3.1. Data description
The industrial producer price index is part of the general STS indicator system, which aims to show the dynamics of the general price level for domestically produced industrial products sold both within Ukraine and abroad.
3.2. Classification system
Classification of Economic Activities (KVED-2010) is harmonized with the Statistical Classification of Economic Activities in the European Community/ Nomenclature statistique des Activites economiques dans la Communaute Europeenne (NACE Rev.2). The Nomenclature of Industrial Products (NPP-2023) is harmonized with the Statistical Classification of Products by Economic Activity of the EU (CPA, ver. 2.1), is based on the List of Industrial Products for the EU (PRODCOM, 2023) and takes into account energy products. The degree of correspondence with the CPA is identical at the subcategory level, with PRODCOM at the type level. The NPP, with some exceptions, is harmonized with the UN Harmonized Commodity Description and Coding System (HS)/EU Combined Nomenclature (CN).
3.3. Coverage - sector
Activities related to the sale of domestically produced products, both within Ukraine and abroad, and cover sections B, C and D (except for classes 07.21, 24.46, groups 25.4, 30.1, 30.3 and 30.4, sections 36-39) according to KVED-10. Goods for personal use and defense products are not included in the surveillance.
3.4. Statistical concepts and definitions
The main information collected is the price of domestically produced industrial products, which are sold both within Ukraine and abroad, excluding value added tax, excise tax, and which does not include transportation costs, which are separately charged by the manufacturer. The variables, definitions and frequency of data compilation comply with Commission Regulation (EU) 2019/2152 of 27 November 2019 in conjunction with Commission Implementing Regulation (EU) 2020/1197.
3.5. Statistical unit
The unit of statistical observation is a legal entity, a separate subdivision of a legal entity.
3.6. Statistical population
The object of statistical observation (target population) is legal entities, separate divisionslegal entities, engaged in the production and sale of industrial products. The formation of the general population of units is carried out on the basis of the population of units under study, the statistical observation "Production and sale of industrial products by type" in the part of units for which information has been received and which meet the following criteria: by type of statistical unit: local unit by type of economic activity; carry out the sale of products belonging to the types of economic activity of sections B, C, D (except for classes 07.21, 24.46, groups 25.4, 30.1, 30.3 and 30.4, sections 36-39) of KVED-10. The population of units under study is formed on the basis of the general population, taking into account the list of producer units of the selected representative goods (services). The sample population is formed using the stratification procedure, which consists in the preliminary distribution of the general population of statistical observation units within each representative product (service) into more homogeneous groups (strata) and the selection of a certain number of producer units in each of them for direct observation of the following target characteristics: type of industrial product according to its classification according to the National Product Classification; value of products sold; territorial affiliation of the statistical unit.

The risk of disclosure of statistical data is controlled for each of the indicators formed based on the results of statistical observation, according to the threshold value rule, according to which the value of a statistical indicator is vulnerable if it is calculated on the basis of too few statistical units (three or less) and the dominant rule, according to which the value is vulnerable if it is calculated with a preference of one (80 or more percent of the specified size/volume of the indicator). To avoid disclosure of confidential statistical data, methods of blocking a vulnerable value (primary blocking) and blocking values are used, with the help of which it is possible to calculate vulnerable values that were blocked at the stage of primary blocking (secondary blocking), including blocking the values of interconnected indicators and taking into account their sections and aggregation.

Data processing consists of working out standard procedures for data received from respondents, including checking the completeness of their input, arithmetic and logical controls of the received primary data, checking the correctness of the ratio of individual indicator values, comparing indicator values in dynamics, identifying similar answers by comparing indicator values. Also, the level of reporting by respondents and the analysis of the reasons for their non-submission are monitored. In case of non-reporting by the respondent, missing data are extrapolated using appropriate imputation methods, which are explained in more detail in section 13.3.

Users of statistical information are state and local government bodies, businesses (enterprises, institutions and organizations), scientists and researchers, the media, public organizations, international organizations, and citizens. Producer price indices of industrial products are also used internally for short-term statistics and national accounts purposes.

The State Statistics Service conducts a questionnaire survey on user satisfaction in various sectors of statistics. 13.1. Accuracy - overall
Review of statistical information based on the results of statistical observation is not provided. The overall reliability of the survey at the aggregate level is considered sufficient due to the low non-response rate, reliable sampling frames and the application of methods in line with international standards.
13.2. Sampling error
It is impossible to quantify, since when forming a sample of statistical observation units, a survey of statistical observation units is used using the method of non-complete study of populations - truncation and random sampling. This method allows obtaining representative information for calculating producer price indices of industrial products at the state level.
13.3. Non-sampling error
The main reasons for non-response include the cessation of production and sales of the product (service) being monitored, or due to unavoidable circumstances. In such cases, one of the methods for compensating for missing data is used:
replacement with a similar product (service) sold by this or another manufacturer of the relevant product (service) - representative;
price carryover. Under this method, the price of the last sale of products is carried over to the reporting month (provided that the price situation is stable). The price carryover method is used in cases where there is reason to believe that the price of the products has remained unchanged;
price imputation.
To ensure data quality, if inconsistencies are identified, the respondent may be contacted to clarify the data and appropriate editing of the information. The level of reporting by respondents involved in the observation is also monitored and the reasons for non-submission are analyzed. The response rate of respondents in 2024 was 80,4%.

Information on the price on the 20th of the reporting month is provided no later than the 4th of the month following the reporting month. The results of statistical observation are published approximately on the 23rd of the month following the reporting month. The publication dates, indicators and their breakdowns (detailing), as well as statistical products distributed based on the results of the observation, are specified in the plan of state statistical observations for the relevant year.

At the regional level, confirmation of information necessary for conducting the survey consists of processing standard procedures for data received from respondents that are entered/uploaded into the electronic environment (including control of the completeness of their entry, arithmetic and logical controls of the received primary data, verification of the correctness of the ratio of individual indicator values, comparison of indicator values in dynamics, identification of similar responses by comparing indicator values). At the state level, to ensure the quality of the results obtained, any unusual price changes are analyzed, indicators are also compared with previous periods and similar periods of the previous year. In addition, questionable values and data distribution are identified and analyzed, and trends are studied. If inconsistencies are identified, the respondent may be contacted to clarify the data and edit the information accordingly.

With the help of weighting factors at the state level, individual indices are aggregated into general ones. To calculate price indices, a weight structure is formed (for Ukraine as a whole and for products sold within and outside Ukraine): by representative goods (services), types of activity - at the state level, by products - at the regional level. Weighting coefficients are calculated based on data on the cost of products sold for the penultimate year to the reporting year. The weight structure is revised annually. Price indices based on the new weight structure are calculated starting in January of each year.
