3.4. Statistical concepts and definitions

The Construction cost index for new residential buildings is calculated as a weighted average of the construction material costs index and the labour cost index. The Material cost index covers 108 different products grouped according to the National Nomenclature of Industrial Products (NNIP), in sections B – Mining and quarrying and C – Manufacturing. The Labour cost index is calculated on the basis of data on the average gross wages paid per employee in Section F - Construction, Division 41 - Construction of new residential buildings.

The Construction cost indices for new residential buildings is intended for reviewing or monitoring the costs incurred by construction companies during the execution of the process of building new residential buildings. The indices are also used as an input for calculations in national accounts and in construction statistics. Construction companies also use Construction cost indices when they refer to the movements of costs in drafting construction contracts. The data are transmitted to Eurostat to enable the international comparability.

18. Statistical processing Top
18.1. Source data

Data sources are the “Monthly report on industrial producer prices on the domestic market” (C.doma) and "Monthly survey on employees and wages" (TRUD.1).

The Material cost index is calculated on the basis of data on Industrial producer prices on the domestic market, for 108 products belonging to these classes: 08.11; 08.12; 08.99; 16.10; 16.23; 20.16; 20.30; 20.52; 20.59; 22.21; 23.12; 23.20; 23.32; 23.51; 23.52; 23.61; 23.62; 23.63; 23.64; 23.70; 23.99; 24.10; 24.20; 24.33; 24.34; 25.11; 25.12; 25.93; 27.32; 31.02.

The Labour cost index is calculated on the basis of the average gross wages paid per employee in the Construction section, Division 41 - Construction of buildings, from the National classification of activities (NKD Rev.2).

Secondary survey, input data are extracted from primary surveys. The extractions are already processed individual data within the primary surveys.

18.4. Data validation

The input data are checked within the primary surveys. Output data (indices) are also checked before dissemination.

18.5. Data compilation

Editing, imputation are phases that are implemented in the primary surveys.
Weights: Weighting is performed with data on costs from "Annual accounts of enterprises, 2015", the purchase value of spent building materials from "Annual report on spent building materials and energy, 2015" and the turnover of building materials on the domestic market from "Annual report on industry, 2015". These values are distributed according to the structure of the values of construction activities (turnover) carried out in accordance with the "Nomenclature of constructions and construction works" from the "Annual report on constructions on which works have been carried out, 2015" at the micro level (enterprise).

The output of this survey is fixed base year indices.
