3.1. Data description
The Industrial Production Index (IPI) is one of the short-term business statistics (STS) indicators used to measure changes in the volume of industrial production on a monthly basis. It is a key indicator of economic development and is used, in particular, for the early identification of turning points in economic activity. The two short-term surveys in Ukraine cover economically active units – business entities accounting for at least 90% of the volume of production by product and 80% of turnover by economic activity.
3.2. Classification system
The Nomenclature of Industrial Products (NPP-2023) is harmonised with the Statistical Classification of Products by Activity (CPA, ver. 2.1), is based on the List of Industrial Products for the EU (PRODCOM, 2023) and includes energy products. The degree of correspondence with the CPA is identical at the subcategory level, with PRODCOM at the level of product types. The NPP, with some exceptions, is harmonised with the Harmonised Commodity Description and Coding System (HS)/EU Combined Nomenclature (CN). Classification of Economic Activities (KVED) is harmonised with the Statistical Classification of Economic Activities in the European Community (NACE Rev. 2). Main Industrial Groupings (MIGs) are used in accordance with the classification established by Commission Implementing Regulation (EU) No 2020/1197.
3.3. Coverage - sector
The following activities are covered: Mining and quarrying, Manufacturing, and Electricity, gas, steam and air conditioning supply (Sections B, C and D, excluding Group 35.3) of KVED (NACE Rev. 2) Within industrial statistics, no estimate of unregistered activities is made. This estimate is made in the compilation of gross domestic product (GDP).
3.4. Statistical concepts and definitions
The Industrial Production Index in Ukraine is an indicator of changes in the volume of industrial production and is calculated as a weighted average of the corresponding individual indices for each product. The variables, definitions and frequency of data compilation are in line with Regulation (EU) 2019/2152 of the European Parliament and of the Council of 27 November 2019, in conjunction with Commission Implementing Regulation (EU) 2020/1197.
3.5. Statistical unit
The statistical unit is a legal entity, a separate subdivision of a legal entity, and an individual entrepreneur. The local kind-of-activity unit (local KAU) is used to define the population of units.
3.6. Statistical population
The object of statistical observation (target population) is business entities that produce industrial products and whose activities (principal and/or secondary) according to the KVED belong to sections B, C, D, as well as other sections - if the enterprise holds a license or other authorization for the production of a specific type of industrial products which, in accordance with current legislation, is subject to state regulation. The general population of statistical observation units is formed on the basis of statistical survey data "Statistical business register". The population of statistical survey units is formed by including units from the target population that exceed the established thresholds for the average number of employees: more than 50 persons for economic activities in Sections B, C (excluding Divisions 10 and 18) and D of KVED; more than 40 persons in Division 10; and more than 20 persons in Division 18. Units with fewer employees but significant output volumes are also selected to ensure an adequate level of coverage of industrial production. The population of statistical survey units also includes individual entrepreneurs that submit the monthly survey form and constitute a stable panel of respondents. Approximately 9000 statistical survey units are included in the survey each month.
3.7. Reference area

Methodology for calculating the integral production index (taking into account industrial production and construction output indices), approved by Order No. 224 of the State Statistics Committee of Ukraine of 2 August 2005 (as amended by Order No. 91 of the State Statistics Service of Ukraine of 14 March 2013), in terms of the calculation of the Industrial Production Index. The documents are available in Ukrainian.
10.7. Quality management - documentation
The Standard Quality Report is available, but requires updating.
11.1. Quality assurance
To ensure quality, the State Statistics Service of Ukraine has implemented a Quality Policy in state statistics bodies (the document is available in Ukrainian) in accordance with the Law of Ukraine "On Official Statistics", the Regulation on the State Statistical Service of Ukraine, and the European Statistics Code of Practice. Quality assurance covers all stages of statistical production, including the collection, validation, processing, dissemination and revision of statistical data. Regular monitoring and assessment of the quality of the Industrial Production Index are carried out to ensure the relevance, accuracy, timeliness, coherence and comparability of statistical information.
11.2. Quality management - assessment
During the production of the Industrial Production Index, procedures are applied to ensure the completeness, consistency and reliability of data. Data analysis includes checking their compliance with the methodology, monitoring significant changes and atypical values, as well as performing logical and arithmetic checks of the reported data. In cases of non-response, imputation procedures may be applied in accordance with established rules to minimize the impact of missing data on the Industrial Production Index. Data revisions are analysed as part of the quality assessment of the Industrial Production Index.
12.1. Relevance - User Needs
Users of statistical information include state and local government authorities, businesses (enterprises, institutions and organisations), scientists and researchers, the media, public organisations, Eurostat, international organisations. The Industrial Production Index is also used for national accounts purposes.
The requirements for data completeness under EU and national legislation are met. All mandatory variables, NACE breakdowns and time series required under the relevant EU legislation are available. The data are transmitted with the base year 2016 (2016 = 100). Eurostat rescaled the indices to 2021 (2021 = 100) for the purpose of harmonised dissemination in accordance with European requirements. This does not affect data completeness.
13.1. Accuracy - overall
Overall accuracy of the Industrial Production Index is assessed as satisfactory.
13.2. Sampling error
The data are compiled based on a non-exhaustive statistical survey using the main array method (cut-off). Sampling errors are not estimated because the selection of respondents is non-probabilistic.
13.3. Non-sampling error
Non-sampling errors may occur in the statistical survey, including coverage, measurement, data-processing, and non-response errors. To minimize the impact of non-sampling errors at all stages of statistical production, quality control procedures are applied, including checks of data completeness and logical and arithmetic consistency, analysis of data dynamics, as well as monitoring the response rate of respondents, analysing the reasons for non-response and assessing their potential impact on the results of the statistical survey. If a report is not received from a respondent (in particular, due to force majeure circumstances), imputation procedures for missing data may be applied using the value of the indicator for the previous reference month or the average value of the indicator for previous months, in accordance with the approved methodology. In the following reference month(s), where possible and necessary, such data are adjusted in accordance with the report submitted by the respondent for the previous month(s). The average response rate of respondents (the share of units that submitted reports) was 95.1% in 2025. The impact of non-sampling errors on the results of the statistical survey is considered limited, taking into account the quality control procedures applied.
14.1. Timeliness
The Industrial Production Index is disseminated 33–35 days after the end of the reference period. The dissemination dates, the list of indicators and their breakdowns, as well as the statistical products disseminated on the basis of the results of the statistical survey, are specified in the plan of state statistical surveys for the relevant year.
14.2. Punctuality
The established dissemination deadlines are met.
15.1. Comparability - geographical
The statistical survey is conducted using uniform methodological approaches to the definition of the indicator, observation units, the target population, the reference period, frequency, geographical coverage, data collection and processing methods, and statistical classifications. This ensures the geographical comparability of data on the Industrial Production Index. The results of the statistical survey are compiled without taking into account the territories temporarily occupied by the russian federation and parts of the territories where hostilities are (were) conducted.
15.2. Comparability - over time
Data on the Industrial Production Index for Ukraine are available as a time series from 1991 onwards.
15.3. Coherence - cross domain
Consistency of the Industrial Production Index data with the system of national accounts is ensured, as the indicator is used as one of the sources of information for estimating gross domestic product and its components at constant prices.
15.4. Coherence - internal
The results of the statistical survey are internally coherent and consistent over time. Coherence is ensured through the application of uniform methodological approaches, data processing rules, and quality control procedures at all stages of compiling the indicator.
The State Statistics Service of Ukraine assesses the reporting burden on respondents based on the Methodology for Measuring the Reporting Burden on Respondents, approved by Order No. 1 of the State Statistics Service of Ukraine of 2 January 2026 (available in Ukrainian). The state statistical survey form № 1-P (monthly) is submitted electronically, which helps reduce the reporting burden on respondents.
17.1. Data revision - policy
Statistical information is revised in accordance with:
The revision of statistical survey data is carried out in accordance with the established methodology, in particular, Section IX of the Methodological Provisions for the state statistical survey "Indicators of short-term statistics of Industrial Production by Type". The documents are available in Ukrainian.
Planned (regular and special) and unplanned revisions of statistical information are provided for. A regular revision is carried out due to the availability of new, more complete information that was not available at the time the statistical indicators were compiled.
A special revision is carried out in the event of changes in the statistical survey methodology, classifications, the base year, or on the basis of the results of comparative analysis of data.
Users of statistical information are informed in advance about regular revisions of survey data, including the date and/or time of dissemination and the scope of the revision; about special revisions, prior to their implementation; and about the need for an unplanned revision through the publication of a corresponding announcement on the official web resources of the State Statistics Service of Ukraine.
Revised statistical information is disseminated through the publication of a relevant announcement on the official web resources of the State Statistics Service of Ukraine together with the regular dissemination of the relevant statistical information resulting from the survey, in accordance with the Release Calendar and accompanied by the relevant explanations.
The same revision policy is applied to STS data released nationally and transmitted to Eurostat.
17.2. Data revision - practice
A regular revision of the Industrial Production Indices relative to the average monthly value of the base year is carried out monthly (unadjusted data may be revised for the months of the reference year; seasonally adjusted data and calendar adjusted data may be revised for the months of the reference year and the previous three years). At the end of the year (in March following the reference year), indices are revised for the reference month compared with the previous month, the corresponding month of the previous year, and the reference period compared with the corresponding period of the previous year. A special revision is carried out no more than once every five years. In the event of an unplanned revision of statistical information, the impact of the changes on the disseminated statistical information is taken into account, as determined in accordance with the methodology for the indicator. Revision indicators for unadjusted y-o-y growth rates (for 2023-2025):
Mean Revision (MR): 0,9972;
Mean Absolute Revision (MAR): 1,4972.
18.1. Source data
The sources are:
information on industrial products manufactured (gross production) by NPP-2023 items, in physical or value terms, obtained from respondents;
aggregated data on hours worked by employees (engaged in production, both with long and short production cycles) for certain economic activities (codes 25.3, 25.4, 30.3, 30.4, 28.11, 30.11, 33.15 and 33.16 according to KVED), and on the volume of electricity/gas distributed to consumers through local networks, from the statistical survey "Economic indicators of short-term industrial statistics";
data on industrial producer price indices from the statistical survey "Changes in prices of industrial producers".
The following data are also used to compile the weighting structure for the base year:
the quantity of produced industrial products by type and the average unit price of industrial products sold, produced from own raw materials, or the value of industrial products (statistical survey "Production and sold of industrial products by types");
gross value added by economic activity, compiled on the basis of data from the structural survey according to the algorithm for calculating gross value added using the production-cost approach (statistical survey "Annual national accounts").
18.2. Frequency of data collection
Data are collected monthly.
18.3. Data collection
Data collection using the statistical survey form № 1-P (monthly) "Report on the production of industrial products" is carried out no later than the 10th day of the month following the reference month, exclusively in electronic form. Information from the statistical surveys "Economic indicators of short-term industrial statistics" and "Changes in prices of industrial producers" is available, respectively, in the second and third ten-day periods of the month following the reference month (in electronic form). Data from the statistical survey "Production and sold of industrial products by types" are available in the third quarter of the year following the reference (base) year, while data from "Annual national accounts" are available in the fourth quarter of the year following the reference (base) year (in electronic form).
18.4. Data validation
The processing of data received from respondents includes the application of standard quality control procedures. Data validation is carried out by checking the completeness and correctness of data entry, performing logical and arithmetic checks of indicators, as well as checking their internal consistency and relationships between variables. To ensure the quality of statistical information, the resulting datasets are analysed using the following methods:
identification of outliers (anomalous) values and their micro-editing;
analysis of the temporal consistency of data for the indicators (comparison with the previous month, the corresponding period of the reference year and the same period of the previous year);
analysis of the spatial consistency of data for the indicators (at the national level – between regions, at the regional level – between statistical units).
If inconsistencies or questionable values are identified, they are subject to additional verification and, where necessary, the information is clarified with respondents and the data are appropriately edited.
18.5. Data compilation
The index is calculated on the basis of data on industrial production for a fixed list of representative products. Approximately 1200 items of the Nomenclature are used. Data on the volume of industrial production, by type, are preliminarily compiled through the arithmetic summation. For products whose production volumes are recorded in value terms, a deflation procedure is applied using industrial producer price indices. For the calculation of indices for products with a long production cycle, data on hours worked by employees are used; for Section D of KVED, data on the volumes of electricity/gas distributed to consumers through local networks are also used. The calculation is carried out in two stages. At the first stage, indices relative to the average monthly value of the base year are calculated for economic activity at the lowest level of KVED and aggregated across higher levels of the KVED hierarchy using a fixed system of base-year weights based on the gross value added structure, using the Laspeyres formula. At the second stage, derived indices are calculated for the respective comparison periods: the previous month, the corresponding month of the previous year, and the corresponding period of the previous year. Industrial Production Indices are calculated at the national level and separately for 25 regions. Regional indices are calculated using a similar methodology adapted to the specific features of the regional level. The base year is determined in accordance with the EU five-year cycle (years ending in 0 or 5). Due to exceptional circumstances related to the war and structural changes in the Ukrainian economy, the weighting structure has not been updated from 2016 to 2021 (the 2016 base year was introduced instead of 2015, which was low from an economic perspective at the time of the previous update).
18.6. Adjustment
Seasonal adjustment of the Industrial Production Index time series, including adjustment for calendar effects, is carried out for industry as a whole (B+C+D), for Sections B, C and D, for KVED divisions, and for the Main Industrial Groupings (MIGs). Software: JDemetra+ ver. 2.2.3, TRAMO/SEATS method. Model specifications The following settings are applied during the seasonal adjustment process:
ARIMA model (0,1,1)(0,1,1);
the national calendar of working days and public holidays is taken into account;
the leap-year effect is taken into account;
the moving Easter effect is taken into account;
automatic detection of outliers (AO, LS, TC), supported by additional analysis and expert knowledge;
default critical value for automatic outlier detection (3.5).
Seasonal adjustment procedure Seasonal adjustment is carried out using the following approaches:
additive or multiplicative decomposition depending on the characteristics of the time series and the results of statistical testing;
filter length is not applicable (TRAMO/SEATS method);
structural breaks in the time series are not specified separately; possible level changes are taken into account through the automatic detection of LS-type outliers and expert analysis;
direct seasonal adjustment of all series.
Data revision policy The revision of seasonal adjustment results is carried out according to the following practice:
model specifications are reviewed annually, taking into account updated time series;
following the inclusion of data for a new reference period, seasonally adjusted values for previous periods are revised in accordance with the data revision policy; as a result, seasonally adjusted series may be revised on a monthly basis.
