3.1. Data description

The Adult Education Survey (AES) covers adults’ participation in education and training (formal - FED, non-formal - NFE and informal learning - INF). The 2022 AES focuses on people aged 18-69. The reference period for the participation in education and training is the twelve months prior to the interview.

Information available from the AES is grouped around the following topics:

  • Participation in formal education, non-formal education and training and informal learning
  • Volume of instruction hours
  • Characteristics of the learning activities
  • Reasons for participating
  • Obstacles to participation
  • Access to information on learning possibilities and guidance
  • Employer financing and costs of learning
  • Self-reported language skills

8.3. Release policy - user access

Statistics produced with the survey can be accessed through TurkStat's website. Statistics produced are made available through channels that will allow access by users of all levels and environments. Results are presented through press release and statistical tables. All users have equal access to statistical information. All statistical information is published at the same time at 10 a.m. on the day of publication of statistical information as indicated in the calendar on the official statistical portal.

Results are presented through press release and statistical tables, there is also access and use opportunity to microdata by national and international researchers within the scope of Group B Micro Data within the framework of the legislation as well. Everyone who wants to use the TR-AES-data needs to fill in an application for licence to use statistical data. The data may only be used for statistical and research purposes.

11.1. Quality assurance

AES 2022 data has been compiled in accordance with Eurostat's 2022 AES manual and the publication has been prepared taking into account Eurostat's data requirements.

11.2. Quality management - assessment

Overall assessment: The survey was mainly conducted by using CAPI method (and also few CATI interviews). The selection of two individuals from houses was a new application for 2022 AES and it is observed that this new implementation method has not changed the quality of survey according to previous implementation of AES.

The 2022 AES can be assessed as being successful regarding the overall accuracy. Indicators for which a precision threshold is provided in the AES legislation are of good quality.

The sampling error for 2022 AES is considered fairly low.

13.3.2. Measurement error

To obtain reliable responses, automatic checks were extended and implemented in the computer-based survey.

A handbook was prepared for the survey and staff responsible for the implementation of the survey got this guide.

To avoid errors due to remembering (related to costs and time spent for learning activities), respondents were allowed to make estimations.

To reduce unit non-response, households were visited (for 2 or 3 times) in different times of follow-up period

The AES 2022 questionnaire contained many logical checks and controls as well as checks for outliers, logical inconsistencies etc. And after fieldwork, in central office, needed controls, checks and transformation on coding system were done.

Field application: 3 October 2022-27 January 2023. The periodicity is every six years.

Processing system: The survey has been implemented by using CAPI system.

Processing site: SAS has been used in analyzing & controlling of data.

18.4. Data validation

The validation process is based on using CAPI method during the fieldwork. Data checking functions and warnings were integrated in the data programme. In addition to the validity checks created by Eurostat, additional checks were also implemented.

Data editing, weight adjustment for non-responses and calibration was carried out.
