Reference metadata describe statistical concepts and methodologies used for the collection and generation of data. They provide information on data quality and, since they are strongly content-oriented, assist users in interpreting the data. Reference metadata, unlike structural metadata, can be decoupled from the data.
The Index of production for services describes the monthly volume development within market-oriented service industries. The statistics cover the main industry areas from H to N, except K, L, M701, M72 and M75, as defined in Standard Industrial Classification (SN2007).
The data set contains unadjusted, calendar adjusted and seasonally adjusted series.
The index of production for services is designed to be an indicator of the economic cycle and is calculated by deflating the turnover index for service activities by producer price indices for services and consumer price indices.

The statistics is produced by already edited and quality controlled data from other statistics. In addition, several controls, overviews and figures are analysed for the calculated figures.

Primary users of the statistics are public sector agencies (Central Bank of Norway, Departments, etc.), private sector agencies and organisations within the industries. The statistic is used to analyse and monitor the development of the economy. At Statistics Norway the statistics is used by the Division for National accounts and other research and analysis activity.

13.1. Accuracy - overall
The first publication of the production index was in march 2025 for historically time series from january 2019 to january 2025. The monthly figures for 2024 will not be revised.
For future releases: The first release of the monthly volume index will be revised by final quarterly producer price indices when those are available. In average the final results will be published two months after the first release.
13.2. Sampling error
The index of service production is calculated by deflating turnover index by suitable price indices.
The monthly coefficient of variation for the total turnover (exclusive L38) is between 0,41 and 1,38 in 2024. for further details, see metadata for the turnover index.

Major non-respondents are contacted prior to publication of final results to obtain response.

For January 2025 and after, provisional figures will be published montly, and revised quarterly.
Data are published on a national level, thus there is no comparability between regions. The statistics are produced according to Council Regulations, thus comparable with other EU countries under the same regulations.

The production index is produced for the same industries as the structural business statistics and the turnover index.

The statistics is produced by use of already collected data and statistics, mainly from the Turnover index for service activities and the Producer price indices for services. There is therefore normally no extra burden to businesses, but the production implies some extra costs for the statistical authorities. As the prodution system for the index of production is part of the system for the turnover index, it is not possible to measure these costs in person-hours separately.

For 2024 all published figures are final and no preliminary figures are released. For later periods, preliminary figures will be published monthly, and revised quarterly, simultaneously with scheduled release of new monthly indices for the first month of the quarter.

The statistics are produced by use of data from the Turnover index for service activities and the Producer price indices for services, both produced by sample surveys.

Turnover from the Turnover index are collected monthly, while prices are either collected monthly (for the Consumer price index) or quarterly (for the Producer price indices for services).

Data collected by sample surveys for the Turnover index for service activities and the Producer price indices for services are used as input for the Production index.

The production (volume) index is published as unadjusted, calendar adjusted, seasonally adjusted, smoothed seasonally adjusted figures, and seasonally adjusted, three-month moving average.
The index is an L-type index, calculated by deflating the turnover index for service activities by producer price indices for services and conusmer price indices. The index for each new reference period is calculated by comparing its value directly with the base period (month) value.
The one-month overlap method is used for chain-linking. First the volume index at elementary level (NACE Group level) is calculated by deflating the turnover index by relevant price indices, both turnover and prices are set in relation to the previous January. The chain-linking is done by linking the volume index set in relation to the previous January by the volume index that measures the development from the reference year to the previous January. The published volume index at NACE Divisions, NACE Sectors and total aggregate for service activities are calculated by using value added from SBSas weights.
The weights are updated yearly by a forecast for value added for period y-1. The forecast is made using value added for period y-2 and the VAT rate of change for period y-2 to y-1.

The value index is deflated using an appropriate producer price index to produce a volume index.

Time series decomposition of Producer price indices for services is done by first forecasting the quarterly price indices by use of an ARIMA model, then second decomposit the qaurterly series to monthly by linear interpolation with rescaling as descirbed in Eurostat Guide on Deveopinmg an Index of Services Production (ISP).
The first published value index are preliminary figures, calculated by deflating the final turnover index by forecasted producer price indices. The preliminary volume index is revised when producer price indices for services are available.
The index of services production follows a similar seasonal adjustment template as the index of services turnover.
