3.1. Data description
The production of industrial products in natural units and value, the internal consumption of its products in natural units, stocks of finished products intended for sale in natural units, the realization in natural units and value, realization of an internal market in natural units and value.
3.2. Classification system
National Classification of Activities (NKD) based on the European Classification of Economic Activities (NACE) - NACE Rev.1 was used from 1998, NACE Rev. 1.1 from 2006, and NACE Rev.2 is used from 2008 onwards. National Nomenclature of Industrial Products (NNIP) - domestic version of PRODCOM.
Sectors: B - Minning and quarying, C - Manufacturing industry and D - Electricity, gas, steam and air conditioning supply (excluding group 35.3 Steam and air conditioning supply). of the National Classification of Activities NKD Rev.2.
3.4. Statistical concepts and definitions
Finished product - The term finished product means any product in the production process has reached an appropriate level of workmanship and in the nomenclature of industrial products, which is an integral part of this methodology is listed under a separate title, in code, and unit of measurement.
Sold production - production carried out by a national enterprise on its own account within the economic territory of each country and the production outsourced to a national or foreign sub-contractor, which has been sold (invoiced) during the reference period.
Total realized production - total achieved production in the reporting period, whether sold, whether it is in stock or used for further processing.
3.5. Statistical unit
Statistical units are distributed enterprises in industrial and mining sectors B - Mining and quarrying, C - Manufacturing and D - Electricity, gas, steam and air conditioning supply of the National Classification of Activities - NKD Rev.2 except group 35.3 - Steam and air conditioning supply. Statistical units are units of the enterprises that produce industrial products, and its parent company does not belong to industrial sectors but also in forestry, construction and the like. Business entities that industrial activity is performed in the territory of two or more municipalities are divided into the statistical units as there are municipalities on whose territory practicing.
3.6. Statistical population
The observation units are the enterprises and the lokal KAUs classified in sections B - Minning and quarrying, C - Manufacturing industry and D - Elecricity, gas, steam and air conditioning supply of NACE Rev.2. The Annual report on industry IND.21, also includes the local units whose main activity is industry, but their legal unit does not belong to the industry, but forestry, construction etc. The enterprises that act in more than one municipality are divided in units as much as there are municipalities they act in.

The Policy on Statistical Confidentiality contains the basic principles used in the SSO.
All individual or personal data, in each phase of statistical processing, are treated as confidential data and may be used only for statistical purposes. When releasing data from this survey at an aggregated level, there is no need for additional data treatment for the purpose of ensuring confidentiality.

According to the Law on State Statistics (Article 41) and the Policy on Access to Anonymised Microdata for scientific purposes, data collected for the purpose of official statistics may be used for scientific purposes if there is no risk of direct or indirect identification, i.e. disclosure of data individuality. Access to microdata is possible only in the safe room at the SSO, based on a submitted and approved request and a signed agreement.
Survey data are sent to Eurostat and they are released on the web site of this institution.

Methodological explanations are available on Statistical Office website in Introduction part of National nomenclature of industrial products. Methodological explanations are also available in Statistical yearbook where are published data for annual industrial production.
The commitment of the SSO to ensuring quality of products and services is described in the Law on State Statistics, the Strategy of the State Statistical Office and the Quality Policy of the State Statistical Office, as well as in the continuous efforts for harmonisation with the European Statistics Code of Practice. The main aspects and procedures for quality management in the phases and sub-phases of the Statistical Business Process Model, as well as the good practices for ensuring quality are documented in the internal document called “Guide for ensuring quality of statistical processes”. Input and output metadata, as well as relevant quality indicators for certain sub-processes are described in the document “Guide for survey managers”.
The data is used by the business community, chambers of commerce in the country and the Government.
12.2. Relevance - User Satisfaction
The State Statistical Office conducts the User Satisfaction Survey at the domain level. This Survey is conducted every three years and the last one was in 2019.
Annual survey for industrial production is based on recomendations of Eurostat and is harmonized with Commission Implementing Regulation (EU) 2020/1197 of 30 July 2020 laying down technical specifications and arrangements pursuant to Regulation (EU) 2019/2152 of the European Parliament and of the Council on European business statistics repealing 10 legal acts in the field of business statistics and covers all indicators asked with Table 26. Country-lavel business statistics on industrial production.
13.1. Accuracy - overall
Data accuracy is ensured by working on decreasing sampling and/or non-sampling errors, as well as with additional data comparisons and analysis before dissemination.
13.2. Sampling error
The survey is conducted on purposefully selected sample and there is no measurement of sampling errors.
13.3. Non-sampling error
Errors in coverage: It provides about 80% coverage. Time data providers are reminded to fulfill its obligation. Errors in processing: In the application for processing are implemented rules for controls and calculations of output. Errors in non-response: Reporting units that do not submit a report within the legally prescribed timliness are contact by telephone. Also reporting units that submitted reports incompletely filled are contactby telephone in order to provide the requested information. If the reporting units that are already included in the monthly survey IND.1 did not submit data is performed imputation of production obtained with the monthly report from the previous year.

This statistical survey is a sample survey. The sample is selected from the Statistical Business Register of the enterprises that are active and submitted Annual accounts and registered in sectors B - Mining and quarrying, C - Manufacturing and D - Electricity, gas, steam and air conditioning supply from National classification of activities - NKD Rev. 2, excluding group 35.3 - Steam and air conditioning supply. Sample for "Annual Report of Industry" (IND.21) covers 80% of gross value added in industry in 2023 and the data sources are accounting and personnel records and documentation available at reporting unit. Updating of the sample is carried out annually. The sample in 2024 covered 1000 businesses.

In the collection of data the reporting method is used. The reporting units send the annualy questionnaire for industry IND.21 to the statistical regional office in determined time, according the Annual Programme of Statistical Surveys for the determined year.Companies themselves fill data on production, stocks of finished products and sales of finished products to domestic and foreign markets, and submit them to SSO no later than 15 April. in the current year for the previous year.

The results from Annual survey for industry IND.21 are confronted with the results from the Monthly survey for industry IND.1 and Monthly survey for turnover in industry IND.2. Verification of data is done in accordance with the defined control criteria. Authentication data is performed before and after the entering. For deviations are contact the respondents.
