3.4. Statistical concepts and definitions
The Construction cost index for new residential buildings is calculated as a weighted average of the construction material costs index and the labour cost index. The Material cost index covers 96 different products grouped according to the National Nomenclature of Industrial Products (NNIP), in sections B – Mining and quarrying and C – Manufacturing. The Labour cost index is calculated on the basis of data on the average gross wages paid per employee in Section F - Construction, Division 41 - Construction of new residential buildings.

The Construction cost indices for new residential buildings is intended for reviewing or monitoring the costs incurred by construction companies during the execution of the process of building new residential buildings. The indices are also used as an input for calculations in national accounts and in construction statistics. Construction companies also use Construction cost indices when they refer to the movements of costs in drafting construction contracts. The data are transmitted to Eurostat to enable the international comparability.
