Registrations is an early indicator to measure business intentions. In every country, administrative rules of registrations differ, so the quarterly data are presented as an index series to improve comparability. BANKRUPTCIES: The number of legal units that have started the procedure of being declared bankrupt, by issuing a court declaration, at any time during the reference quarter (this declaration may be provisional and does not always mean cessation of an activity). |

As for other administrative event based data, the registration delays might be a source of errors, in particular for declarations of bankruptcies. For example, there might be a delay longer than 40 days for registering a declaration of bankruptcy for the reference quarter ("data collection and access error"). Normally this would appear as an (upward) revision in the next quarter. In order to avoid bias, an estimation of late registrations might be applied ("modelling error"). |

15.3. Coherence - cross domain | |||
There are some crucial differences between quarterly statistics on these topics and final yearly data on births and deaths of enterprises. The most important difference is seen in the reported bankruptcy. There are often declared bankruptcies that do not get finalized and the enterprise will be "alive" for a considerable time after the declared bankruptcy. Declaration of bankruptcy are often used to give the enterprise some time to improve its financial position and still be "alive" after this process is done. Another way the enterprise can still be alive after the declaration of bankruptcy is if it is taken over by another enterprise. When it comes to quarterly new registrations vs. yearly births of enterprises, the biggest difference is that to be a birth there must be some activity within the enterprise not just the registration of a new enterprise but also some activity. |

All data already exist in administrative sources, the extra cost to businesses are therefore none. In publishing the data there are approx. 5 person-hours used per variable and sending data to Eurostat costs an additional 5 person-hours. |

For registered new enterprises, data comes in the form of an extraction of the business register as it is about 32 days after the end of the reported quarter. The declarations of bankruptcies are given from an extraction from the registry of all enterprises and given to Statistics Norway on a file about 20 days after the end of the reported quarter. |

There is a visual check of the file received and a comprehensive check of the numbers to determine if anything has gone wrong in the transmission of data. |
