National context :
Statec is the National Institute of statistics and economic studies of the Grand Duchy of Luxembourg. Statec's administration is placed under the authority of the Ministry of the Economy and Foreign Trade. It is professionally and scientifically independent, i.e. it sets its own work programme in accordance with national and European statistical legislation, produces and disseminates data in complete neutrality.
The Law of July 10, 2011 on the organisation of the National Institute for Statistics and Economic Studies sets out the missions of Statec and its internal organisation. These missions are to provide a public information service of high quality to public and private decision-makers as well as to citizens. Statec is committed to produce statistics, analyses and studies giving a detailed, reliable and objective image of the society of Luxembourg.
Statec coordinates the statistical system of Luxembourg, organised according to the principle of statistical centralisation. For this purpose it widely relies on collaboration with other producers of data as well as with public and private research centres. Statec so centralises data available from public authorities to carry out its studies, but also to make them available to its users on a single platform. With the new law of July 10, 2011, applied scientific research is added to Statec’s missions.
6.2. Institutional Mandate - data sharing
There is no general datasharing. Nevertheless, results are sent to Eurostat.
7.1. Confidentiality - policy
STATEC guarantees the non-disclosure of confidential information when the statistical results are disseminated, except for foreign trade statistics. Regarding the latter, the detailed data that allows a resident exporter or importer to be indirectly identified is only kept confidential if the concerned economic operator sends a request for this to STATEC.
Annexes:
Luxembourg's statistical law (only available in French)
7.2. Confidentiality - data treatment
In international trade statistics, which are at the basis of the production of the indicator, a passive confidentiality is applied: the data are considered as confidential only when importing units say they should be treated as such.
8.1. Release calendar
There is no official national release calendar.
8.2. Release calendar access
See 8.1.
8.3. Release policy - user access
The release days are the days data are transmitted to Eurostat. According to the principle of independence, data is released to all users at the same time.
There is a monthly transmission to Eurostat according to the delays of transmission foreseen in the EBS-Regulation.
10.1. Dissemination format - News release
There is no monthly news release.
10.2. Dissemination format - Publications
There is no monthly publication.
10.3. Dissemination format - online database
There is no online database.
10.4. Dissemination format - microdata access
There is no microdata access.
10.5. Dissemination format - other
Results are transmitted to the European Commission in the foreseen harmonized format.
Data in Gesmes format was sent by 'edamis' to Eurostat until 04/2019. After that data, data is sent in SDMX-ML format to Eurostat.

Annexes:
European statistics Code of practice
11.2. Quality management - assessment
Considering the official EU harmonised methods used, Statec aims to produce high quality statistics in terms of relevance, accuracy, timeliness, comparability and coherence. Incoming raw data on buliding permits is accurate and complete.
12.1. Relevance - User Needs
The indicator is produced for the European Commission according to the EBS regulation. There is no information on additionnal user needs.
12.2. Relevance - User Satisfaction
See 12.1.
12.3. Completeness
The IMPX in Luxembourg covers NACE Rev2 26.20.
13.1. Accuracy - overall
See 13.2 and 13.3.
13.2. Sampling error
The indicator is no based on a sample, but on exhaustive import figures from international trade statistics. Therefore, there is no sampling error.
13.3. Non-sampling error
The results are biased by the fact that they are based on unit values of partly heterogeneous products.
14.1. Timeliness
The indicator has to be produced within six weeks after the end of the reference period.
14.2. Punctuality
There is no national release of the results. The transmission to Eurostat is normally in time, but depends nevertheless on the availability of the staff (e.g. problems in case of longer absence for health reasons).
15.1. Comparability - geographical
The ESS definitions are applied in the whole country.
15.2. Comparability - over time
There are no breaks in the time series.
15.3. Coherence - cross domain
The import price statistics are very specific and are only produced for the needs of Eurostat. In LU, there are no other import price statistics besides those transmitted to Eurostat. Therefore, comparisons with other statistical products concerning methodology, concepts or results are not straightforward.
No formal comparisons were made with the main complementary statistics.
15.4. Coherence - internal
Not applicable.
Burden for the economy: 0 €
Cost for the NSI: 1 person * 1 day / month
17.1. Data revision - policy
In the field of EBS, Statec has no official release or revision calendar. Data dissemination depends on the deadlines foreseen in the EBS regulation. Revisions are made each time when newer, completed or corrected figures are available. The revised results are used for national releases as well as for the data transmission to Eurostat. Users are only informed about the reasons of non-scheduled revisions if the revisions are considered to be important.
Different versions of historical data are not stored, only the last available version is saved. Nevertheless, LU plans to introduce the storage of the different versions of released data, but this project is depending on the availability of resources.
The base year remains unchanged for five years as stated in the EBS regulation. After changing the base year according to the EBS regulation, LU publishes results according to the new base year = 100 which is indicated in the publications. EBS statistics are confronted with quarterly national accounts and, if necessary, corrected.
17.2. Data revision - practice
See 17.1 . The same policy is applied for the data transmission to Eurostat.
As there is no vintage database for this indicator, the calculation of Quality Performance Indicators (QPIs) is impossible.

In the case of the industrial import price index, the data source is goods trade statistics.
18.2. Frequency of data collection
Monthly collection of data on imports.
18.3. Data collection
There is no specific data collection: the statistics are based on a subset of declared imports
18.4. Data validation
Data are checked before the electronic processing (completeness, prices deviating from the normal level, etc.).
18.5. Data compilation
The indices are only based on declared imports.
18.6. Adjustment
There is no specific adjustment.
