtract the missed parameter value from the available data for the same company. If this is not possible, the "closest neighbor" method is used. |

Simple random stratified formulas are used to calculate estimates for statistical indicators. An estimate of the coefficient of variation is used to estimate the sampling error.
