3.1. Data description
Service producer price index (SPPI) provide measures of the average movements of prices, valued at basic prices received by domestic service producers. SPPIs are therefore a subset of output producer price indices (PPIs). Each individual industry-specific index describes the average movements of prices in that industry. The data are published in the form of quarterly series of base and chain SPPI indices. SPPI indices are presented in a gross, unadjusted form, they are not adjusted for seasonal influences and calendar days.
3.2. Classification system
Classification of Economic Activities of Bosnia and Herzegovina (KD BiH 2010) is used which is fully harmonized with European Classification of Economic Activities (NACE rev.2). Classification of Products by activities BiH 2016 (KPPD BiH 2016), fully harmonized with all 6-digit levels of CPA 2.1.

The SPPI survey cover businesses entities/legal units which are according to the KD BiH 2010 registered in the following NACE activities:
H 49.41 - Road freight transport;
H 52.10 - Warehousing and storage;
H 53.10 - Postal activities under universal service obligation;
H 53.20 - Other postal and courier activities;
J 61 - Telecommunications;
M 71.1 - Architectural and engineering activities and related technical consultancy;
N 80 - Security and investigation activities;
N 81.2- Cleaning activities.
The SPPI survey covers the whole territory of Bosnia and Herzegovina. Entrepreneurs are not included.
3.4. Statistical concepts and definitions
Services Producer Price Index (SPPI) is defined as an output price index for the service production of resident enterprises. That means that SPPI measures the changes in producer prices for services performed by resident enterprises in BiH. Service producer prices represent the invoiced price for services provided by the service providers, to the users of these services, i.e. enterprises or physical persons. The appropriate price measure is the transaction price reflecting the revenue received by the service provider for services actually sold to customers. They should take into account any applicable discounts, rebates, surcharges, etc. that may apply to the customers. Because the price reflects revenue received by the service provider taxes on services should be excluded from prices whereas subsidies on products received by the producer, if there are any, should be added. Producer (output) prices are monitored from the point of view of service providers as opposed to consumer prices that are monitored from the point of view of end users.
Based on the quarterly survey of producer prices of services in BiH, the quarterly price index is calculated on the basis of collected representative prices, relating to the commercial service for the domestic or foreign market (export), exclusive of VAT. Imported services are not in the scope of quarterly survey of SPPI. Survey methodology is completely harmonized with the one prescribed by new Regulation (EU) 2019/2152 of the European Parliament and of the Council on European business statistics and Implementing Act no. 2020/1197 (hereinafter EBS regulations) as well as with the Methodological Guide for Developing Producer Price Indices for Services (OECD, Eurostat, 2014, Second Edition).
3.5. Statistical unit
Reporting units are enterprises and KAUs that are according to the main activity in the Statistical Business Register registered within respective service activities that are listed in 3.6, as well as a minor extent business entities/legal units which are classified according to the main activity in other activities but also perform one of the listed service activities (KAUs). KAUs are included in the sample in case when there are not enough business entities registered in the selected main activity or when KAU is important for that SPPI activity. Selection of statistical units was done by using top-down method by realized turnover within each service industry. The breakdown of services is based on Classification of Products by activities BiH 2016 (KPPD BiH 2016) which is fully harmonized with all 6-digit levels of CPA 2.1. To keep the Index up-to-date in the long term, the population of the reporting units (enterprises and KAUs) included in the sample is reviewed annually. The selected sample is representative at the level of Bosnia and Herzegovina, as well as at the levels of the Federation of BiH, Republika Srpska and the Brčko District of BiH. Entrepreneurs are not included.
3.6. Statistical population
Statistical population are business entities /legal units which are, by the main activity in the Statistical Business Register registered within following service activities:

Entrepreneurs are not included in the SPPI survey.
3.7. Reference area
The SPPI survey covers business entities/legal units on the whole territory of Bosnia and Herzegovina.
3.8. Coverage - Time
SPPI cover time series for for Road freight transport, Warehousing and storage, Postal activities under universal service obligation, Other postal and courier activities and Telecommunications from Q1 2015.
For Cleaning activities and Security and investigation activities from Q1 2017 and Architectural and engineering activities and related technical consultancy from Q1 2018. Data are regulary published on quarterly basis.
3.9. Base period
SPPI is calculated on the base (2015) year, and used in the calculation of the indices from January 2018 till the end of 2023 (not for all activities see 3.8). The new base year 2021 is implemented from January 2024.
Data are published as base and chain indices (in %).
Reference period is a calendar quarter.
6.1. Institutional Mandate - legal acts and other agreements
- Law on Statistics of BiH (Official Gazette of BiH No. 26/04 and 42/04), as well as laws on statistics of the entity statistical institutions. Agency for statistics of Bosnia and Herzegovina is responsible for data collection, data processing and data publishing for the state level (BiH level) as well as for implementation of methodologies in all three statistical institutions in BiH in a unique way;
- Multi-annual statistical work programmes for BiH (2021 – 2024) and Annual work plans of BiH;
- Strategy for development of statistics of Bosnia and Herzegovina 2030;
- International recommendations and manuals (Eurostat, IMF, UN);

6.2. Institutional Mandate - data sharing
- Data delivery/exchange between the Entity Statistical Offices (Republic Statistical Office of Republika Srpska and Federal Institute for Statistics of the Federation of BiH) and the Agency for Statistics of BiH is regulated by the Laws on statistics, as well as an Agreement on the exchange of data between all three statistical institutions;
- Data delivery to external users - state institutions in the country which is regulated by the Law on Statistics and other laws that regulate the work of state institutions (eg. Directorate for Economic Planning BiH; Ministry of Finance of BiH; Central Bank of BiH etc.);
- Statistical Office of the European Union (Eurostat);
- Internal users in the BHAS (national accounts, branch statistics);
- Other users (students, academic community, individual users, etc.) in accordance with special procedures defined by the Agency and with the individual agreements signed.
7.1. Confidentiality - policy
Law has regulated confidentiality of statistical data, and staff conducting statistical survey are obliged, under the same legislation, to protect confidentiality. The Law on Statistics of BiH (Official Gazette of BIH 26/04 and 42/04 - Chapter XI - Articles 23-29) sets forth the principle of confidentiality as one of the main principles. The Agency for Statistics of BiH disseminates statistics in accordance with the statistical principles of the European Statistics Code of Practice, and especially with the principle of statistical confidentiality.
7.2. Confidentiality - data treatment
All collected data are treated as confidential and used only for statistical purposes. The document titled “Rules on Protection of Statistical Data in the Agency for Statistics of BiH” contains the procedures for ensuring confidentiality during data collecting, processing and dissemination - including protocols for securing individual data being accessed, rules defining confidential cells in the output tables and procedures for detection and prevention of subsequent disclosures, as well access to micro-data for the research purposes.
8.1. Release calendar
Release calendar for Statistical Press Releases in BiH is published in advance for the entire year and it contains detailed information about all publications planned to be published. In December every year, Agency for statistics of BIH publishes on a website a calendar with accurate dates and time of publication of statistics for the next year (release calendar is published on the website and in .pdf format). Deadline for publishing the Services Producer Price Index (SPPI) is 55 days (t+55) after the end of referent quarter (t), in example: 25.05. for the first quarter.

8.3. Release policy - user access
SPPI press releases are published in accordance with the defined Release calendar on an exactly specified date, on the Agency’s website. If the release is delayed, the relevant information are posted on the website and a new date/time schedule is announced. All publications for users are available in 4 languages, including 3 local languages and English version. Users do not have access to new data prior to their official publication on the AgencyS’s website, nor is it possible for them to be granted access to the data earlier.
The principle that all users should have equal access to statistical data on an unbiased bases is set out in Article 8, paragraph (2), subparagraph h) and Article 19, paragraph (2) of the Law on Statistics of BiH, and BHAS consistently implements it in practice.
The Services producer price index (SPPI) for BiH is disseminated on a quarterly basis.
10.1. Dissemination format - News release
Press release of the Services Producer Price Index is published 55 days after the end of reference period (t+55) in accordance with the defined date of publishing in the Release calendar, at 11 o’clock, on the Agency’s website: www.bhas.gov.ba in pdf and as a hard copy, upon request. 11.1. Quality assurance
BHAS follows the recommendations for quality management and organisation provided in the European Statistics Code of Practice (CoP) and implements the guidelines provided in the European Statistics System Quality Assurance Framework (QAF). 11.2. Quality management - assessment
The Services Producer Price Index (STPP) is an important STS indicator of economic activity of the country, which helps government bodies and companies from the private sector in the decision-making process. The data obtained by this survey are used for macroeconomic analysis and as deflators for measuring the real value of services turnover at constant prices. In addition, they are used to estimate the overall results of the service sector in BiH, as well as for calculation of national accounts. Survey results may also be used for a comparison of average price changes and for an analysis of other aspects of running businesses (costs, productivity, for creating an escalation clause in a contract, etc.) in BiH. SPPI is calculated and published for BiH in accordance with the internationally recommended methodology applied by all three statistical institutions in BiH in a harmonized manner. Data are published on a regular quarterly basis, accurately and on the same date, and are available to the users. SPPI is also internationally comparable because it‘s produced in line with EU and international concepts, definitions and classifications. In addition, it is comparable from the time distance and frequency of publishing, and it is comparable with other STS surveys and national accounts (NA).
12.1. Relevance - User Needs
Key users of the SPPI data are: BiH Directorate for Economic Planning within Council of Ministers of BiH; Central Bank of BiH, Eurostat and UN Statistics Division (UNSD). Users of the data are also business entities - enterprises, commercial banks, media and general public. Internally, data are used in the National Accounts for the production of Gross Domestic Product and for comparisons and controls in the Short-term Business Statistics.
12.2. Relevance - User Satisfaction
The Agency for Statistics of BiH is conducting a user satisfaction survey, carried out in 2023. This survey is conducted in 3-annual periodicity. The total of 242 users were asked to respond to the questionnaire and 61 users provided their responses. Most interviewees visit the internet site and use the Agency’ statistical data occasionally (44.0%) or monthly (18.0%), at the same time, our website is daily visited by 10.0% interviewees. Most interviewees are interested in the statistical field of employment and salaries (56.0%). Report on the conducted survey is posted on the Agency’s website and is available to the users only in local language:
Users’ main needs for data pertain to the website notification format. Namely, for the purpose of easier data management and their analysis, pdf format of the notification does not suit the users’ needs and efforts are being made for excel tables to also be posted.
12.3. Completeness
Having in mind the requirements from the EU Regulation 2019/2152 on European business statistics and Commission Implementing Regulation 2020/1197, which refers to the level of detail for SPPI (130201 Producer prices (PRON)), as well as the length of time series, all requirements are still not met. Development of SPPI’s for new six service industries is in progress.
13.1. Accuracy - overall
Quarterly service producer prices data are obtained by using the reporting method, using the separate paper questionnaires (K KPS: SPPI CEST, SPPI SKL, SPPI UP, SPPI KURIR, SPPI ARHI/INŽ, SPPI ZAŠT and SPPI ČIŠĆ) and represent the basis for the calculation of a respective SPPI. Considering a very high response rate for STI (approximately 98.0%) the overall accuracy is very good. The data must be filled in before compiling the data for all reporting units in the sample (reporting units are called or visited, if it is not possible to get the data after that, imputation is performed). Every quarter the revised data of previous quarter, if any, are published.
13.2. Sampling error
There is no estimation available, nor has the sampling error been assessed. It is very difficult to calculate it, because of use of cut-off method for selection of the reporting units.
13.3. Non-sampling error
Measurement errors may occur during the filling of questionnaire by the reporting units and also during the data entry into the SPPI-IT application. The first data validation, a so-called visual data validation, is performed during the receiving data from the field (uncompleted data, illegibly entered data, etc.). After entering collected data from the questionnaires into the SPPI IT application, database with raw data is created. Afterwards micro-data is automatically validated at the company level, trough previously established logical controls in SPPI IT application. Primary data validation is performed by the Entity Institutes for Statistics – FIS and RSIS. A branch office of the Agency for Statistics of BiH in the Brčko District of BiH controls the data validity for the Brčko District of BiH. Additional controls are only possible at the level of aggregation at which the Entity Institutes submits their respective data to the Agency for Statistics of BiH. In case of non-response of reporting unit, we use appropriate imputation methods. This is done through the IT application.
Unit non-response rate: The total non-response rate is approx. 2.0%. In cases of unit or item non-response, consistency check is extensive contact with reporting units. If unsuccessful in contacting these units, treatment of non-response is imputation. In case of contract pricing, imputation could be “carry forward” method, in other cases use of average movements of the respective service group or use of other sources. In case of unit non-response for several consecutive quarters, it could be rotating of the sample (replacing unit which does not respond with new one). In cases when item non-response appears, because services are no longer offered, new or substitute services should be reported using overlap approach.
14.1. Timeliness
Data collection for SPPI is done on quarterly basis. Reporting units have 30 days (t+30) after the reference quarter for submitting data. Eventually, few more days are available for re-calling of reporting units, which did not delivered the report in order to get the data for all reporting units. Data for the BiH level are published in average 55 days after the end of the reference quarter (t+55). First results shall become final on the date of publication of the press release for the next quarter.
14.2. Punctuality
There is no discrepancy between the published and the actual date of publication (according to the Release Calendar). All four SPPI press releases are published on the date of publication as foreseen in the Release Calendar.
15.1. Comparability - geographical
Considering that methodology of the SPPI survey is harmonised with the EU Regulation 2019/2152 on European business statistics and Commission Implementing Regulation 2020/1197 as well as with Eurostat's recommendations for this statistical area, the data are comparable with those of EU member states.
15.2. Comparability - over time
The data series for Road freight transport, Warehousing and storage, Postal activities under universal service obligation, Other postal and courier activities and Telecommunications data on SPPI have been available since first quarter of 2015. For Cleaning activities and Security and investigation activities data on SPPI have been available since first quarter of 2017 and for Architectural and engineering activities and related technical consultancy data on SPPI have been available since from first quarter of 2018. Starting from Q1 2024, respective SPPI series calculated on the base year 2015 (2015 = 100) have been recalculated to the new base year (2021=100), in order to ensure comparability over time.
15.3. Coherence - cross domain
SPPI survey is fully harmonised with the requirements of EU Regulation 2019/2152 on European business statistics and Commission Implementing Regulation 2020/1197. Approximately, it is possible to compare SPPI data with the deflators used for the quarterly Gross Domestic Product, and in most cases, the data are consistent.
15.4. Coherence - internal
Data are internally comparable for the whole available time series data. SPPI are fully coherent on different aggregation level by NACE activity (class, group, division and total) for the observed data set. Data coherence is ensured by applying the single compilation method (calculation) and the weighting system.
Data on quarterly SPPI survey are collected using paper questionnaires and e-mail which requires a significant funding and human resources. Data are collected by three statistical institutions, the Federal Institute for Statistics of the FBiH for the territory of the Federation of Bosnia and Herzegovina, Republic Statistical Office of Republika Srpska for the territory of the Republika Srpska and the Agency for Statistics of BiH for the Brčko District. Approximately, 3 people are involved in data collection process and data compilation process on quarterly basis. In addition, one IT expert per institution is responsible for development and maintenance of IT application (30% of his working time). All three statistical institutions have very high costs of printing the questionnaires, postal and telephone costs. Response burden is not very high, approximately 15 minutes for fulfilling the questionnaires per respondent.
17.1. Data revision - policy
There is no officially defined data revision policy, except in the case of an error when the published revised data are marked as "corrected data ". Then the explanation is given to all users about the reason for the data correction/revision.This is published in the official publication as well as on the website of the Agency. After publishing corrected data on the website of the Agency, these data are also transmitted to Eurostat.
17.2. Data revision - practice
The regular quarterly SPPI press release contains preliminary data that refer to the reference quarter. Regular revisions are minimal. Regular data revision implies when publishing data for the next quarter, the published data for the previous quarter (t-1) are revised in accordance with the information submitted by the reporting units. The revised data are published in the first subsequent release. Usually, big revisions are done in a way that representatives of all three statistical institutions have to discuss together and agree on new proposed Statistical Standards/methodologies that will require data revision. Main changes in the methodology, a change of the base year and similar shall be published on the Agency’s website. All methodology changes are thoroughly explained in the Press release, in the section Methodological Notes.
18.1. Source data
Quarterly SPPI survey is main data source, and data are collected directly from reporting units by using statistical questionnaires (K KPS: SPPI CEST, SPPI SKL, SPPI UP, SPPI KURIR, SPPI ARHI/INŽ, SPPI ZAŠT and SPPI ČIŠĆ). Data collection on SPPI survey is carried out by using paper questionnaires (ordinary mail) and e-mail. The source of data for filling in the data on annual turnover and prices in SPPI questionnaire is sales manager/ CEO of enterprise or other relevant documentation of the enterprise. The main observed variables are the value of realized turnover of business entity in previous year, excluding VAT and representative prices for previous and reporting quarter of the business entity registered in the respective service activity.
18.2. Frequency of data collection
Frequency of data collection for SPPI is quarterly, with the deadline for data delivery 30 days (t+30) for the referent quarter (t).
18.3. Data collection
The SPPI survey is conducted by using reporting method (paper questionnaires) which means that a business entity send the filled in questionnaires (within a set deadline) to the cantonal statistical office of the FIS, regional office of the RSIS or the BHAS branch office in the Brčko District. At the beginning of the year, set of four questionnaires for each SPPI service industry are sent by post to all reporting units with the aim of collecting quarterly data. Data collection on SPPI survey is carried out by using paper forms (ordinary mail) and e-mail.
18.4. Data validation
Data entry and validation are done by the authorized entity statistical offices for the territories of the entities, and for the Brčko District of BiH it is performed by the Branch office of the Agency for Statistics of BiH. Logical controls (large increase) and detecting of outliers are performed in the process of submitting and entering data into the SPPI IT application. Entity institutes submit to the Agency all data (in the prescribed and harmonised forms) necessary for the compilation of the SPPI for state level. Cross checking of the data, examination of inconsistencies (considerable increase or decrease in prices) and detecting of outliers are done. In case of any inconsistencies, data are returned to the Entity statistical institutes for checking and verification. Entity institutes re-control the data, and if it is necessary they re-call the reporting units by phone or visit the reporting units. Data validation is also done automatically by SPPI IT application. The following set of formal and logical controls are defined for data editing:
- For inliers, the logical control is occurrence of 5 (five) consecutive quarters without price change, with standardised reasons as consistency check.
For outliers, the logical control is a control range for both unit values and price developments, e.g. ± 10 %, also with standardised reasons as consistency check. A control range for unit values should be revised periodically based on previous data, e.g. for the previous 8 (eight) quarters.
18.5. Data compilation
The SPPI in BiH is calculated in a hierarchical system, where the collected prices are initially divided into CPA-groups which are the most detailed groups of services. The CPA-groups are then aggregated into so-called elementary aggregates for which basic prices are calculated as geometric Jevons Indices. Elementary indices are calculated on the basis of basic prices between two or more periods. The developments of the basic prices are therefore equal to the total price change for a given industry. The elementary indices are subsequently weighted together as aggregated price indices. The Laspeyres’ formula is applied for the calculation. Weights are turnover shares of a one service group in a total turnover of every single enterprise included in the respective service group. This leads to the calculation of a total activity index as a weighted price index average of all service groups. Chain index consists of a series of subsequent indices each of which is linked with its predecessor. Linking includes multiplication of values of each subsequent index by value of its predecessor in an overlapping period so that the base period of a successor is the same as predecessors. In line with the EU Regulation No. 2020/1197, the use of the base (2021) year from January 2024 in EU member states is prescribed.

Entrepreneurs are not included in the SPPI survey.
The SPPI survey covers business entities/legal units on the whole territory of Bosnia and Herzegovina.
Reference period is a calendar quarter.
Quarterly service producer prices data are obtained by using the reporting method, using the separate paper questionnaires (K KPS: SPPI CEST, SPPI SKL, SPPI UP, SPPI KURIR, SPPI ARHI/INŽ, SPPI ZAŠT and SPPI ČIŠĆ) and represent the basis for the calculation of a respective SPPI. Considering a very high response rate for STI (approximately 98.0%) the overall accuracy is very good. The data must be filled in before compiling the data for all reporting units in the sample (reporting units are called or visited, if it is not possible to get the data after that, imputation is performed). Every quarter the revised data of previous quarter, if any, are published.
Data are published as base and chain indices (in %).
The SPPI in BiH is calculated in a hierarchical system, where the collected prices are initially divided into CPA-groups which are the most detailed groups of services. The CPA-groups are then aggregated into so-called elementary aggregates for which basic prices are calculated as geometric Jevons Indices. Elementary indices are calculated on the basis of basic prices between two or more periods. The developments of the basic prices are therefore equal to the total price change for a given industry. The elementary indices are subsequently weighted together as aggregated price indices. The Laspeyres’ formula is applied for the calculation. Weights are turnover shares of a one service group in a total turnover of every single enterprise included in the respective service group. This leads to the calculation of a total activity index as a weighted price index average of all service groups. Chain index consists of a series of subsequent indices each of which is linked with its predecessor. Linking includes multiplication of values of each subsequent index by value of its predecessor in an overlapping period so that the base period of a successor is the same as predecessors. In line with the EU Regulation No. 2020/1197, the use of the base (2021) year from January 2024 in EU member states is prescribed.
Quarterly SPPI survey is main data source, and data are collected directly from reporting units by using statistical questionnaires (K KPS: SPPI CEST, SPPI SKL, SPPI UP, SPPI KURIR, SPPI ARHI/INŽ, SPPI ZAŠT and SPPI ČIŠĆ). Data collection on SPPI survey is carried out by using paper questionnaires (ordinary mail) and e-mail. The source of data for filling in the data on annual turnover and prices in SPPI questionnaire is sales manager/ CEO of enterprise or other relevant documentation of the enterprise. The main observed variables are the value of realized turnover of business entity in previous year, excluding VAT and representative prices for previous and reporting quarter of the business entity registered in the respective service activity.
The Services producer price index (SPPI) for BiH is disseminated on a quarterly basis.
Data collection for SPPI is done on quarterly basis. Reporting units have 30 days (t+30) after the reference quarter for submitting data. Eventually, few more days are available for re-calling of reporting units, which did not delivered the report in order to get the data for all reporting units. Data for the BiH level are published in average 55 days after the end of the reference quarter (t+55). First results shall become final on the date of publication of the press release for the next quarter.
Considering that methodology of the SPPI survey is harmonised with the EU Regulation 2019/2152 on European business statistics and Commission Implementing Regulation 2020/1197 as well as with Eurostat's recommendations for this statistical area, the data are comparable with those of EU member states.
The data series for Road freight transport, Warehousing and storage, Postal activities under universal service obligation, Other postal and courier activities and Telecommunications data on SPPI have been available since first quarter of 2015. For Cleaning activities and Security and investigation activities data on SPPI have been available since first quarter of 2017 and for Architectural and engineering activities and related technical consultancy data on SPPI have been available since from first quarter of 2018. Starting from Q1 2024, respective SPPI series calculated on the base year 2015 (2015 = 100) have been recalculated to the new base year (2021=100), in order to ensure comparability over time.
