Based on the Quality Policy, KAS has committed itself to regularly measure the quality of its statistical products and production processes, by continuously improving products and activities of data production.

In practice, revisions within the energy statistics domain are managed as follows:
Planned/Regular Revisions: This is the most common practice in energy statistics. Monthly data published in the Monthly Energy Balance (e.g., electricity production, coal extraction, and heat) are initially considered provisional. These figures are systematically revised and finalized during the compilation of the comprehensive Annual Energy Balance, once complete historical data from administrative sources and annual enterprise surveys are fully validated.
Major Revisions: These occur structurally and less frequently, driven by changes in national or international methodological standards (such as adjustments required by Eurostat or the Energy Community Secretariat) or when new, comprehensive data sources become available (e.g., new baseline energy surveys for the household sector).
Unplanned Revisions: In rare cases where errors are identified post-dissemination or when unexpected retroactive corrections are received from data providers (such as Kosovo Customs or KEK), KAS performs an unplanned revision. 3. Name of data collection: Consumption of energy products in households: The target population of the Household Energy Consumption (ECH) Survey consisted of households in Kosovo. Data from the 2011 Kosovo Population Census, updated during 2013 and 2014, served as the framework for the sampling. The sample frame contained 4,626 enumeration districts (QR). This sampling frame was initially stratified based on urban and rural areas within each region. The ECH survey is a probability sample study, meaning population characteristics are estimated using data collected from sample units by applying probability theory. The sample was selected using Probability Proportional to Size (PPS) within each stratum, where the size was based on the number of households in the enumeration districts from the Census framework. To ensure a geographically equal distribution of the sample, the data within the strata were sorted by region code, municipality code, and district code. In the first phase of sampling, a total of 500 QRs were selected and allocated to the strata approximately proportional to the number of households. In the second phase, 10 households were selected within each QR (500 \times 10 = 5000). The interview method used was face-to-face.

Reporting units Business entities registered and operating within the territory of the Republic of Kosovo, whose primary or secondary economic activity belongs to Section D of NACE Rev. 2 (Electricity, gas, steam and air conditioning supply). Additionally, institutional units and public authorities providing administrative data regarding cross-border energy flows and market activities are also considered reporting units.
Observation units Business entities and enterprise modules that constitute the core pillars of the electricity and energy system in the Republic of Kosovo. These include units engaged in the generation, transmission, distribution, import, export, and wholesale or retail supply of electricity and other energy products.
Data Sources To ensure high data quality and completeness, KAS utilizes a combination of statistical surveys and administrative data provided by key institutional partners and energy operators:
Kosovo Customs (Dogana e Kosovës): Provides administrative data on the physical import and export of electricity, electrical equipment, and energy-related commodities.
Kosovo Energy Corporation (KEK): Provides primary data regarding domestic electricity generation, production capacities, and coal (lignite) consumption/stocks.
Kosovo Electricity Distribution Company (KEDS): Provides data on electricity distribution, final consumption segmented by tariff groups (household and non-household consumers), and distribution network losses.
Transmission System and Market Operator (KOSTT): Provides high-precision data on the transmission network, cross-border electricity exchanges (allocations and physical flows), system losses, and overall balance of the electricity market.
