3. Statistical presentation Top
3.1. Data description

The purpose of the statistical survey on turnover in other services is the quarterly statistical monitoring of turnover (income from sale of goods and services) in service activities as well as the measuring of the dynamics of its change and as input for National accounts statistics. The quarterly compilation of the turnover index is intended for a simple monitoring of change flows in economic development. It is suitable for short-term observations and analyses of the economic development. Just like in other short-term conjunctive statistics, the basic purpose is not the level of a particular phenomenon but rather it’s dynamic of change. The Regulation on Short-Term Statistics (Annex D) foresees the monitoring of a major part of service activities.

The survey on turnover in service sector includes all business entities (legal units, tradesmen and free lances) if their prevailing activity is one of the following:

Data of turnover in services is taken from the Tax administration (data on VAT).

3.4. Statistical concepts and definitions

Turnover comprises the totals invoiced by the observation unit during the reference period, and this corresponds to market sales of goods or services supplied to third parties. Turnover includes all duties and taxes on the goods or services invoiced by the unit with the exception of the VAT invoiced by the unit vis-a-vis its customer and other similar deductible taxes directly linked to turnover. Number of employees - defined as the total number of employees who work in the observation unit (including working proprietors, partners working regularly and unpaid family workers). Hours worked including working hours which employees are held in operating activities during the reporting quarter.

The sample frame was based on the data from the Business Register of the Statistical Office of Montenegro and includes all active businesses in the areas of:

H49 Land transport and transport via pipelines

H50 Water transport

H51 Air transport

H52 Warehousing and support activities for transportation

H53 Postal and courier activities

I55+I56  Accommodation and food service activities

J58 Publishing activities

J59 Motion picture, video and television program production, sound recording and music publishing activities

J60 Programming and broadcasting activities

6. Institutional Mandate Top
6.1. Institutional Mandate - legal acts and other agreements

The legal basis for the implementation of the survey of turnover index in other services is the Law on Official Statistics and Official Statistical System of Montenegro ("Official Gazette of Montenegro“, No. 18/12 and 47/19) and Annual plan of statistical surveys.

Implementation of the other services survey in Montenegro also relies on the following EU regulations: REGULATION (EU) 2019/2152 Framework Regulation Integrating Business Statistics – EBS.

6.2. Institutional Mandate - data sharing

Other services data series of turnover from 2010 year, were sent to Eurostat in SDMX format

Data series for all variables are calendar and seasonally adjusted using JDemetra+ software;

Data of employee and wages and salaries, in services, are transmitting to Eurostat.


7. Confidentiality Top
7.1. Confidentiality - policy

National legislation

According to the Law on Statistics and Statistical System of Montenegro, Article 54 the data collected, processed and stored for the purpose of official statistics shall be confidential, if it is on the basis of these data, either directly or indirectly identify reporting units which disclosing individual information.   

European legislation

Regulation (EC) No 223/2009 of the European Parliament and of the Council, of 11 March 2009, on the transmission of data subject to statistical confidentiality to the Statistical Office of the European Communities.

7.2. Confidentiality - data treatment

Confidential data are treated according to policy rules (see point 7.1). Data are nationally published only on the level at which they are not confidential. Individual data represent an official secret.

Data are published on 48 days after the end of the observed period. Date of publication statements is defined in the Calendar of statistics of MONSTAT.

8.3. Release policy - user access

Other services data are published 48 days after the end of the reference period, on the MONSTAT website at 11 am. The data are published in a press release (Excel and Word), in the monthly statistical bulletin (Excel and Word) and as dynamic data (Excel). When a user submits a request for information that is not on the site, we respond to him through official procedures within 15 days.

11.1. Quality assurance

MONSTAT has officially accepted the European Statistics Code of Practice. European Statistics Code of Practice in Montenegro is available on the website: http://www.monstat.org/eng/page.php?id=5&pageid=5.

For the systematic and standardized approach to quality, the Quality Management Framework was adopted by MONSTAT. Clear intention is expressed to take further steps towards full compliance with the European Statistics Code of Practice.

11.2. Quality management - assessment

Quality is monitored throughout all stages of data production, by the responsible statisticians, according to specifications for concrete surveys. Data collection, data capture and processing are usually subject to this monitoring (similarly as timeliness and punctuality).

In the framework of the organization of statistical surveys, selected quality aspects are part of preparing staff involved in statistical production.


12. Relevance Top
12.1. Relevance - User Needs

Main users of data are: Ministry of Finance, Ministry of Economy, Chamber of Commerce, research institutions, companies engaged in trade, statistics of National accounts, and other sectors inside MONSTAT, as well as general public.

12.2. Relevance - User Satisfaction

Customer satisfaction survey is not yet available at the level of research. All users request was fulfilled and based on that, we have concluded that users are satisfied with our survey. At the level of institutions is available online survey: http://www.monstat.org/eng/anketa.php

12.3. Completeness

From 2010 to 2018 survey is done on the basis of a sample includes companies that are registered in sections G, H, I, J, K, L, M, N, P, Q, R.

From january 2018 we start to use administrative data sources - Tax administration (VAT data) by recomended groups. Now, we are able to satisfy all recomendation from REGULATION (EU) 2019/2152 Framework Regulation Integrating Business Statistics – EBS

13.1. Accuracy - overall

The quarterly other services survey results are based on administrative data and are subject to the usual types non-sampling errors, measurement errors, processing errors and non-response. This is the full coverage survey.

13.3. Non-sampling error

Response rate for this survey is 100% so the non-sampling errors have not any impact.


14. Timeliness and punctuality Top
14.1. Timeliness

The first results are published around 38 days after the end of the reference quarter.

 

14.2. Punctuality

Deadlines for publishing have been complied in accordance with the calendar of release. There is no time lag between the actual delivery of the data and the target date when it should have been delivered.


15. Coherence and comparability Top
15.1. Comparability - geographical

Methodology of our other services survey is the same as in other European countries, that is the reason why our data are comparable geographically with data of other EU countries.

15.2. Comparability - over time

15.3. Coherence - cross domain

The data from other areas of economic statistics (Structural Business Statistics, National Accounts, Tourism statistics, Transport statistics…) are used to do cross-checking the data.

15.4. Coherence - internal

Data are internal coherent. Higher level aggregations are derived from detailed indices according to well-defined procedures.

Financial resources required for the implementation of this survey are defined by the budget of Statistical Office of Montenegro.

17.1. Data revision - policy

The revision policy is applied nationally and in transmissions to Eurostat.

17.2. Data revision - practice

Significant revisions have only been made to reflect changes in methodology. We update figures all the time in the new press release with the remarks. The biggest revision is happen when we change base year.

Routine revisions, related to replacing estimated data with the subsequently reported data, are not carried out, because all data are available according to the deadlines.

If error occurs, corrected data are published in the next issue of First release. Data changed in relation to the first released are disseminated with a comment.

The requiered indicators MR and MAR has not been calculated yet.

18.2. Frequency of data collection

Quarterly.

18.3. Data collection

Data are collected from administrative VAT data.

18.4. Data validation

Data validation is done thru control of individual data and control of aggregated data and indices. In order to ensure data quality, simultaneously with collecting and manual coding, data are visually checked by statisticians for missing, invalid or inconsistent values, and if needed manually corrected. Checking is done during the process of data entry and after data entry. Data checking is performed in accordance with the defined criteria for control (automatic validation) and error corrections are carried out. Data are compared with the previous period of the same year, as well as with same period of previous year. If necessary, the respondents are contacted in order to clarify the deviation. There is the remark field in the questionnaire for any explanation of the unit (especially for the case of large increase or decrease in turnover compared to the previous quarter). Moreover, there is possibility to report the corrections of turnover for the previous quarter.

Statistical results (aggregated data) for the reference quarter are also compared to the results of the previous quarter and with the corresponding quarter of the previous year at each level of aggregation.

18.5. Data compilation

In case of non-response, imputation is done for large non-respondents based on previous values for the same enterprise or value of the previous period multiplied by the growth rate of the equivalent period of the previous year; the other units are treated by reweighting (weights are adjusted to take account of non-response).

 

18.6. Adjustment

First adjustment data of services are sent to Eurostat in 2018. Please see in attachment ANNEX1.
