Reference metadata describe statistical concepts and methodologies used for the collection and generation of data. They provide information on data quality and, since they are strongly content-oriented, assist users in interpreting the data. Reference metadata, unlike structural metadata, can be decoupled from the data.
The indicator is part of the EU Sustainable Development Goals (SDG) indicator set. It is used to monitor progress towards SDG 13 on climate action which is embedded in the European Commission’s Priorities under 'Sustaining our quality of life: food security, water and nature'. SDG 13 seeks to implement the commitment to the United Nations Framework Convention on Climate Change for achieving a climate neutral world by mid-century to limit global warming to well below 2°C and aiming at 1.5°C (compared to pre-industrial times). It also aims to strengthen countries’ resilience and adaptive capacity to climate-related natural hazards and the resulting disasters.
Indicator can be considered as identical to global SDG indicator 13.a.1 'Amounts provided and mobilized in United States dollars per year in relation to the continued existing collective mobilization goal of the $100 billion commitment through to 2025'
4.1. Data description
The indicator measures the total amount spent from the annual budget of the EU Member States as well as of the European Commission and the European Investment Bank, in order to contribute to the international 100bn USD commitment for climate finance under the United Nations Framework Convention on Climate Change (UNFCCC). The data for 2020 and 2021 covers commitments for both multilateral and bilateral public finance. From 2022 onwards, the data covers bilateral public finance committed and multilateral public finance provided.

Time series are not fully comparable, given that reporting has been based on different methodologies. Between 2014 to 2019 data was reported under the Monitoring Mechanism Regulation (MMR) 525/2013. From 2020 onwards, the data reporting is based on the Governance Regulation 2018/1999 and Article 6 of Implementing Regulation (EU) 2020/1208.
