Energy balance data are compiled in compliance with:

  • EU Combined Nomenclature;
  • Statistical Classification of Economic Activities (NACE Rev. 2);
  • Classification of Administrative Territories and Territorial Units of the Republic of Latvia (CATTU);
  • List of products of the European community (PRODCOM) (each corresponding version).

Information is compiled on all sectors of national economy. Data in breakdown by sectors are compiled by the main kind of economic activity.

Energy statistics data covers all major sectors of the economy that are involved in the production, trade, energy transformation or energy consumption (e.g. energy sector, industrial sector, transport, commercial and public services, agricultural/forestry/fishing and households, for annual data).

Classifications, nomenclatures and correspondence tables are available at the Eurostat’s classification server RAMON.

Annex_Confidentiality in EU data collections
7.1. Confidentiality - policy

Regulation (EC) No 223/2009 on European statistics (recitals 23-27, 31-32 and Articles 20-26) applies.

Confidentiality of individual data is protected by Statistics Law

Section 7. Competence of the Statistical Institution in Production of Official Statistics

  • (2) The statistical institution shall:
  • 8) ensure statistical confidentiality in accordance with the procedures laid down in this Law;

Section 19. Dissemination of Official Statistics

  • (1) The statistical institution shall disseminate official statistics in a way that does not allow either directly or indirectly identify a private individual or a State institution in cases other than those laid down in Section 25 of this Law.
  • (2) The statistical institution shall publish the official statistics which have been produced within the framework of the Official Statistics Programme in a publicly available form and by a predetermined deadline on the portal of official statistics. Until the moment of publication of official statistics this statistics shall not be published.

Confidential data are not shown. The most common approach is to present only aggregation of the confidential data point with the non-confidential data that is the nearest suitable data point.

In enterprise statistics cells are defined as confidential according to threshold rule and dominance rule (n,k). Cells are safe to be published if contributed by at least 4 respondents (n=4) as well as share of a single contributor is less than 80% (1,80) or two contributors share is less than 90% (2,90).

8.1. Release calendar

Release calendar is available on Eurostat's website in the Energy section. According to Regulation (EC) No 1099/2008 on energy statistics, annual energy statistics need to be published by 31 January of the year Y+2 (Y being the reference year of data) and monthly and short-term data monthly data.

11. Quality management Top
11.1. Quality assurance

CSB has introduced Quality Management System (QMS). The system is directed towards providing high user satisfaction and ensuring compliance with regulatory enactments. Based on the structure of Generic Statistical Business Process Model (GSBPM), QMS defines and at the level of procedures describes processes of statistical production as well as sets the persons responsible for the monitoring of processes at all stages of the statistical production. QMS defines the sequence how processes are implemented (i.e., activities to be performed (incl. verifications of processes and statistics, sequence and implementation requirements thereof, as well as persons responsible for the implementation)), procedures used in the evaluation of processes and statistics, as well as any improvements needed.

Since 2018, QMS of the CSB has been certified by the standard ISO 9001:2015 “Quality Management Systems. Requirements” (certified scope: Production of official statistics – planning, development, data acquisition, processing, analysis and dissemination).

There is not database of heat plants and CHP in Latvia, therefore each survey manager is analysed a lot of information in internet to identify new respondents. There is the enterprise in Latvia which is responsible for electricity distribution, it means that this enterprise have information about all CHP which are working in electricity market. Changes have been made to the form for calculating new indicators for improving the quality of thermal energy statistics in 2019.

Household energy consumption survey (1-EPM)

To evaluate the consumption of wood fuel. To list and identify all the latest equipment used by households in 2020.

We have consultations with research institute. They advised us the different additional questions to check data of wool fuel consumption.  A lot of research has been done on the latest technology and equipment used by households after 2015 to 2020. These new technologies or equipment and their different types were included in the survey. The questionnaire was improved to make it more understandable. Additional administrative data is used (for example : solar panels and installed capacity).

Quality of statistics is assessed in accordance with the existing requirements of external and internal regulatory enactments and in accordance with the established quality criteria.

Regulation (EC) no 223/2009 of the European Parliament and of the Council on European statistics states that European Statistics European statistics shall be developed, produced and disseminated on the basis of uniform standards and of harmonised methods. In this respect, the following quality criteria shall apply: relevance, accuracy, timeliness, punctuality, accessibility, clarity, comparability and coherence.

16. Cost and Burden Top

 In line with the strategic directions of the European Statistics System and latest trends in statistical production, continuous use of information acquired in regular CSB surveys and proportionate reduction of the response burden are among the key CSB priorities.

 

In cooperation with holders of administrative data and in line with the competences provided for in the Statistics Law, CSB is striving to solve the issues related to the use of administrative data sources, thus aiming to acquire as comprehensive and high-quality administrative data allowing to reduce response burden on enterprises and households as possible.

Energy balance data are acquired from several CSB surveys on the purchase and use of energy resources, supply of natural gas, production of heat and electricity, industrial production and sale, trade with third countries (EXTRASTAT) and trade with EU Member States (INSTRASTAT).

Data are acquired also from the Road Traffic Safety Directorate reference year information on the number of motor vehicles that have undergone roadworthiness tests and from the State Revenue Service report "Turnover of oil products (fuel)".

Information about the amount of electricity sold by electricity traders is obtained from JSC Sadales tīkls and JSC Augstsprieguma tīkls.

Data on the installed capacity of the solar panels was obtained from
administrative data in order to insert it in the form in advance, since
households are not always able to determine the installed capacity by
themselves, this made it easier for the respondent to answer.
The telecommunications company gave information about the phone 
numbers of respondents because during covid there was a remote
phone interview, it was forbidden to meet in person. This helped to
conduct the survey successfully.
  Administrative data on household electricity consumption was successfully      obtained from the electricity distribution operator, which eased the       workload   of the respondent.

For the recalculation of energy balance to terajoules, conversion factors based on net calorific values are used.

The tonne of oil equivalent is a conventional standardised unit defined on the basis of a tonne of oil with a net calorific value of 41 868 kilojoules/kg. The conversion coefficients from the specific units to kgoe (kilogramme of oil equivalent) are thus computed by dividing the conversion coefficients to the kilojoules by 41 868.
