3.6. Statistical population

AREL - Electricity Supply, District heating, and supply of natural gas

The target population consists of companies with the following activities:
• Transmission of electricity.
• Electricity production. The company must have power stations with a total power of at least 100 kW. For own use only, the limit is 400 kW.
• Heat production.
• Distribution of district heating and cooling.
Data is collected for power stations, combined heat and power plants and independent heating plants included in the above-mentioned companies. Target objects are companies with network operations, electricity production and heat production as well as electricity-producing industries. The observation objects are the same as the target objects

KVBR - Quarterly Fuel Statistics

The target population for industry is jobs in mines and manufacturing industry, SNI 05-33 (according to the classification SNI 2007). The target population for energy producers and natural gas distributors are workplaces in the supply of electricity, gas and heat, SNI 35. Target objects are workplaces active in mines and the manufacturing industry and in the supply of electricity, gas and heat. The observation objects correspond the target object.

Måbra - Monthly fuel, gas and inventory statistics

The target population consists of companies with the following activities in 2022:
• oil companies
• companies subject to emergency storage
• seller of petroleum products • major importers of petroleum products
• producers and suppliers of biofuels for transport purposes
• coal and coke trading companies, with either in total imports more than 500 tons per year, exports more than 500 tons per year, produces more than 500 tons per year or delivers more than 500 tons per year of the the fuel / product categories included in the survey.
Target objects refer to companies that produce, import, export or deliver liquid biofuels, petroleum products and coal and coke in Swedish market. The target population consists of legal entities (JE) for all types of companies other than coal and coke plants, for which the object type is workplace (local unit, AE). Target object and observation object are of the same type.

12.1. Relevance - User Needs

Arel - Electricity Supply, Districy heating, and supply of natural gas. Users are the Government Offices, the National Institute of Economic Research, other authorities, universities / colleges, municipalities and county administrative boards, companies, and private individuals. The statistics are used as a basis for planning and decision-making by authorities to be able to evaluate existing instruments and follow developments in the field of energy. It is not possible to make a general statement about the public's information needs, but comparisons of various kinds, between regions and over time, are examples of common use.

Isen - Energy consumption in the mining and manufacturing industry. The results form part of the basis for the national accounts (Statistics Sweden), the environmental accounts (Statistics Sweden) and the annual energy balances (the Swedish Energy Agency). Other users are National Institute of Economic Research, Ministry of Finance, OECD, Eurostat, UN, industry organizations, research institutes, etc. Users request both unprocessed input data and aggregated data by region, industry and number of employees.

Måbra - Monthly fuel, gas and inventory statistics. The main users of the statistics are the Swedish Energy Agency , Government Offices, Statistics Sweden, trade associations, companies, Eurostat, OECD/IEA and UNECE.The statistics are used as a basis for planning and decision-making by authorities to be able to evaluate existing instruments and follow developments in the field of energy. The statistics are used internationally for comparisons of supplies, production and use of petroleum products and fuels in Europe and globally.

KVBR - Quarterly Fuel Statistics. The main users of the statistics are the Swedish Energy Agency, the Government Offices, the National Institute of Economic Research, Statistics Sweden (national accounts, environmental statistics, etc.), industry associations, individual companies, municipalities and county administrative boards. Results from this survey are used for energy balances, national accounts, environmental accounts, emission statistics, forecasts for the nation's energy supply, contingency planning, market analyzes and for considerations. regarding the objectives and direction of energy policy. The statistics are reported to Eurostat, the United Nations and the OECD Energy Cooperation Body (IEA, International Energy Agency).

Foreign trade of goods - Support is given to respondents in order to classify the goods/services correctly. Only the minimum information demanded by EU-regulations is collected in this survey to reduce the burden on respondents.

13.3.2. Measurement error

A source of uncertainty that is judged to affect quality is shortcomings in the reporting that is made of the companies, i.e. measurement errors. The shortcomings are mainly caused by reporting mistakes, due to ignorance, forgetfulness, misunderstandings or by other reasons. Because some respondents weigh heavily, such measurement errors can have large impact on statistics.

Statistics Sweden publishes energy statistics from several surveys, which have partly different purposes and thus different delimitations and definitions in terms of populations and variables. Therefore, it can be difficult to compare annual energy statistics with statistics from other surveys. Coherence between subannual and annual statistics is poor for some parameters.

The total sample in the "Quarterly Fuel Statistics” consists of all industrial workplaces according to the survey "ISEN - Energy consumption in the mining and manufacturing industry" from two years earlier, which had a combined fuel consumption equivalent to 325 tons of oil equivalent (toe) or more. The fuel use in KvBR for each fuel, is then split according to NACE codes, so that you have the share of the consumption of each NACE code, for each kind of fuel (i.e what was the consumption share of NACE code X, out of the total consumption of fuel type Y)). These shares are then multiplied with the total consumption of each fuel in ISEN two years before; basically we are using the total volumes from ISEN and the shares between different NACE codes in KvBr.

The Swedish Tax Authorities supplies the import/export data for Extrastat trade to Statistics Sweden. This survey is a complete survey without threshold.

Energiföretagen, an industry association, collects the info regarding electricity production and imports/exports. This information is sent to Statistics Sweden for control and some additional adjustments. The Swedish Energy Agency has assigned Statistics Sweden to handle the collection and quality control of this survey. Collection is mostly automatic as most companies are connected to the Nordic Energy Exchange, however there are a few smaller units where values are estimated (accounting for about 0.6 TWh out of a total 158 TWh in 2015) and also some small hydroelectric units which are not accounted for at all (about 0.8 Twh). Also wind production data is collected from another industry association and delivered to Energiföretagen to be included in the survey.

Some major suppliers often come in with revised figures, even after several months. Some answers come in after the deadline and therefore imputations are done, by using the values of last month. When the answers come it, these values are then corrected. Also, some respondents are not able to correctly do the split between natural gas / biogas of the supplied vehicle gas, due to poor technical knowledge. However these errors are in most cases discovered when doing the quality control, and they then corrected afterwards by the respondent.
