Volume index of production in construction (IPC) is applied for measuring changes in the value of construction in a monthly periods with referance to the base year period and with a breakdown into building and civil engineering works as well as into new construction works, capital repairs and maintenance works and current repairs.

The index of production in construction is based on the value of the work carried out by the units during the reference period. It includes new work, repair and restoration for residential buildings, non residential buildings and civil engineering. It collects also data about new orders in construction for residential buildings, non residential buildings and civil engineering. Volume indices are compiled, using construction costs indices as the deflator. Definition of indices of production of building construction and civil engineering are compliant with Eurostat recommentations and EBS manual.

KAU

The sampling frame used for the sample selection is drawn from the Romanian Business Register (REGIS), which contained all enterprises, authorities and organisations as well as their local units that carried out any economic activity irrespective of their size or if they belong to the private or public sector. The Business Register is updated, yearly, on the balance sheets and contains the latest information on each enterprise in the statistical population such as the identification items (unique identification code, address etc.), economic activity codes (NACE Rev.2), number of employees (giving the enterprise size class). There are around 2800 units which are surveyed each month.The total population is 50000 units.

All regions of Romania are covered. No data of statistical units that are located abroad are included.

There are negligible non sampling errors concerning coverage, measurement and non response.

The response rate in 2024 was around 83.5%.

Non-response is imputed using the average for the cell. If non- response is due to the closure or temporary suspension of activity, no imputation is made.The sample results are grossed up using Horvitz-Thomson estimator. Volume indices are compiled by deflating the value data with cost indices in construction separately calculated by elements of structure and types of construction. 

The IPC is a Laspeyres index. Volume indices in construction are determined by deflating the value data with the cost indices in construction by work type, respectively construction object. Indices of construction works per total are calculated as weighted arithmetic mean of indices by work type or construction object. The weights used for the aggregation are calculated based on the turnover according to the results of Structural Business Survey in the reference year (2021).

Statistical survey. The frame used for sampling is business. There is a stratified sample survey. The sample is updated annualy.

Around 2,800 units are surveyed each month.

Monthly

All the activities carried out by INS during a year are scheduled through the Activity Plan with several months earlier. Annually, INS issues for the users a press release calendar and a catalogue of statistical products and services containing the names, periodicity, short descriptions and release dates for all publications. The press release is issued 49 days after the end of the reference month. The publication is ready within 54 days from the end of the reference month. The questionnaires are prefilled with identification data about reporting units and sent to them at the beginning of each quarter of the year. The enterprises are requested to answer by the 25th day following the reference month. Data collection is normally closed 2 days before publication.

Indices are representative for the whole country; they are not representative by regions of the country. NSI applies methodology, which is in line with international standards. In this sense, the comparability of the indicators across countries can be considered as very good.

No major methodological changes over the last 10 years.
